This colourised photographic postcard shows the exterior of the administrative buildings at Mayday Hills mental hospital with three young boys in the foreground. This postcard forms part of the extensive Rose Series. (P. 4689) of postcards being produced by the Rose Stereograph co. which depicted landmarks from across Australia. Despite the early date attributed to this image, according to Walsh dates from this series place the postcards being produced typically between 1920-54. Mayday Hills Hospital, then known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. Mayday Hills continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F. The clarity of the images combined with the style and make of the cars in the foreground give a good indication of the time period and show the continued use and need for the facility over the years. The object is a cast iron plaque.The Melbourne branch of the Royal Mint was established in 1965 after negotiations between Victoria and the British Exchequer. The original site contained 9,763 square meters and included a large area at the rear of the building. On this area, November 16th, 1869, the erection commenced of a single storey building forming three sides of a courtyard and containing workshops, laboratories and coining hall. The Guard Houses and this existing building, which completed the courtyard and housed administrative offices, deputy master's quarters and bullion room followed. All these buildings were designed by J. J. Clark, architect with the Public Works Department. The official opening took place on June 6th, 1872, when the first gold sovereigns were minted. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. This cash book is one of the earliest administrative books that exist in the Victorian Bands' League historical collection. The earlier years contain records of which bands paid affiliation to the League, and in later years there is detail on what the League spent money on, and how much they received in Government grants. Mentioned throughout the cash book are the names of prominent bandsmen and brass bands. Interestingly in the later pages of the records, for some reason a new page numbering system was used before it reverted back to single pages. This was the last year Wooragee Landcare Group met with Beechworth Prison Farm and Industry Managers at the prison itself, where they discussed weed and rabbit control on the prison's 'Rockery' block. The weed and rabbit controls that were explored in this event aimed to educate people on how to manage common pests in the Wooragee landscape and improve the appearance of the Beechworth Prison. The Beechworth prison itself is significant as it was built between 1859 and 1864 and is designed using a radiating 'panopticon' method which had proved an efficient, cost-effective design for easy surveillance of prisoners by allowing guards to watch over a large area from a central observation point. The prison is historically significant for its association with the early development of Beechworth as the government administrative centre of north-eastern Victoria. It is part of a major precinct of public buildings and has links to numerous other places in Beechworth which used granite quarried and broken at the prison by male inmates. Annie Aurelia Jones was born on 22 November 1903 at Buninyong. She was appointed to the staff of the Ballarat School of Mines in 1921 as a Typist and retrenched on 31 December 1922. She was reappointed to the staff on 25 May 1923 as a junior clerk. She retired from the Ballarat School of Mines on 18 July 1962. Annie Jones died on 05 January 1984 at Melbourne, and is buried in Buninyong Cemetery. . Ruby Helen Lonie was born on 09 July 1895 at Ballarat, the daughter of Hugh Lonie of Rothesay, Scotland and Jan McLean from Ballarat. Ruby Lonie was employed on the administrative staff of the Ballarat School of Mines from 1914 to May 1960. She died on 23 December 1979 at Ballarat. The Ballarat School of Mines Annual Report 1935 reported: " I also desire to make special reference to the splendid work performed by Miss R.H. Lonie and Miss A.A. Jones in carrying on the work of the Office during the late Mr Robinson's illness and since his death. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. The Australian Cerebral Palsy Association ran the Miss Australia Quest and had various titles such as Miss Queensland and Miss Victoria. One branch of the Victorian state competition was the Miss Victorian Government Service Quest. Terri Cott was one of the MMBW’s most popular representatives in the running for the title of Miss Victorian Government Service Quest in 1977. At the time, 18 year old Terri was an Administrative Officer in the Accounts Payable Department and had been with the Board for a year. Terri was crowned as the winner for Miss Victorian Government Service as she was the second highest money raiser with $17,337.72. This also won her a holiday on Brampton Island. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. "Article compiled by Joan McEwan, great-granddaughter, researched by James Tibbett, great, great grandson." Richard Williams was born in St. Blazey, Cornwall in 1831 to James and Ann Williams. Married to Mary Thomas with whom he had 12 children: Eliza Ann "Lou" Thomas, Sarah Mary "Molly" Williams, Margaret "Peg" Williams (born 1858), Ellen Williams (1859-1860), George Williams (b. 1861), Richard Williams (b.1862), John Williams (1863-1866), Ellen Williams (b.1865), Stephen John Williams (b.1867), Albert James Williams (b. 1868), Michael Thomas Williams (b.1871) and Laura Williams (b.1872). Worked in the Cornish mines until he was 21 and sought work in America. Landed in Melbourne on 20 December 1857 in search of gold. Was given supervision of the work conducted in the 1864 Cinderella Claim belonging to Geroge Lansell, among others. Williams was later named manager of all of Lansell's mines. Williams later opposed Lansell in favour of better working conditions for miners. Williams was then in charge of the Johnson Reef Company until his retirement. He worked on the administrative council at the Bendigo School of Mines, was named Justice of the Peace and was a founding member of the California Hill Methodist Church. Melbourne University Old Physics Building (1889) was designed by Reed, Henderson and Smart. It later house the Univesity's Centre for Indigenous Education and a conference centre (2010).Colour photograph of the windows of the Melbourne University Old Physics Building.A plaque on the wall of this building states: In April, 1856 stonemasons woking on this building downed tools, marched to the city and inaugrated a movement which win the Eight Hour Day for building workers in Victoria. The victory became an international landmark in the history of the labour movement. Another plaque reads: This, the original building of the University was built of Tasmanian freestone between 1854 and 1857 to the design of F.M. White, architect. It was for many years the University's administrative centre, library, lecture rooms, and professorial residences. The east and west wings were extended in 1930 to the design of J.S. Gawler. In 1969, the quadrangle was completed by the addition of the southern wing which contains the council chamber, designed by R.E. Featherstone. This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. An account of the operations of The Allied Intelligence Bureau (AIB) better known as ‘Z’ Special Unit. Now a scarce and highly sought after title. The author’s personal experiences with Australian Special Forces (Services Reconnaissance Department) which involved guerrilla soldiering with the head-hunters of Japanese held Borneo during World War 2. Z Special Unit an administrative support unit of (also known as Special Operations Australia (SOA) or the Services Reconnaissance Department (SRD)) was a joint Allied special forces unit formed during the Second World War to operate behind Japanese lines in South East Asia. Predominantly Australian, SRD was a specialist reconnaissance and sabotage unit that included British, Dutch, New Zealand, Timorese and Indonesian members, predominantly operating on Borneo and the islands of the former Netherlands East Indies. The unit carried out a total of 81 covert operations in the South West Pacific theatre, with parties inserted by parachute or submarine to provide intelligence and conduct guerrilla warfare. The best known of these missions were Operation Jaywick and Operation RIMAU, both of which involved raids on Japanese shipping in Singapore Harbour; the latter of which resulted in the deaths of twenty-three commandos either in action or by execution after capture. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre.
