In 1925 there was a group known as the White Flat Improvement Committee. The White Flat Sports Reserve was officially opened on 18 March 1925 at which time Sir Alexander Peacock said that 'a wonderful change had been brought about at White Flat , and those who had brought it about would have the gratification of knowing that they were providing inestimable pleasure for the children and young people.' In 1934 the grandstand was moved to White Flat from the defunct Buninyong Racing Club. Albert Edward (Sonny) Mark was a foundation member of the Golden Point Cricket Club in 1910/1911 and part of the first Premiership side. He was a prominent A grade player and committee member for many years, including being Treasurer of the Club from at least 1933/34 to 1938/39. He acted as Golden Point delegate to the Ballarat District Cricket Association from 1934 to 1938. Sonny served as a Member of the White Flat committee from 1932/1933 to 1948/1949. Every year from the year 1933 until the Club went into recess in 1942 he took the chair for the election of President at annual meetings, an honour now reserved for Life Members. The B.D.C.A. B Grade shield named in Sonny Mark's honour for his contribution to the Golden Point Cricket Club and also to Ballarat cricket . An article from the Melbourne Legacy Bulletin on the death of Legatee Cyril Terence Charles Kirby, a long serving Legatee. The Bulletin published articles on Legatees when they passed away. The article includes an overview of his war service with the British as an 'Old Contemptible' in World War 1. Also with the Docks and Movement Control in Melbourne during World War 2. He met his wife Priscilla Wardle during World War 1 and moved to Ballarat to marry her. Priscilla was an Australian nurse serving with the QAIMNS and part of her diary is in this collection, and more is held with Ballarat and District Bast Hospital Nurses League also on Victorian Collections. He joined Legacy in Ballarat in 1929 and transferred to Melbourne Legacy in 1935. Even when his health caused him to reduce his commitments to the Reserve list he still found time to attend Legacy and spent many hours each month doing clerical work and fund raising. "Keeping everyone amused with his inexhaustible supply of 'little stories', and in a word, doing a thoroughly good Legacy job." The account of his life was written by Legatee Brian Armstrong (initials JHBA) and has a very affectionate tone. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. George Rose founded the Rose Stereograph Company in 1880 and was joined by Herbert (Bert) Cutts in the early 20th Century. Colin A Goldberg b 13 November 1932 - D 2February 2013. Colin attended several primary schools in Victoria leaving school aged 13 years. Working hard at various jobs Colin studied at RMIT qualifying as builder /carpenter in 1961. Colin was called up for National Service on 30 July, 1951. He was allotted to the RAAF, and underwent recruit training at Laverton. From there he went to the ground and air radio school in Ballarat. After his training Colin was placed in the RAAF reserve. Colin was on the list for Korea for 9 years although did not serve. Colin said of his training: "My National Service Training showed me purpose & a discipline that turned my life somewhat around for the good & for all time". Colin first joined the family of R S L at WARRAGUL in 1992 transferring to Lara in 1996. Elizabeth, Colin's wife, says that he was probably working with members of the RSL and that talk at work about the branch made him think that it was a good place to connect and make friends, and this was part of the reason why they continued at Lara. Colin. And wife Elizabeth came to live in Lara in 1994 there being a warm welcome for us both by the members of Lara RSL in 1996. Colin & Elizabeth found friendship & a whole wide window to the consequence of warfare. Indeed history written through the suffering of so many . Colin & Elizabeth were married for 57 years when Colin died. Colin and Elizabeth had two daughters, three grandchildren, and three great grandchildren however he never met them. With the medals to add to their significance is a large collection of documentation covering his career with some 136 items plus photographs. As Commander of the Pacific Islands Regiment after WW2 he was presented with a pair of Japanese Artillery Binoculars to bring home as a War Trophy. This is in the collection also. This group of eleven (11) Decoration, Campaign and Service Medals has a very high significance as they relate to both World Wars and service recognition from 1915 through to 1946, 31 years. There is also a full set of miniatures to compliment the main medal set. The “Order of the British Empire”, “Military Cross”, Efficiency Decoration” gained over both Wars and Service are among the highest in the British Empire Awards system and therefore quite rare. The addition of 5 Mention in Dispatches adds to that rarity. The medals are in very good condition with only a small amount of tarnishing. It was built between 1886 and 1891 to transfer water from the Watts River near Healesville to the Preston Reservoir. It was 66 km in length, made up of 41 km of open channel, 10 km of tunnel through hills and 15 km of pipeline across stream valleys known as inverted siphons. The section of the aqueduct through the Eltham area has been abandoned since the 1980s but the open channel has largely been retained. A recreational path follows the aqueduct reserve. For our excursion on 3rd September we intend to walk along the section of the aqueduct adjacent to Allendale Road. This is a section not visited on previous excursions and includes the transition from open channel to the inverted siphon across the Diamond Creek valley. Apart from the aqueduct itself the main feature of the walk is the extensive views across Eltham North and Diamond Creek. Along the way we will talk about the history of the aqueduct and the area. This easy walk is about 3 km return and will take 2 to 2.5 hours. The Jubilee of this church was held in 1933. "Paton Memorial Presbyterian Church. BALLARAT, Sunday Jubilee celebrations of the Paton Memorial Presbyterian Church were well attended in the week end. A basket picnic on Saturday at Eureka Stockade reserve was followed at night by a social gathering, at which a birthday cake was cut by Mrs. Amor, a foundation member. On Sunday special services were led by Rev. J. A. Moscript, assisted by the young men of St. John's Church. The church was originally founded, by the late Mrs. J. P. Murray to mission to the needs of the busy mining community which existed in Canadian in early years." (The Age, 06 November 1933.) PATON MEMORIAL CHURCH - An interesting tree-planting ceremony was performed in the grounds of the Paton Memorial Church on Saturday lost. Trees were put in by the scholars of the Sunday school to commemorate the enlistment of all the boys who had in any way been connected with the church. Sunday school, and Young Men's Club. The Mayor (Cr Levy) spoke in terms of praise of the lads who had enlisted to fight for right against might and the tyranny of Prussian militarism. The Hon. R. McGregor MLA., and the Revs. A. H. Moore and W. Rowlands were among those present. on also Mesdames J. P. Murray and McGowan, two of the founders of the church. During the afternoon Cr Levy planted a tree in honor of Mrs Murray. Afternoon tea was served by the ladies of the congregation. (The Age, 06 November 1933.) This church was in the middle of a Chinese neighbourhood, and the 1800s the leprosarium was in the vicinity. The Dibb Report into mainland defence of Australia,1986, among other things identified the requirement for protection of key assets in Northern Australia and the possibility of involving Army Reserve (Ares) units in this thus releasing regular forces for offensive operations. Dibb also pointed out that this defined role would result in a huge lift in Ares morale. In June 1988, the 3rd Division (3Div) conducted a Tactical Exercise without Troops (TEWT), Exercise ‘Distant Trumpet’ in the Katherine- Darwin area to study problems associated with defence against low level incursions against Tindal RAAF Base. Exercise ‘Northern Explorer’ followed in October of that year when units of the 3Div including A Squadron 8/13 Victorian Mounted Rifles sent patrol groups to get a first taste of environment and conditions. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Vistorian Mounted Rifles was in 1988. Deployments continued i following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. Each troop taking different route. 3 Troop had the Northern route through Kakadu National park across the East Alligator River to Oenpelli then to Maningrida and Ramangining and south to the Central Arnhem Road and back to Tindal Air force Base. Kelvin Robertson enlisted on 6 April 1981 at Cobram where Lieutenant Dan Wyborn was the troop leader at 2 Troop A Squadron 8th/13th Victorian Mounted Rifles (2TP A SQN 8/13 VMR). He completed the Initial Employment Training Course (IET) and then an M113A1 driver’s course in March 1982. Course Senior Instructor (SI) was Captain (CAPT) John McLean and wing instructor Warrant Officer Class 2 (WO2) Mick Baxter (ex-Driving & Servicing Wing instructor at the School of Armour). He served with 2TP at Cobram as a trooper Driver/Signaller until June 1982 when he was selected for officer training. He served two years as an Officer Cadet in Course 21 at Officer Cadet Training Unit (OCTU) graduating in June 1984. He returned to 8/13 VMR and completed the 1/85 Army Reserve (ARES) Regimental Officers Basic Course (ROBC Reconnaissance), then was posted immediately as 1 TP LDR for the Hay Booligal Annual Field Exercise (AFX). In 1985 he took command of 2TP at Cobram until Nov 1987 when he transferred to C Squadron First Armoured Regiment (CSQN 1AR). This began six months full time duty in which Lieutenant (LT) Robertson completed the regular army 1/88 (ROBC Tank), and then served as CSQN's first and only ARES Leopard Tank TP LDR until the next ARES LT was trained up as 2TP LDR. He later served as the CSQN Liaison Officer (LO) on the First Brigade (1 Bde) exercise ‘Predators Advance’ and as a staff officer on a Second Division (2Div) exercise. In Jan 1991 he studied at the Reserve Command and Staff College (RCSC). Upon completion of Grade 3 he was promoted to CAPT and transferred back to a reconnaissance troop, 3TP VMR SQN 4th/19th Prince of Wales’s Light Horse (4/19PWLH) at Wangaratta. CAPT Robertson transferred to the Inactive List in 1994, but in 2011 returned to the Active List serving as Operations Captain (OPS CAPT) at Regimental Headquarters (RHQ) 12th/16th Hunter River Lancers (12/16 HRL)and later Second-In-Command (2IC) Tamworth-based Operations Support Squadron (OPSPT SQN), and at 9 day exercises at Singleton range and an exercise at Townville High Range in Protective Mobility Vehicle (PMV) Bushmasters. In 2013 after completing the ARES Grade 3 Staff Officers course in Brisbane he returned home to Jerilderie and served as 2IC A SQN 4/19 PWLH based at Latchford Barracks Bonegilla. He was awarded the Defence Long Service Medal (DLSM) in 2014. Highlights of his career included being Parade Commander for the 75th anniversary Beersheba parade in Canberra on 31 October 1992. The guard, drawn from the VMR SQN 4/19 PWLH represented the 4th Light Horse Regiment, a participant of the Charge. Then twenty years later, 2012, he was invited to speak at the Quirindi Anzac Day ceremony. On this occasion he was serving with 12/16 HRL, so in two ceremonies, 20 years apart, he had represented both the 4th LHR and the 12th LHR, the two lead Regiments that charged Beersheba. CAPT Robertson was placed on the Inactive List again in 2015. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. Frank bought the land and for the next two years would travel by train from Melbourne to Eltham every weekend establishing Stokes Orchard and building a home for his family, which they eventually moved into in 1946. In the mid 1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became affordable for Frank. As a consequence Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
