Anonymous statement of the author's policy on 'War' and 'Peace', essentially a polemic. Undated but references seem to be to the second World War - 'An all-out effort by every Australian to win the War, both in conjunction with our Allies and by ourselves.' Many of his recommendations would be seen to be outrageous today but were clearly indicative of the times, whilst others revealed a common sense approach - 'To unify Australian railway gauges'. Sir Harold Winthrop Clapp KBE (7 May 1875 – 21 October 1952) was a transport administrator who over the course of thirty years had a profound effect on Australia's railway network. In two decades as its Chairman of Commissioners, he revolutionised Victorian Railways, with unprecedented attention to customer service and innovations such as more powerful locomotives, air-conditioned carriages, and faster services culminating in the introduction of the flagship Spirit of Progress express train. Seconded to the Federal Government in World War II, he played a pivotal role in the manufacture of fighter aircraft in the defence of Australia. As Director-General of Australia's Land Transport Board, he presented a report on railway gauge standardisation that ultimately led to the eventual linking of all Australian mainland capital cities by a uniform rail gauge. Victoria's narrow gauge railways were from Wangaratta to Whitfield (covering 30.5 miles/49 km) opening in 1899, Colac to Beech Forest (29 miles/46.7 km) opening in 1902 with an addition to Crowes (14.1 miles/22.7 km) opening in 1910, Upper Ferntree Gully to Gembrook (18.2 miles/29.3 km) opening in 1900, and Moe to Walhalla (26 miles/41.3 km) opening in 1910. From the outset these narrow gauge lines proved very uneconomical in operation and were plagued with continuing financial losses. The lines most difficult to work were those carrying the most business, and in particular the trains from Colac and Moe with their 1 in 30 grades and countless curves precluded having engines with large coupled driving wheels operating. Having examined the possible use of articulated locomotives to reduce operating costs on the narrow gauge lines the Victorian Railways decided upon the Beyer-Garratt type of locomotive in 1925 and an order was placed in England for two engines of the 2-6-0 plus 0-6-2 wheel arrangements. These arrived in April 1926. Assembly of the new Garratts was duly completed and steaming trials carried out at Newport, Victoria, the engines being classed as "G" and given the running numbers "41" and "42". G41 was taken to Colac where, on 5 June 1926, it was put to work on the Colac-Beech Forest-Crowes line. G42 soon followed and duly began work on the equally steep and tortuous but shorter Moe-Walhalla line. Following the closure of the Moe line in 1955 G42 was refurbished and went to Colac. G41 was overhauled, but not as thoroughly as G42, at then returned to Colac where both Garratts shared regular work on the line until its closure in 1962. From 1978 G42 continues its operation on the Upper Ferntree Gully-Gembrook line as part of the Puffing Billy Preservation Society.G42: Puffing Billy's Big Brother. The last train to Beech Forest ran on 30 June, 1962. The train had a particularly motley look to it; 180 passengers were loaded into NU goods vans which had been hastily fitted out with temporary seats and tarpaulin roofing. The train was hauled by the dilapidated G42 locomotive, kept alive through patch-up repairs and cannibalised G41 parts, which intending travellers looked at with some trepidation. The train made it without mishap. When it returned to Colac on that cold, gloomy June day it signalled the end of narrow gauge operations in the Otway Ranges.B/W. This Engine Room section of a ship's telegraph system was part of the equipment of the Ports and Harbour ship the SS Rip. The vessel serviced and maintained the lights and buoys at Port Phillip Bay and Queenscliffe. The SS Rip was possibly the former gunboat "Albert". The ship’s communication system that was used from the late 19th century to early-to-mid-20th-century is called an Engine Order Telegraph (E.O.T.) or ship’s telegraph. The system has two parts, the Bridge Section and the Engine Room Section. The Bridge Section is usually mounted on top of a pedestal, and the Engine Room Section is often attached to a vertical surface. The standard commands printed or stamped onto the dial are the directions of AHEAD and ASTERN, and the speeds of STOP, FULL, EASY, STD. BY. and FIN. ENG. The ship’s pilot on the Bridge of a vessel sends his Orders for speed and direction to the to the Engine Room with the E.O.T. He moves the lever or levers, depending on the number of engines the ship has, to change the indicator on the Bridge Section’s dial to point in the new direction and speed of travel. This change causes the Orders to be duplicated on the Engine Room Section’s dial and a bell to signal the change simultaneously. The engineer then adjusts the ship’s engines and steering equipment to follow the pilot’s Order. The manufacturer, Mulne Bros., was a copper and brass works at 166 Sussex Street Sydney, in December 1892, and previously from 1870 at 128 to 130 Sussex Street. The company made and sold a wide range of equipment including machinery and gauges for the Railways.The Engine Room section is significant for being part of the communications system on the ship SS Rip, owned by Melbourne's Ports & Harbours department and used to service and maintain the navigation signals of Port Phillip Bay and at Queenscliffe in the mid-20th century. The dial is an example of marine equipment made in Australia and used for the safety of Victorian vessels. It is also significant for being made by an early Australian manufacturer, Milne Brothers of Sydney.Engine Room Section of a ship’s telegraph or Engine Order Telegraph (E.O.T.). The round metal dial has inscriptions stamped around the edges. The inscriptions are nautical terms for direction and speed and include the maker’s details. This detailed drawing is by Roy Field who swapped many photographs with Wal Jack. The drawing details the railway or narrow gauge (2') tramway that served Mossman and Port Douglas, Queensland. Most of this is now used for cane trains, though a small tourist operations runs out of Port Douglas.
