This portion of a raffle ticket is from a raffle conducted by the Warrnambool Lions Club in 1971. The proceeds went towards the building fund of a Warrnambool kindergarten which is at 31 Gladstone Street, Warrnambool and is today known as the Lions Hopkins Kindergarten. The Warrnambool Lions Club was formed in 1959 and was chartered in May 1960. At the time the charter presentation was the largest charter night gathering ever held in Australia (210 people present). The Warrnambool Lions Club continues to operate as a service club. This is a book offering the reader ways to combat mental and spiritual stress. The author, the Rev. Gordon Powell (1911-2005) was born in Warrnambool to Louisa and George Powell. His father was a dentist in Kepler Street Warrnambool. Gordon Powell was educated in Melbourne and was a Presbyterian Minister in Adelaide, Sydney, Melbourne and U.S.A. He was an R.A.A.F. chaplain in World War Two and established the Alcoholics Anonymous organization in Victoria. At St. Stephens Church in Sydney he attracted large attendances at both his Sunday and week-day services and became well-known for his religious radio broadcasts. He wrote several books and many articles for religious journals. This book is retained because it is the only piece of writing we have by the Rev. Gordon Powell who was born in Warrnambool in 1911 and was one of the most influential Presbyterian Church ministers in Australia in the 20th century. This is a hard cover book of 128 pages. The hard cover is blue with black printing on the spine. The dust cover has printing on the back cover and spine and a colour photograph of a path and parkland with red printing on the front cover. These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. This badge has been produced and sold to raise funds to assist Australian soldiers returning from active service in World War One. At the end of the war the Wannon and Corangamite Territorial Repatriation Scheme was set up to assist returning soldiers to adapt to civilian life. It is presumed that similar schemes were established in other electorates in Australia. Wannon is the name of a Federal electorate in the south west of Victoria and includes Warrnambool and the name on the badge may be an abbreviation of the fuller name mentioned above or an offshoot of the above organization. The scheme included assistance to soldiers with loans to set up businesses and build homes. This badge is retained as an example of a local effort to assist Australian soldiers returning from active service in World War One. The Loyal Victoria Lodge was established in Warrnambool in1862. It was a Lodge connected with the Friendly Society Manchester Unity Independent Order of Oddfellows. Friendly Societies were established to give members assistance in times of illness and hardship and to offer insurance against such events. The MUIOOF had its origins in Manchester, England. The Warrnambool Lodge built the Oddfellows Hall in Koroit Street in 1869 and in 1872 it joined with other friendly societies and established the Friendly Societies Park in Koroit Street. The MUIOOF joined with the Australian Natives Association and today the new name in Australian Unity. No details are available on W. A. McLean but the certificate indicates that he served his country during World War Two.This certificate is of considerable interest as the Loyal Victoria Lodge was a pioneer friendly society in Warrnambool with its history going back to 1862. It is also a good example of the certificates given to Warrnambool residents who had rendered significant war time service in World War Two.Framed Certificate featuring text and a coloured picture. Legacy is an Australian organisation which was founded in 1923 to assist the widows of servicemen who had not returned from active service in World War One. It now assists widows, widowers and their children whose parent died whilst serving during any conflict or subsequently. The Red Cross was established in Switzerland in 1683 and in Australia in 1914. Today it is the best known charitable organisation in the world and operates extensively throughout Australia. These badges may have been given to members for years of service. This medallion, called a Memorial Plaque and popularly known as a Dead Man’s Penny, was one of those given to the family of an Australian soldier who died on active service in World War One. Memorial Plaques, such as this one, were given out in the early 1920s. This medallion was presented to the family of Robert Andrew Hose. Born in Warrnambool in 1892 to George and Janet Hose, Robert Hose was a regular soldier when he enlisted in World War One in August 1914. He served on Gallipoli at Cape Helles where he was wounded but returned to his post and was promoted to corporal. In Egypt he was promoted to Sergeant and then served in France where he was awarded the Military Medal for showing courage, resourcefulness and a fine example to his men in an encounter with the enemy near Beaumetz les Cambrai. In that incident he sustained severe wounds from which he died in May 1917. He is buried in France. The Victory medal was awarded to all Allied servicemen and women who served in World War One. Australians were issued with the medal made for British service personnel. The medal described above was awarded to Private Thomas Wickham. He was born in Port Fairy in 1886 and died in Warrnambool in 1955. Private Wickham enlisted in February 1916 and his next of kin was his wife Elizabeth, living at that time in Terang. Thomas Wickham was a member of the 58th Battalion, 2nd Reinforcement. He served overseas and returned to Australia in 1919 and was discharged as medically unfit because of rheumatism. This is a round bronze medal with the image of a winged female figure of Victory on the obverse side and engraved lettering surrounded by laurel leaves on the reverse side. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1937 and 1942. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). He undertook training as Aircrew at No. 4 Initial Training School at Victor Harbour, South Australia, followed by No. 1 Wireless Air Gunners School at Ballarat, Victoria, and No. 3 Bombing and Gunnery School, West Sale, Victoria. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. FELDBAUER / TEAGLE Theodore Albert ‘Curly’ Feldbauer was born 15 October 1909 at Melbourne, the son of Theodore Henry (a naturalised German) and Jessie Margarette Feldbauer. The family moved several times during his childhood but before he was 20 he was living and working in the Eltham district. He became a well-known local sportsman. He played cricket for the Montmorency Imperials in 1929 and 1930 in the Eltham Cricket Association and excelled as a footballer and football coach. There are press references at the time to minor misdemeanours and accidents: evidently he was up for a brawl or two, but he was also able to do a recitation at a social night to launch the Eltham Girls Club in 1932. He married a local girl, Violet Amelda Teagle, in 1933, the 12th of 13 Teagle offspring who lived in Frank Street. Curly and Violet’s first child, June, was born the following year. By 1935 Curly was honorary secretary of the Research Cricket Club. He continued playing cricket regularly, mainly for Research, through till the 1940 season, after the war had begun. The girls started at Research State School in 1939 and 1940, respectively. They lived near Violet’s parents in Frank Street. Curly and Violet’s daughter, Valerie Waller recalls: “We lived near my Teagle grandparents, who had a cow. Dad took over the milking. He would rest his head against the cow and sing to her. When he left to join the army, it took weeks before she would settle down to allow anyone else to milk her.” Curly’s service record is not yet accessible from the National Archives of Australia. Valerie Waller gives us some insight into that period between Curly joining and ultimately embarking for Singapore: “Before he sailed to Singapore, Mum would travel by train, to Seymour, to spend a few hours with him. He sent her postcards and called her his “dear love”. His idea was that the sooner everyone eligible joined up, the sooner the war would be over. He had a great love for Australia.” “While he was a prisoner, Mum received a few postcards from him, not in his neat handwriting, but in block letter printing, to tell her he had received no mail or parcels from her. He must have felt we’d forgotten him, because, of course, Mum had sent lots of parcels and letters, and the Japanese hadn’t handed them on.” Theo was one of over 2,000 Allied prisoners of war held in the Sandakan POW camp in north Borneo, having been transferred there from Singapore as part of B Force. The 1,494 POWs that made up B Force were transported from Changi [Singapore] on 7 July 1942 on board the tramp ship Ubi Maru, arriving in Sandakan Harbour on 18 July 1942. Sergeant Feldbauer, aged 35, died as a prisoner of the Japanese on 27 March 1945 at Sandakan Number 1 Camp. The Japanese recorded his death from Malaria. He has no known grave, but it is believed to be at Sandakan Number 2 Camp. His death was not reported in Australia until some months later. Valerie noted: “I will never forget the sound my mother made when she received the telegram saying Dad had died months earlier, ostensibly from Malaria, but he died during the march. The sound still haunts me.” Violet’s husband Theo is recognised on the Eltham Roll of Honour, which was commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre opened in 1952; the first of three buildings, the others being the Eltham Kindergarten and Children’s Library, that were established as the Eltham War Memorial a living memorial, with a specific focus for the welfare of children of the district. Violet and Theo’s son Albert, being the youngest child of the children of soldier fathers attending a school in the district, was given the honour of turning the first sod for the Eltham War Memorial Building, 15 July 1950. Nurse Sarah Procter stretched the limits by enlisted on 12 August, 1915 at 45 years of age, the maximum acceptable age. A sister, Mrs J H Treloar (Amelia) in Hamilton was given as next of kin. Her Attestation shows she had 13 years nursing experience, having earned her Certificate at Stawell Hospital, served for one year with the Women's Hospital with the balance with private amenities. The Embarkation Roll lists her residential address simply as Brunswick - there is no Attestation or other material surviving to suggest a more specific address. She embarked from Melbourne on board RMS Morea on 24 August, 1915 and like many the served in Egypt in 1915, her record is a little hazy, but it appears at in January, 1916 after serving with No. 2 AGH, she was promoted to Nursing Sister and returned on HMAT Ulysses transporting wounded back to Australia. Nurse Procter embarked again on 4 April, 1916 to re-join her unit. She arrived in England 30 December after further service at Alexandria and was initially assigned to No. 2 A.A.H, then at Southall, She was transferred just a few weeks later to No. 1 AAH at Barefield where she remained until February, 1918. She proceeded to join No.5 AGH at Rouen, France in May, 1918; she returned to England on 23 November, 1918 after spending a month off duty with general debility and on return was admitted to South Kensington hospital with rheumatism. She was released around a fortnight later and at the same time promoted to the rank of Sister. Perhaps because of her age, she embarked for Australia soon afterwards and was assigned to No. 11 AGH at Caulfield from 9 February, 1919 until her appointment was terminated on 3 May. Born Stawell, Protestant, Sarah Jane Procter died at 75 years of age in a private hospital in St. Kilda, on 6 July, 1945 as the result of an accident and was interred in Eltham Cemetery. Her National Archives are held as Procter, AWM files as Proctor, the former is correct. (Brian Membery for Wikinorthia) Sarah Jane Procter never married and served in WW1. She enlisted at 45, but said she was only 40 on the enlistment papers. Sarah is buried in CE Monumental Section Grave 182. She was born in Stawell in 1869 and died accidentally in Heidelberg 1945. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Visit to Dunmoochin prior to Clifton Pugh's home being destroyed by fire in 2002. Following military service in the second world war, Clifton Pugh studied under artist Sir William Dargie at the National Gallery School in Melbourne as well as Justus Jorgensen, founder of Montsalvat. For a while he lived on the dole but also worked packing eggs for the Belot family saving sufficient to purchase six acres (2.4 ha) of land at Barreenong Road, Cottles Bridge. He accumulated more land and persuaded several other artists and friends to buy land nearby, resulting in a property of approximately 200 acres, stablishing it as one of the first artistic communes in Australia alongside Montsalvat in Eltham. It was around 1951 that Pugh felt he had '"done moochin' around" and so the name of the property evolved. He bought timber from Alistair Knox to build his house on the crest of a hill. Inspired by local goldminer's huts, it was a one room wattle-and-daub structure with dirt floor. Over the years it expanded with thick adobe walls made from local clay, high ceilings and stone floors. All materials other than the local earth were sourced from second hand materials, most found at wreckers' yards. Artists from across the nation were drawn to Dunmoochin, with several setting up houses and shacks on the property, maintaining their independence but sharing their artistic zeal. Artists who worked or resided at Dunmoochin included Mirka Mora, John Perceval, Albert Tucker, Fred Williams, Charles Blackman, Arthur Boyd and John Olsen. In 2002, Pugh's house along with its treasure trove of art and a library of some 20,000 books was destroyed by fire. Traces of Pugh's home remain with the presence of the Victorian doorframe archway with leadlight of intricate design, procured from a demolished Melbourne mansion; and two bronze life-sized female statues created by Pugh and cast by Matcham Skipper. In place of Pugh's house rose two double-storey mud-brick artists' studios topped with corrugated iron rooves curved like the wings of a bird with accommodation for seven.
