The Coat of Arms, represents Brighton City Council's "growing awareness of the importance of formality and correct symbolism in local government". It replaced the council's crest of a pier and yachting scene and was used as council's seal, and emblem on its flag and letterhead. The new Coat of Arms, drawn up by the College of Arms in England, depicts the progression from a seaside gardening community to a modern residential city. The prominent forms are on the shield-like coat of arms include waves and a Lymphad (a ship, symbolic of the sea); a market gardener; an aboriginal man; two horns plenty with abundant fruit and vegetables (the wealth and plenty) and Elster Creek. It is underscored by the motto 'By their fruits, ye shall know them'. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.Ink and gouache on parchment with wax seals. The two glass water containers/bottles are thought to have been used in railway passenger trains in the c. 1900s. The Wodonga train line and train station opened in November 1873 when the section of the line from Wangaratta to Wodonga was completed. The expansion of Victorian Railways to the northeast of Victoria occurred after the Victorian Government took over the railways in 1867 and the trains serviced large towns such as Seymour, Wangaratta and Wodonga, as well as smaller towns along the way.The two glass water containers/bottles have historic significance as examples of the equipment used in passenger trains in Australia in the c. 1900s.Two clear glass water containers/bottles with a narrow neck and flaring body, which were used in railway passenger trains c. 1900s. Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. In October 1874, Thomas Reidy and Andrew McCormack opened the Carriers’ Arms on the corner of South and Church Streets. They also established a general store next door, which they soon extended. The Carriers’ Arms was a coach stop for the Bethanga Express Coach. On 8 December 1882 the licence for the Carriers’ Arms was granted to Ann Reidy. In 1883, Edmund T. Powell, and his Irish-born wife, Mary Ann, purchased the Carriers’ Arms. By 1898 the Licence was in the name of M. A. Powell. She was still the licensee at the time of her death in August 1906. For a short time, the property was in the hands of Miss Maud Powell but in February 1907, the licence for The Carriers’ Arms Hotel was transferred to Mr George L. Leighton. On Monday 5th February 1917 a clearing sale of all furniture and effects of the Carriers’ Arms Hotel was held. The new proprietor and licensee was Henry R. Baker. In April 1920, the Carriers’ Arms had another new proprietor, Mrs A. E. Frauenfelder but by October 1921 it was transferred to Kathleen Hickey. Mrs. Hickey was at the Carriers’ Arms until she died in January 1926. In 1927, Mr H.W. Allen, formerly proprietor of the Terminus Hotel took over the Carriers’ Arms but in August 1928 the balance of the lease was transferred to Mrs Mulrooney. In 1932 it again changed hands, with the licence being transferred to Mrs Eileen Dorothy Hemphill, of Wodonga. In 1933 the Carriers’ Arms was licensed to Mrs. M.G. O’Brien, a sister of Mrs Hemphill. In 1935 Leo Houlihan took over the business but 6 months later it was transferred to A C Ferguson. The next year the licence was transferred yet again to Zelda Allen. By 1937 it was in the hands of Percy Cumberland then to Lila Maud MacPherson and soon followed by Ronald Dobson. By 1940 Herbert V.A. Callender had taken over the Carriers’ Arms and in 1942 the licence was transferred again to Sarah Jane Callander. In July 1943 Mr G. A. Adams disposed of the freehold of the Carriers’ Arms Hotel in Hume Street to Mr J.H. Perry. By September 1955 Edward Spencer held the Victualler’s licence for Carriers Arms Hotel and the licences was transferred to Kevin Patrick Howell. Mr Howell operated the hotel for many years. The following research was undertaken for the Coat of Arms in the foyer of Ballarat Civic Hall, painted by Angus Henderson. The Ballarat arms were granted on 10 May 1956. The shield is supported by a farmer and a miner and topped by a trident (referring to Britannia and aquatic sports) with sprigs of wattle and begonias either side. The crossed oars against the Eureka flag refer to rowing events in the 1956 Olympic Games. The importance of farming and industry are shown by the sheep and cogwheel while the lyre reflects the City’s commitment to the arts and Royal South Street Society, which contributed to the design of the Civic Hall. The name Ballaarat came from two Aboriginal words: balla and arat, meaning ‘resting place’. At the time of Council amalgamations, May 1994, Ballarat became the name of the new Council. The Latin motto: Cultus: cultivation, care, worship Formar: form, shape, appearance Industria: diligence, activity, industry Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer.
