He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. The Victorian Environmental Assessment Council and the former Environment Conservation Council (ECC) and Land Conservation Council (LCC) have completed 36 land use investigations over more than 35 years, including 27 regional reviews. They provide a framework for use of Public Land in Victoria. The Land Conservation Council was established by the Land Conservation Act 1970.These maps provide an assessment of the Alpine area at the time the maps were created. Some of the topics eg. Rainfall and water resources may change over the years thus providing a comparative analysis. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. Although the organization name is not in the book, this ledger appears to have been used as a financial record for the Warrnambool Mechanics' Institute from 1904 to 1911. Most of the entries are the names of those subscribing to the Mechanics' Institute Library, the finances connected to the School of Art and Design and moneys received in connection with the Mechanics' Institute billiards room. The Warrnambool Mechanics' Institute was one of the earliest established in Victoria, being founded in 1854. The School of Art and Design, the second of its kind in Warrnambool, was established in 1883 and continued to be administered by the Mechanics' Institute until 1908. It eventually became part of the Warrnambool Technical School, opened in 1913. A local Museum was a feature of the Warrnambool Mechanics' Institute for many years. A billiards room was a recreational feature of many Mechanics' Institutes. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Daniel Rutter Long was born in England, after training as a pharmacist he, his wife and family emigrated to Port Phillip, Victoria in 1840. By 1843 he had his own chemist shop in Bourke Street, later erecting a well known pharmacy on the corner of Bourke and Exhibition streets. During the gold rush of the 1850s he purchased gold at the shop for shipment to a Quaker syndicate in London. Retiring from the business in 1857 Long took up painting, sometimes returning to his original profession. He painted hundreds of landscapes in other colonies as well as in Victoria. Long participated in local affairs and was one of the earliest members of the municipal council. Later he was elected mayor and instrumental in the in the erection of Prahran Town Hall. He was also a member of the Police Court Bench for many years. Daniel Long died at the age of eighty-three in 1886. Background context for the establishment of the Eltham War Memorial as a living memorial, championed by the women of the community with the establishment of the Eltham War Memorial Trust and how the memorial was funded by public donations and eventually handed over to Council. The essay came about in 2018 following community protest at Council's plans to sell the land. Following abandonment of the sale process and putting development on hold, community groups pulled together to apply for heritage protection of the site with Heritage Victoria. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. This sign was originally fixed to the Administration Building in Lydiard Street South. The Ballarat School of Mines Council Minutes of 19 August 1953 records that the quotation of Claude Neon Signs (Victoria) for five pounds 15 shillings.
