Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The Altyre Estate was advertised for sale by auction in 1920. A colour lithograph in the State Library of Victoria, in contrast to this monochrome version, notes the proximity of the subdivision to the Auburn Heights Bowling Club and to a range of transport options. The subdivision included fifty-one allotments as well as the original house ‘Altyre’ in Barkers Road. Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.An old inscription on this photograph identifies it as ‘an elegant timber villa in High Street. It occupied part of Lot 91, bought by Edward Glyn in the land sale of 16th October 1851, and run as a flower farm’. The subdivision called the ‘Flower Farm Estate’ in East Kew occurred in 1922. [The subdivision plan is on the reverse of this photo.] The Estate included 61 lots on either side of Boorool Road between High Street and Harp Road. In the MMBW Detail Plan 2017 of 1926, a number of these new villas had already been built. Matching houses with MMBW maps can always be a challenge, however if this house was near the corner of Boorool Road and High Street, it seems to fit the profile of a house called ‘Maxton’ (demolished).Photographer's name on photograph, lower right, and stamp on mount lower right: "A. The Correspondent for The Argus on 10 May 1901 described the opening on 9 May as: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. An immense assemblage of spectators, drawn mainly, of course, from this state, but in part also from each of the other federated states, and including representatives of other portions of the British Empire and of foreign powers, thronged the spacious, stately, and joyously decorated edifice. The picture was magnificent. It must have printed itself indelibly on the sensitive minds of the thousands of Australians who were privileged to behold it. We may assume that artists will reproduce it in worthy and imperishable forms, and that from generation to generation it will be familiar in the households of the Commonwealth. Our children's children, we may gladly say to-day, will not be ashamed of the function which inaugurated the self-governing rights of the southern British Nation. Nothing was omitted which could add to the grandeur and significance of the occasion. In a broad sense the proceedings were perfectly intelligible to the vast and sympathetic gathering, though the natural limits of a single human voice had to be accepted. The King's son, with his consort and the Governor-General and Lady Hopetoun by his side, and supported by the Governors of the states and other eminent personages, fulfilled his doubly-attested Commission with a simple dignity and a modest manliness altogether admirable. The ceremony was a brilliant spectacle, and, in its sentiment and suggestiveness, an inspiration to a loyal and patriotic people."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.A colour lithograph mounted on card which is an invitation to the Opening of the First Commonwealth Parliament of Australia, 9 May 1901. Cr. W.D. Vaughan in 'Kew's Civic History' (1960) records that: "In connection with the Melbourne Centenary Celebrations in 1934, the Kew Council decided to organise a strong post as an appropriate gesture of welcome to H.R.H. the Duke of Gloucester. Also that the municipality be represented by a symbolic floral float in the Royal pageant. This was a striking entry and won first prize, and evoked much comment on account of its originality and truly Australian motif." 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. The North Kew Centre was the third established at North Kew. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School.
