Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. Belonged to the Melbourne Harbour Trust Commissionersarge, wooden, rectangular "Roll of Honour" board for the Melbourne Harbour Trust Commissioners. It was their honourary board for employees who went to the 1st World War. comprised of seven panels with names of people carved into them. The centre panel has "in Memorium' in brass lettering and is raised out from the three panels which flank it on either side. The main lettering across the top of the board is made from brass, and is attached to the wood. A circular brass crest is featured in the centre top of the board, which is flanked by carved gum leaves and nuts. The Portland Social Amusement Club was founded in 1897. Taken from Trove. Portland Guardian Monday May 26 1913: Portland Social Amusement Club. The members of the above Club celebrated the 16th anniversary of its foundation on Tuesday evening last, when the usual banquet. and social gathering was held. During the afternoon, a numerous band of the lady members attended at the, Free Library Hall and made the necessary arrangements, so that on arrival at the scene at 8 p.m. those attending were very pleasurably surprised to find most taste fully decorated tables actually groaning with the weight of all those good things which appeal so strongly, it is said, to the average man, and perhaps we may also add, woman also. At any rate, he would indeed be hard to please, who was not fully satisfied with all that was placed before him on that eventful evening. The attendance this year overtopped that of previous years, as over 80 ladies and gentlemen took part in what must be considered as one of the most successful of the many 'successful gatherings that have taken place. This 16th anniversary was the 431st ordinary gathering that had occurred, and, as the President (Mr. F. A.Row) justly said, it would appear that the Club, which many years ago was given but six months live, had proved the falsity of the attempted prophecy. After the principal business of the gathering had been transacted, the usual Club dinner speeches were made. The President gave "The King," which after being duly honored, was followed by the principal toast of the evening, "The day we celebrate." To Mr D. McDonald the toast of the Absent and Foundation members was entrusted, and as usual, that veteran discharged his duty well. II i cferred to the fact that of the 34 foundation members who started the Club in 1897,only five were present that evening. Mr W. T. Bennett, as one of the five referred to, responded, and hoped that in the glorious future that appeared before Portland, the Club, which had been started in the days of its adversity, would flourish in a like manner. Mr Grant proposed the toast of "Our Visitors." and in the name of the Club welcomed them to this the most important gathering of the year. Mr J. R. Woods responded in his usual happy way, and acknowledged that, until he had been the Club's guest during the years of his mayoralty of the town, he had no idea that it had enrolled among its members the number of ladies and gentlemen that it had or that its functions were upon the scale that he had since found to be the case. Mr G. H. .ennett upheld the claims of the ladies, especially those belonging to the Club. He evidently spoke with much feeling, and. waxed more than usually poetical in his eulogy of the graces and skill of the gentler sex. He rather upset the equilibrium of three of the younger portion of the gentlemen present by asking them to respond, but they all managed to "upstand" and make their acknowledgments. Mr T. F. Cruse was particularly happy in proposing the toast of. "The President and Members of Committee," who, he claimed, had done so much towards the success of the Club, and were deserving of the best that the members could give. Mr T. E. C. Henry, upon the invitation of the .President, responded,-end pointed out that [whilst it might appear that the work of the committee was light, it was not so in reality, as any member who desired a seat upon the Board would soon find out after.his or her election. The singing of Auld Lang Syne brought this portion of the entertainment to a close. In the dance which followed, some opportunity to view the ladies' dresses was afforded, and it could then be easily seen that the anniversary gathering of the Club was considered by the lady members at least, if not .by others, to be important enough to demand special treatment in the matter of dress. Many elaborate and beautiful costumes graced the scene, and everyone appeared to thoroughly enjoy themselves. The function was kept going merrily until about 2 a.m.; when the break up occurred. During the gathering telegrams of con gratulation were received from Mr W. B. Shevill and also from Mr Jno. Homers, both old members, the former a foundation one. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Ballarat College of Advanced Education had been trying for approval of a PG1 Graduate Diploma in Occupational Hazard Management during 1976 and 1977. This last application was 1978. They were hoping to introduce it in 1979. Although the attendance was not as large as on former occasions, the function passed off very successfully, under the presidency of Professor A. Mica Smith, who was supported by Mr. F. J. Martell, and several members of the staff, including Professor G. J. Dawbarn, Mr. H. R. Murphy and Mr. E. J. McConnon. Mr. E. McConnon gave a rollicking rendition of "The Three Jolly Smiths" during the night. E. J. A. McConnon was a sub-editor, along with W. Figgis, G. Evans, H. Eklund, V. G. Anderson, J. Grant, P. Pratt and L. Seward. J. A. Reid and J. Adam were editors of the magazine, while C. McGennis was treasurer and N. Buley the business manager. Opening in 1891 the Moonta School of Mines was intended for students who wanted to increase their knowledge of those arts and sciences which were especially important to miners and others similarly engaged. The School was situated close to the Moonta Mines, at that time the most important copper mines in Australia, and the smelters at Wallaroo. The the mines students were able to acquire practical knowledge of the work of a miner. The close by smelting works at Wallaroo were seen to be of great service to those wanting to become acquainted with chemistry and metallurgy. Subjects taught at the Moonta School of Mines included Chemistry, Metallurgy, Steam and the Steam Engine, Magnetism and Electricity, Mathematics, Machine Design, Mine Surveying and Leveling, Drawing, Plumbing and Sheet Metal Work.
