This Emergency Edition of the map of Port Campbell, Victoria, is part of the W.R. Angus Collection. It was printed in 1942 during World War II. It is one of two maps donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, who served as Surgeon Captain in the Australian Defence Department. The map was compiled for the Dept. of Army by the Dept. of Lands and Survey in Melbourne, prepared by the Australian Section of the Imperial General Staff, which was a British Government body created in 1907 to co-ordinate the defence of Britain and its Empire. It was printed by A.H.Q. Cartographic Company, Survey Corps, which was formed in 1941. The Corp changed its name to L.H.Q. Cartographic Company of Bendigo. Dr Rose was a member of the Surrey Hills Medical Centre for approximately 50 years. Norman was the son of Maurice Rose (1889-1963) and Gertrude nee Gordon (1891-1972) and was born in Birkenhead, Cheshire, UK, on 15 September 1916. Norman had an older sister, Irene. As with many migrant families, Maurice departed from London for Melbourne on 27 October 1927 on the ‘Ballarat’ ahead of his family, who sailed on the ‘Bendigo’ on 8 May, 1928. Norman was 12 years old. The family lived in a number of locations including St Kilda, Balaclava and later Elwood. Norman attended Wesley College, following which he enrolled at the University of Melbourne, where he studied medicine, graduating MB BS in 1939. For unknown reasons, post-graduation Norman moved to Perth in March 1940. It was at the Fremantle General Hospital that he met his future wife, Helen Beatrice (Betty) Mackie, and began training in anaesthetics. When World War 2 was declared, Norman enlisted in the army. He was attached to the 2/13th Field Ambulance (AIF). He served in the Middle East and Borneo. Upon their return to Melbourne after the end of the war, Norman completed hospital rotations as a Resident Medical Officer at the Alfred Hospital (1946-1947) and at the Royal Women’s Hospital in 1948. Norman was a close friend of Dr Bill Vorrath, which probably explains how he came to join the Surrey Hills Medical Centre in either 1948 or 1949. Although technically a General Practitioner, Dr Rose focused on Anaesthetics. He was often on call for the Emergency Department at Box Hill Hospital and he also taught many students how to administer an epidural. In 1972, under the so-called ‘Grandfather Clause’, he was registered as a Specialist Practitioner in Anaesthesia. Dr Rose’s long service to Box Hill Hospital was recognised with the award of Life Governorship of the Hospital in 1978. Dr Rose married for a second time after his first wife Betty died in 1997. He retired in 1998 or 1999 and died in 2010 in his 94th year. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This financial record book is significant for its association with the historic financial records of the Warrnambool Harbour Board and relates to the maritime history of Warrnambool, in particular with the Port of Warrnambool.Warrnambool Harbour Board Emergency Account Book containing deposit receipts and blank forms for the Commercial Banking Company of Sydney Limited. Rectangular book has buff coloured card covers, white pages with pre-printed text and lines and black tape binding on left side. Approximately half of the pages have been filled in, and the deposit slips removed, leaving the receipt end attached to the book. There are two lose receipts stapled into the book. Hand written receipts date from 21 JAN 1932 to 25 JULY 1936. Rain cape, also used as a groundsheet, issued Australian servicemen. Purchased for the donor from an "Army Surplus" store and re-purposed for camps as a Scout in the late 1960s. The MK VII Groundsheet (Rain Cape / Poncho) was introduced in October 1917 during WW1. They were made from dyed cotton, proofed with a rubber compound, "well vulcanized" on one side. Weight 3lb. 8oz;. 78 inches long by 36 inches wide and made by the Victoria Rubber Co. Edinburgh. They were used again during WWII 1939-45 Today the Army uses the hootchie - a sheet of 70D nylon or PU-coated cotton with various press snaps and webbing tape loops attached around the outside which allow it to be used in a variety of configuration. During WWII Australian forces fighting the Japanese in the Islands had an urgent requirement for a decent individual shelter. The rubberized canvas groundsheets and rain capes continued to be used, but these were less than effective in the tropics. Towards the end of the war in the Pacific Australia began issuing its troops a lighter weight version of the groundsheet manufactured from polyurethane-coated cotton – During the Malayan Emergency of the 1950s, Australian troops were issued with hooded ponchos. Unlike the WWII US pattern ponchos which always had a hole in the dead centre of the poncho sheet, the Australian-issue hooded ponchos made an effective shelter – especially when two where clipped together. The problem of course is that the rubberized canvas ponchos were far too heavy for jungle use. 1960s Australian units in Borneo were issued with the first pattern lightweight hootchies. 1 Kg. 1970 the Vietnam War, a second pattern lightweight hootchie was issued made from nylon, but retaining the hardware and loops. This lightweight hootchie weighed a mere 680 grams, still heavy, but suitable for tropical use. Currently the hootchie is made from AUSCAM nylon material . The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. During World War 2 the State Emergency Council for Civil Defence (Victoria) sent out forms to Municipal Councils requesting a survey to be carried out regarding the suitability of householders to accommodate persons, especially children, in the more dangerous parts of Victoria. Also, surveying parents as to their wishes regarding the evacuation of their own children if necessary. The documents list householders living in the Kiewa Valley including Gundowring giving an insight into the families (size, age, religion, sex), the homes (size, number and type of rooms), Water supply, Conveyance (motor or horse drawn), distance from railway station and school. Papers created by the State Emergency Council for Civil Defence, Premier's Department 1941 requesting Municipal Councils to survey people in case of the billeting of persons who may be evacuated from the more dangerous parts of Victoria.
