The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Newsletter 119 March 1998 In our Newsletter No. 116 it was reported that the former shop on the comer of Main Road and York Street, Eltham was to be demolished as part of a funeral parlour development. This information comes from David Gordon of the Tarnagulla.com web-site. “The Nicholls family were very well known and highly respected at Tarnagulla in the 1800s. Albert's father, William Nicholls, was a leading figure in the gold mining community, and he both managed and owned quartz processing facilities for decades. He was probably the leading mining expert at Tarnagulla in a town full of mining experts, and it was said that no man at Tarnagulla had handled more gold over the years that him. (think in terms of tons of gold!) I would imagine the assaying equipment was probably passed in due course by William to Albert Charles. There are records of Albert Charles mining at Tarnagulla with his father as a young man, but AC apparently came down to the city when the gold began to fade. There are records of him living in Kew up until his death in 1932. He was employed as a draper for a long period.” This item is a significant item which is part of the history of gold mining in Victory.Gold assayer's scales, a very sensitive balance used in the assaying of gold, silver, etc.The scales are comprised of two circular brass pans suspended via brass chains to a metal balance.scales gold technology assayers tarnagulla -

William James Capewell, Butcher and Ernest James Andrew, News Agent and both of Eltham and George Harrison were the original Trustees appointed in the Declaration of Trust dated 5 August 1922. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. The unidentified male is believed to be an early boyfriend of Mary Frances at the time, not Reginald John Squire (1916-1981) whom she married in 1938 who was two years her junior. The new store was built in late 1925. At the same time Mr C. Nicholls’s new store was constructed. Both were considered modern shops, and an improvement on most, business establishments of the time. Mr. Nicholls’s store included alongside it a modern, weatherboard villa residence. Mr. Burgoyne’s store incorporated the post and telegraph office, which was operated by John Neville Burgoyne’s half-aunt, Miss Anne Hunniford. The unsealed footpath in front is reasonably extensive as not visible is a concrete kerb and channel which was laid from the Post Office to John Street during Nov-Dec 1926. Footpath construction in front of Burgoyne’s store commenced August 1942. An extension to the store was erected in 1939 for a new telephone exchange adjacent to the store and post office. A continuous telephone service operated by Mr Burgoyne and his family commenced operation 18 November 1939. Approximately 70 extensions were routed through the new exchange, 40 of which were transferred from the Greensborough Exchange. In Retrospect In mid 1952, a distinguished man arrived in Bendigo and interested several citizens, including Dr. P Goodman, the President of the Musical Advancement Society, in the formation of a Company for the production of Musical Comedy. The meeting was called at the home of Mr Fred Bush, and a group of enthusiasts made the acquaintance of Mr Norman Lee, our producer and sequently the M.A.S. and several leading citizens, sponsored the first production, by subscribing funds for initial expenses. From such humble beginning, our present Society originated. Mr Cyril Cyril Warne was appointed Musical Director, Mrs Phyllis House, Pianist, and Miss Madge Welch, Ballet Mistress. During the Season of ''Chu Chin Chow,'' the Society will stage its 100th performance - indeed an outstanding feat in such a brief history. Looking back it is interesting to recall the 23 shows which are included, and the productions are- (listing of productions included in program). Next Productions. . .
