The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The Ballarat School of Mines was established in 1870 through initiatives of the Ballarat Mining Board which felt there was a need for such an institution because of the declining number of mine managers for the goldfields. Solid wooden box with rope handles was used to move library books from the Library at Ballarat School of Mines to the E J Barker Library at Mount Helen Campus. The Mount Helen Campus Library was opened in 1973. At that time it was Ballarat Institiute of Adult Education. This was the fore runner of what is now Federation University. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Photographs were posted to Ballarat College of Advanced Education from Melbourne. At this time VIOSH was in the planning stage and it was two years later that the first Intake of students started. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett. Mary Fogarty was a student at the School of Mines in the 1920s. She was a member of the Hockey team that was part of the Ballarat Hockey Association Competition. She studied Arts and Crafts and became a teacher at the SMB Technical Arts School. In 1945 she was in charge of the Girls' Preparatory Classes - Years 7 and 8. In 1950 she was asked to start the Technical School for Girls. !951 saw 30 Form 1 students in the ground floor of the old SMB Secondary School (E J Tippett Library/former Gaol Governor's residence). She had an assistant. 1952 saw another 30 students enrolled and two more staff. As the school grew they were given space in the Art School. Houses along Grant Street were bought with the intention of building a three storey building. To celebrate the 75th Anniversary of the School of Mines and Industries an Open Night was held on Thursday, October 25 (1945) from 7 to 9.15 p.m. The Principal was Mr A Heseltine and the Registrar was Mr F Ferguson. Members of the School Council included E J Tippett, M G Beanland who have a building or walkway named after them. A map of the buildings shows the various areas and information is given for each department. This building was erected c1856 as the Wesley Church. Negotiations for its sale to the Ballarat School of Mines started in 1883, and the sale was completed for 2000 pounds. The Ballarat School of Mines Musuem was transferred to this building in 1885 giving the collection a more permanent and suitable location. The front was remodelled in 1920. The building was converted from the museum to the E.J. Tippett, M.B.E. in whose honour the library was named thus commemorating dedicated service since 1934 as a member of the Council of the School of Mines and Industries Ballarat Stamp Battery The stamp battery for treating gold ores was first intriduced in California. A heavy iron stamp is raised on a cam and let fall so that its weight causes the quartz which is held in the mortar box. This three head battery was installed in the mining laboratory of The School of Mines, Ballarat in 1898 and crused many hundreds of tons of quartz. It was reected on this site to commeorate the centenary of the School of Mines in 1870.
