This photograph is part of a series taken at the Willsmere (Kew) Mental Hospital. The photographs were gifted to the Kew Historical Society in 2018 by Rosemary Barnes. The photos had been in the possession of her former husband, Dr Fred Stamp, the last medical superintendent of the hospital. In 2019, the photographs were transferred to the State Archives as Permanent Government Records, as the Society is only entitled as a Class-B Place of Deposit to hold Temporary Government Records. The Society was permitted to keep and publish a digital copy of each photograph. Many of the photographs include information on the reverse about individuals or locations. Where this is the case, these have been published here as images that can be viewed in the picture carousel. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. The photo depicts one shift of mine hands at Hanlon Consols Mine Rokewod in 1901. ist on the left is George Edgar Yung. George was born in Ararat the son of Yohann Godlip and Christina (b Weller)Yung. They lived at Happy Valley near Linton. and Piggoreet. Yohann was a miner and died in the All Nations Mine collapse at Derwnt Jack's in 1877. Interesting to note in the following information that the Hanlon Consol mamager, William Maughan was also the manager of the Try Again Mine in Piggoreet. He was also on the six man school committee of Piggoreet Common School No. 726. (Is this why George Yung ended up working in Rokewood because of a previous connection at Piggoreet? George married Clara Emma Smith from Happy Valley and worked in a mine at Allendale. They later moved to Yendon) About the Hanlon gold mining company near Rokewood. 1901 - Information Bendigo Prospecting Club, 21/08/2020. Information provided once again by Peter McCarthy. Christopher Hanlon had put down a line of bores south of the Rokewood main street, looking for a continuation of the Break O’Day lead which had been worked for two or three miles with highly payable results, though in a primitive manner. Ground was being paddocked 30 feet deep and made to pay. The bores suggested the sinking would be about 70 feet and a shaft site was selected at the back of Stanbrook’s Hotel. The Hanlon Gold Mining Company was formed in March 1895 and the shaft was bottomed at 68 feet, getting just over an ounce of gold from the shaft bottom. By January 1896, the poppet heads were up, and steam plant was nearly ready. The mine produced 846 oz by September, which was not as good as expected, but they installed a second puddling machine. The mine was profitable for the next three years, with periods of prospecting and the need to install steam pumps in 1897. A second shaft was sunk in 1899, which bottomed at 86 feet on good wash and was sunk on to 109 feet. 1743 oz of gold had been produced in six months to September 1899, but the No1 shaft was let on tribute as the No2 workings were opened and machinery installed the following year. The No1 shaft tributors broke even in 1900 and in 1901 the shaft was shut down, with the No1 shaft machinery sold late in 1902. By September 1901, the mine had produced gold worth £66,124 and the No2 shaft main drive was in 346 feet, with gold being found mainly in crevices in the hard floor. Mining continued, but once the No2 shaft workings met up with the old No1 shaft workings at the end of 1902 there was not much wash remaining. The mine was let on tribute in June 1903 and a drive was put in to test deeper ground. The company was wound up in February 1904 and the plant sold. From what they discovered, the manager concluded that the mine sat at the edge of an ancient coastline and the gold was in a beach deposit. The total gold production from the mine was worth £73,294. J Lee Archer JP, shareholder, was the manager of the Bank of Victoria in Ballarat. Born in Tasmania, he came to Victoria with his parents and first came to Ballarat in 1855 as a junior clerk with the bank. He died in 1902 aged 64. Alexander J. Peacock was a legal manager and a share broker. In 1897 Peacock, born in Creswick, had been elected as one of the Victorian delegates to the Constitutional Convention which wrote the Australian Constitution. He later became a politician, state treasurer and three times state premier of Victoria and was knighted KCGM. He died in 1933 aged 72. William Maughan, director, was an English miner who came to Victoria in the 1850s and became a mine manager, managing the Try Again at Piggoreet, Ryan’s Freehold and the Madam Berry, among others. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This is a portrait of Sir William Irvine, not in his judical robes, but those of Lt Governor of the State of Victoria. Irvine was a member of the Victorian Legislative Assembly from 1894 to 1904, as well as Attorney-General , he was later Premier. Retiring from state politics after a particularly bruising encounter with the Railway Unions, he entered federal politics as the member for Flinders. He became Federal Attorney General in the period 1913-1914. During World War One Irvine campaigned strongly for the introduction of the complusory military service (conscription) until being elevated to the bench in 1918. With his appointment as Chief Justice, he became a lieutenant governor in 1919, and was acting Governor for the state of Victoria for a period of nearly 3 years in the early 1930s. The painting is of interest for its subject (Irvine) and the artist who painted it, 5 times Archibald winner Sir John Longstaff.3/4 length portrait in oils of Sir William Irvine. This collection of 22 photos was most likely taken in 1984. Mr Gordon Scholes AO was the Minister for Defence in the Hawke Government from 1983 to 1984. It’s evident in these photos he was taken on a tour through the production areas. Mr John Brumby AO at this time was the Federal Member for Bendigo. He later moved on to Victorian state politics, serving as Treasurer from 2000 to 2007 and Premier from 2007 to 2010. Key Army Survey Regiment personnel identified include COL Alex Laing, the Director of Survey from 1983 to 1988 and CO LTCOL Jorge Gruszka who led the unit from 1982 to 1985. The rank of the senior officer is not known, however would have been a Major-General or above, due to the presence of the aide-de-camp (female captain). This is a set of 22 photographs of a visit to the Army Survey Regiment, Bendigo circa 1984, by Mr Gordon Scholes AO, who was the Minister for Defence. The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. This glass is a souvenir of the awarding to Warrnambool of the title of Victoria’s Premier Town for the period 1979 to 1982. The Premier Town Awards were given by the State Government to the town or city that best protected and enhanced its environment. Factors contributing to this included waste management, litter control and environmental improvements. Warrnambool won the award in 1958, 1979-82 and 1988-1991. This souvenir glass is kept as an example of the type of souvenir sold on the occasion of Warrnambool’s winning the Premier Town Award for 1979 to 1982. It will be useful for display. This is a drinking glass in the form of a goblet with a circular base, a thin stem and a top with gold edging around the rim.
