The van is a Morris Ten Series II which was manufactured 1935-1937. The numeral only Victorian Registration plate 112-984 was part of the sequence of numeral only plates issued 1910-1939. Lester Neil Ingram was born at Kew, 8 November 1911, the son of John and Ada (Key) Ingram of Research. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1937 and 1942. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). He undertook training as Aircrew at No. 4 Initial Training School at Victor Harbour, South Australia, followed by No. 1 Wireless Air Gunners School at Ballarat, Victoria, and No. 3 Bombing and Gunnery School, West Sale, Victoria. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry.. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. VIOSH conducted a Certificate Course in Occupational Safety and Health for the Fijian Department of Labour and Industrial Relations in 1996. The course was held in the Government Training Centre Fiji. The group was made up of Labour and Factory Inspectors. Steve Cowley led this program. It was from 23 September to 18 October, 1996. Two students from the course then visited Ballarat. One was Ashok Nath. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. This flyer was modelled upon the "Monster Meeting" notice that was held at the time of the Eureka Stockade. The Save TAFE flyer was produced to advertise a meeting regarding Victorian State government cuts to the TAFE education system in 2012. The group remains a subcommittee of Ballarat Trades Hall. The initial meeting (monster meeting) was produced to encourage community engagement in the Save TAFE campaign. The writing on the flyer reads thus: "No taxation without education! Education is anathema to conservatism! For an educated person will not be a slave! The Ballarat Save TAFE campaign ran from 2012 to 2014. It was a Trades Hall and community campaign in partnership with the Australian Education Union and National Tertiary Education Union. The campaign was in response to significant financial cuts and closure of many TAFE courses by the Baillieu/Napthine governments. Availability of TAFE in Ballarat is particularly important in training future tradespersons and future provision of many services.
