These four certificates belonged to William Hunter. William Hunter (1893-1971) was a resident of Tatura and Mallacoota. He was a soldier, surveyor and amateur naturalist. The certificates include two first prizes for surveying, a technical scholarship for full day courses and a certificate for Applied Mechanics. William received his Surveying Certificate in April 1916. In June 1887, the Working Men's College opened after Francis Ormond, a noted Victorian philanthropist and member of parliament, suggested that a technical institute be built in Melbourne, offering further education for working men and women. He had offered to match the sum raised through public subscription if the government could provide a site for the College. William Hunter made valuable contributions to our knowledge of far East Gippsland plants. His records were meticulous. This plaque is a memento of the famous Victorian jumps jockey, Tom Corrigan. He was Australia’s best-known and best-loved jockey of the 19th century. Born in County Meath, Ireland, son of Thomas Corrigan and his wife Bridget, née Carney, he came at the age of ten with his parents to Woodford, near Warrnambool. He was apprenticed to racehorse owner, Francis Tozer of Wangoom and quickly built up a fine reputation as an accomplished horseman, especially in jumps racing. From 1866 until his death from a racing fall in 1894, he won 239 races with 135 seconds and 95 thirds from a total of 788 mounts. This included seven Grand National race wins and four Warrnambool Grand Annual Steeplechase wins. Corrigan, very small in stature with a huge handlebar moustache, was a popular, genial person. This plaque is an interesting memento of the Woodford-raised jockey, Tom Corrigan. His name is now on the Australian Racing Hall of Fame.This is a silver-coloured metal image (bust) of the jockey, Tom Corrigan. The chest section of the image is attached to the two ends of a horseshoe- shaped frame. The bottom of the horseshoe frame has representations of the reins and two feet of a horse with a jockey cap in the middle. The name of the jockey is embedded into the metal at the top of the plaque. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Notes by Jock Read who donated painting to the Society: “Site of present-day Eltham Mall The property was owned by a Mr David Harbison who was connected to one of the Melbourne daily newspapers who donated the property to the City Newsboys Society to be used as they required. The property consisted of two building blocks with one four roomed house known as the Cottage. The Secretary of the City Newsboys Society decided to use the property as a Rest Home for mothers of newsboys who needed a rest and could not afford a holiday. Miss Onians added another four roomed dwelling to the home which was known as the Bungalow. Another three roomed residence was erected at the rear of the cottage for the use of the Caretaker. The rear of the property was used as a camp area for the use of Troop of Boy Scouts known as the 13th Melbourne Troop which met at the Newsboys Society Hall in Little Collins Street. Later the name of the troop was changed to City Newsboys Troop who held their Christmas camps at Eltham and Hurstbridge alternating years. In 1930 the caretaker (Mr. Francis) became ill and resigned that position. I had been a member of the scout troop and offered the position as Honorary Caretaker which I held for eight years. The Homes were used regularly as such until the death of Miss Onians. It was sold later and used as private homes until the Eltham Mall was built.” Further research has determined that apparently, Harbison left £1,000 in his will for the City Newsboys Society and the Secretary, Miss Edith Onians built the rest home from these funds. It was opened on November 12, 1919.
