The medal was awarded to Mr C.H.H. Smith as Mayor of the City of Caulfield, 1934-1935. The Medal, Presentation Box and Certificate from Buckingham Palace are a very important addition to Council’s History and Heritage collection because of their association with a past Mayor of the City of Caulfield. Although a total of 85,234 Jubilee medals were awarded to 'the great and good throughout the Empire' in 1935 to celebrate the Silver Jubilee of King George V, only a handful of these medals survive in major Australian museum collections. The National Museum of Australia holds a similar medal which was awarded to Sir Robert Menzies. The Museum of Victoria also holds a similar medal but neither collection contains a presentation box or certificate from Buckingham Palace. The significance of the donation is greatly enhanced due to its good condition and the fact that it includes all items associated with the presentation the Medal. Most museum collections only include the jubilee medal. The first two names on the Certificate are incorrect and read "Charles, Henry, Hortin Smith*, 6 May 1935. The correct name is "Harry, Carl, Hortin, Smith confirmed by Mr Smith's grandson.

The book was used by Charles Bacon who studied at the University of Nevada in the late 1930s/early 1940s. Bacon worked at Bunker Hill Mines and Kellogg Idaho, before arriving in Australian in 1951. He worked for CN Myers, a company involved with paper converting. CN Myers was a family business (on Charles Bacon's maternal line). The Mackay School of Mines, Nevada was established in 1908. At the time of writing this mook T.J. Hoover was Professor of Mining and Metallurgy and Dean of the School of Engineering at Stanford University. Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society. Young Henry Pitts sailed from Liverpool, England, in about October 1860, on a ship called the 'British Trident'. About three months later, on January 7th 1861, he arrived in Sydney, Australia. While he travelled from one side of the world to the other, Henry attended lessons on the ship with his onboard teacher, Joseph Benton. On the day before the ship arrived at Sydney, Henry was given a Holy Bible by his teacher. The small black book had a hardcover and many printed pages of very thin paper. Henry must have felt special when he read his teacher’s beautifully written message that said the gift was a ‘mark of respect’ towards Henry. Maybe Mr Benton taught Henry to write with a pen and ink because Henry wrote his name several times inside the front of the book and again below his teacher’s message. Henry may have even learned to read from a Bible, which many passengers included in their luggage. The immigrants on board the British Trident were mostly new arrivals to Australia. Like Henry, they planned to make Australia their new home. Many also hoped to find work in this new country. Some passengers had family and friends waiting for them, people who deposited money towards their trip. Henry’s relative, Charles Pitts, had helped him pay for the ship’s passage, and William Oberthan paid money towards Joseph Benton’s fare. He may have planned for Joseph to work as a teacher in Australia. The Single Females were allowed to leave the ship the day after it docked at Sydney, but the Families and Single Men, including Henry and Joseph, had to stay onboard until Thursday. This Holy Bible is significant for its age, as it was published in 1859. The inscriptions within this small Bible are significant as they show that during a ship's voyage passengers had the opportunity to teach and to learn. They also show a relationship of encouragement had been built between the teacher and pupil. Along with the pulpit, this Altar was designed by architect Rodney Howard Alsop (1881-1932) (Annual report 1908). It was originally made for the Siddeley Street Institute, which was built in 1907 on a block of land leased from the Melbourne Harbour Trust and donated by Mrs Amelia Shuter (nee Lord) (see Annual Report 1907). The altar is photographed in an early picture of the Siddeley Mission in a room used as chapel before the chapel built in 1909. Although a 21 year lease for the site had been granted, a notice was delivered to the Mission to quit the site in 1912. In 1915, the present site was agreed on. The Altar sits within the Chapel of Saint Peter, which belongs to the State Heritage listed (H1496) Mission to Seafarers Victoria complex. This complex was designed by Walter Richmond Butler in 1916, and officially opened on 11 September 1917. On the right hand side of the altar, is a brass plaque in memory of Charles Shuter, a colonist and police magistrate who died in 1902. The plaque was made in 1907.The Altar is significant because it is located within the Memorial Chapel of Saint Peter, forming part of the State Heritage listed Mission to Seafarers Victoria complex. It is of religious significance in catering for all denominations and the spiritual needs of visiting seafarers.The Altar has a shelf above and three panels along the front, with carved decoration and lettering. Altar bears a plaque that reads "To the Glory of God - In memory of Charles Shuter, of Melbourne, Police Magistrate, Given by his Wife, December 13th 1907". This photograph depicts a picnic for Cup Day (Tuesday 2 November 1909) organised by the Mission and the LHLG members at Orchard House. The property belongs to Mr George Higgins, engineer and his wife, Beatrice who was the LHLG Malvern branch secretary. Beatrice nee Shuter was the daughter of Charles Shuter. In the Punch published on 11 November 1909, we could read: "The pretty garden of "Orchard House," and the paddock adjoining (kindly lent by Mr. and Mrs. Singleton), was the scene on Cup Day of a most successful sailors' picnic, when Mr. and Mrs. George Higgins and the Malvern members of the Ladies' Harbour Lights Guild entertained some 110 sailors from the Royal Navy and Merchant Service. A football match, sports, and "costume" races were indulged in by the more active members of the party, while others enjoyed the unusual pleasure of sitting on the green grass under the trees. Mrs. MacLeod, Mrs. Knight, Mrs. Simon Fraser, Mrs. H. B. Higgins, Mrs. Albert Keep, Miss Ethel Godfrey, the Misses Wollaston, and a number of other ladies assisted to wait on the "tars." One "Jack," from H.M.S. Cambrian, voted it the "nicest day he had had since leaving the Old Country." Hearty cheers for the kind hostesses closed the proceedings. The evening was spent at the Institutes of the Missions to Seamen on the Australian Wharf and at Port Melbourne respectively, where prizes were distributed to the successful competitors. On Boxing Day 1905, Mr Dudley Le Souef, the director of Melbourne Zoological Gardens, offered the grounds for a picnic. The seamen of the fifteen ships anchored in the harbour were invited. In the centre wearing a white cap is Mr Charles A. Holmes, Honorary Lay Reader of the Mission and behind him is Ethel Godfrey. The following day in the Age we could read: "Yesterday the scene of festivities was the Zoological Gardens, where a number of seamen from fifteen of the ships in the harbor had a sailors' picnic. The director of the gardens, Mr. Dudley Le Souef, kindly, allowed the picnickers the free use of the picnic ground, and also provided them with milk and hot water. A lengthy programme of sports was gone through, and those who were not inclined for athletics spent their time in strolling round examining the zoo logical inmates of the gardens. It was noticeable that the large carnivora were the favorites with the English sailors, whilst foreign seamen were immensely attracted by the kangaroos, wallabies and other Australian marsupials. After tea Mr. Le Souef delivered an interesting illustrated lecture entitled Sea Birds and Their Homes. In carrying out the two days' arrangements Mr. Goldsmith was energetically assisted by voluntary helpers, both ladies and gentlemen, and also received many contributions. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Braille is a system of touch reading and writing for blind persons in which raised dots represent the letters of the alphabet Braille is read by moving the hand or hands from left to right along each line. Residents of Moorabbin Shire used these cards at social gatherings. In the early 1800s Charles Barbier, who served in Napoleon Bonaparte’s French army, developed a unique system known as “night writing” so soldiers could communicate safely - without lamps- during the night. Louis Braille, born Coupvray, France 1809 lost his sight at a very young age, 1819 he was enrolled at the National Institute of the Blind in Paris.and began to modify Charles Barbier’s “night writing” code in an effort to create an efficient written communication system for fellow blind individuals. . He spent the better part of the next nine years developing and refining the system of raised dots that has come to be known by his name, Braille.
