The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. On the 4 August 1934, to mark the 20th anniversary of the Great Britain declaration of war on Germany, 106 trees were planted, during a ceremony, on the lawns of the newly created garden of the Shrine of Remembrance. The Shrine of Remembrance was built to provide a place to grieve and remember Victorians killed in the First World War (1914-18). Prince Henry, the Duke of Gloucester and son of King George V, officially opened the Shrine before a crowd of 300,000 people in November 1934. Captain Robert Sunter, commander of the coastal liner Manunda, Adelaide Steamship Company, was chosen to plant a Queensland kauri (tree - number 100) on the main avenue from Domain Rd leading to the Shrine of Remembrance. The photograph was published in the Herald (4 August 1934, p. 40). In the Argus (Melbourne, Vic. : 1848 - 1957), Friday 3 August 1934, page 8 In Memory of the Merchant Service- Captain Sunter to Plant Tree at the Shrine Tomorrow will be the 20th anniversary of Great Britain's declaration of war on Germany, and at 10 and. Captain R. Sunter, the commander of the coastal liner Manunda, will plant a tree in the Shrine! of Remembrance reserve In memory of the officers and men of the Australian merchant service who gave their lives during the war. The tree, , which will be No.100 in the reserve, will bear the following inscription based on the wording of the ' British Mercantile Marine memorial at Tower Hill. London: "1914-1918. In remembrance of the officers and men of the Australian Mercantile Marine who died for King and Country and have no grave but the sea. Planted August 4, 1934." During the war 12 ships of the Australian merchant service were sunk and 95 officers and men lost their lives. The Shrine of Remembrance committee recently asked the director of navigation (Captain J. K. Davis) to nominate a member of the mercantile marine to plant a tree in the reserve. Captain Davis passed on the request to the secretary of the Merchant Service Guild of Australia (Captain T. D. Snape) and, after having conferred with various sections of the sea-going service, Captain Snape announced yesterday that Captain Sunter had been chosen unanimously. Captain Sunter has a distinguished war record as commander of the hospital ship Wandilla. Born at South Shields, in England, in 1878, he is a son of the late Canon Sunter, of Adelaide. He served an apprenticeship in sailing ships, and soon after obtaining his master a certificate entered the service of the Adelaide Steamship Company, where he has remained. In the Wandilla during the war Captain Sunter became known to thousands of wounded soldiers and troops." Padre Frank Oliver of MtS can be seen assisting with dedication at far left. Captain Robert Sunter who also served in WW1, a friend of the seamen and the mission, died a month later in Cairns. A window funded by crew of the Manunda and friends was dedicated to his memory in St Peter's Chapel, MtSV in February 1936 by Padre Oliver. The program included showing HRH The Earl of Wessex concept plans for a refurbished Sports Science facility at the Mt Helen Campus.  Guests were treated to a performance by the Arts Academy’s renowned vocal ensemble Word of Mouth. At the conclusion of the luncheon, HRH The Earl of Wessex planted a tree at the Student Commons Courtyard. The visit to the University by HRH The Earl of Wessex was the first by a member of the Royal Family since Prince Charles visited in 1974. HRH The Earl of Wessex was in Australia to attend the Commonwealth Games and undertake additional engagements to recognise and promote The Duke of Edinburgh’s International Award in Australia. HRH The Earl of Wessex, who is the Chair of The Board of Trustees of The Duke of Edinburgh’s International Award Foundation, attended 32 engagements across Melbourne, Ballarat, Hobart, Brisbane, and Adelaide, from formal receptions, Award presentations, meetings with government officials and the community sector, to meeting Award Participants and their families at community centres.  The events enabled HRH The Earl of Wessex to engage with over 1,000 young people undertaking the Award, and over 3,400 Award volunteers and supporters who will have the opportunity to discuss their activities and showcase the work being done to help young Australians dream big, challenge themselves and find their purpose, passion and place in the world. The statement reads as follows:- "The ornamental shield with a casket giving the History of all the pupils who offered for War service in the 1914 - 1918 War was made by the pupils of the Sloyd (woodwork) class and Mr Kidman headmaster. He also wrote the honour book in fine calligraphy. A framed collection of their photographs was donated by Mrs. J.B. Richardson. These were unveiled in a special ceremony at the school on the 17th October 1921. Also in 1921 an Avenue of Honour of gum trees was planted by schoolchildren and residents, along both sides of the Boorahaman road in front of the school. I do not know the exact date most of these trees remain. When the school was closed in 1949, local residents were invited to remove what ever they fancied, so Mr W.B. Richardson chose the two above mentioned items. After the death of both parents - last one in 1977 - Clarice Tobias and her Husband Jim took care of the shield and the photo`s. During 2002 the photo`s were presented to Wangaratta R.S.L. Sub/Branch, and the shield went to Brisbane where it was beautifully restored by Wallace Richardson and his son-in-law Reg Townsend shortly before he passed away. The shield returned to Wangaratta in July 2003 and is now in the care of Wangaratta R.S.L. For many years Legacy had a "Back to Caulfield Race Day" for Legatees, widows and their families. In 1995 a Legacy 'Lone Pine' was planted. In these photos in 1998 President Tom Butcher laid a wreath at the Lone pine tree. There was a speech by the Legacy President and a wreath laying at the Lone Pine that had been planted in 1995. Legacy retains a tie with Caulfield racecourse as it was once an army camp and staging post of young men going overseas to war and now it is the site of a 'lone pine'. The annual gathering at Caulfield racecourse was an event that gets the Legacy family together.Colour photo x 13 of an event at Caulfield racecourse.Printed on the back film numbers 972 and 974. A photo of the official party at the planting of the Olive Tree of Peace in the Western Lawn of the Shrine of Remembrance in 1973. Although the back of the photo says "Planting of Lone Pine tree" it is believed that it is wrong and this photo belongs with the Olive Tree of Peace photos (see 00478 and 00479). 1973 was the Golden Jubilee year of Legacy. The names on the front of the photo mentions Sir Edmund Herring who was Lieutenant General of Victoria for 27 years, which is deputy to the Governor, so he was probably acting on behalf of the Governor at the ceremony. Herring was a renowned Australian senior officer in World War II. In September 1942 he became commander of New Guinea Force. He also served in World War I, earning the Distinguished Service Order and the Military Cross. Wreath laying ceremony for Legacy widows at the Cenotaph at the Shrine of Remembrance. This is an annual event for Legacy widows at the start of Legacy Week, which is the first week in September. The photos show President David Ford carrying a wreath to be laid in the Garden Courtyard. The plants in the Garden Courtyard have been selected because they are native to the Mediterranean countries in which Australians have served. The olive tree planted by Legacy in 1972 was relocated to the new courtyard as part of the Shrine redevelopment. It stands as a centrepiece, representing peace. This is the olive tree of peace that was planted by Legacy in 1973 to mark their golden jubilee. It was relocated to the new courtyard in 2002 when the Shrine was being redeveloped. These photos are from 2003 when David Ford was president (see also 00614).A record of a ceremony at the Shrine 2003.Colour photo x 3 of the president laying a wreath in the Garden Courtyard at the Shrine.Printed on the back No.< > Clarendon Photos 0013 which is the frame numbers and place of processing.
