Taken in 1924, depicted are eleven young men dressed in school uniform attire standing in the playground of Beechworth State School. This group of young men were part of a farcical play titled "School Days" as part of Beechworth State School Concert series. Beechworth Primary School (formally known as Beechworth State School) was constructed in 1875 by architect Henry Bastow (1839 - 1920). Bastow was the chief architect and surveyor for the Victorian Government’s Department of Education. During his chiefship, over six-hundred schools were constructed across the state which was in response to the Victoria’s Education Act of 1872 legislating free, compulsory, and secular education. Performances such as this “School Days” play were common forms of entertainment within Beechworth up into the early twentieth century. This stems from the goldrush period in Beechworth (1852-1866) when travelling entertainers would tour the goldfields offering performances in singing, acting and circus tricks. These were usually held in a local pub or designated concert spaces, such as the Star Theatre in Beechworth. Entertainment offerings begun to slow down mid-twentieth century when the population begun to dwindle. Many locals took up this responsibility and put on their own plays and shows across the town. This photograph is historically significant as it provides insight into the types of entertainment activities held at the Beechworth School during the early twentieth century. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This sign denotes the waiting room for witnesses which was situated on the western side of the building.A tangible link which provides historical and social significance to Warrnambool.Rectangular wooden sign with rounded corners. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct.Maker Possibly Robert Brettell Blake or De Grave, Short & Co Ltd both of LondonContainer bronze round shape for measuring dry quantities has brass handles & is a 'half-bushel' measurement"IMPERIAL STANDARD HALF BUSHEL" engraved around the top of the container. This "first reader" for children in a Victorian Primary school was fashioned by the period that it was printed in (1951), and the associated educational principles was applied by the Victorian Educators. It defines the role play of young children, at this point, in their educational development and contained within the(1950's) "society's" mores and expectations. This book was widely used by state schools in Victoria including Mt Beauty and Tawonga Primary Schools.This reader is significant to the Kiewa Valley because it demonstrates that there was still a very marked "one book" fits all school environmental approach by State educators which the local schools were apart of. This book is one of the KVHS children's school book collection, which many were donated by local families whose children went to Mt Beauty Primary School. Therefore this reader represents a social history significance for the period from 1950's and 60's. The book is in good condition, consequently making it suitable for exhibitions, and highlighting schools in the Kiewa Valley along with what local children read in these schools. This primary school reader has an orange cover with "John and Betty" printed in green. Below this is the green outline of a young boy leading his dog(Scottish Terrier) on a lead. Behind him is the red outline of a young girl (bow tied waist belt) in front of a cat(tail up). A thick green line is situated below the figures. The cover is 180 gsm thick. Inside the book are colored sketches of a boy and a girl playing well defined "boy" and "girl" activities (gender specific for the period of print 1951) Below these activities are simple descriptive words for the above activities.On the front page "John and Betty" below this "The earliest Reader for the Little Ones". Kraft-Walker Cheese Company commenced in Allansford in 1935 leasing the factory premises from Warrnambool Cheese and Butter Factory Company. Dairy companies entered competitions organised by the Dairy Industry Association and associated organisations and local agricultural societies to encourage improvement in products. Some of these awards are considered prestigious and highly regarded within the industry. The certificates were passed to Cheese World Museum by the factory management.This certificate was held by the factory management until transfer to Cheese World Museum. The certificate provides an insight into the dairy industry during the 1950s.Cream card certificate from Royal Agricultural Show has a plain line border on left, bottom and right side with inner border of green vine plant on left, top and right side. A sheaf of oats and a scene of haymaking complete the border design. The top of the certificate has the Department of Agriculture Victoria logo flanked by circular images of a sheep and cow on the left and a hen and horse on the right. This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. The lithographed design depicts the many skills and services performed by the lifesavers of the era.Certificate of Service, unframed, awarded to James Patten on 23rd August 1907, recognising his 21 years of service with the original Warrnambool Life Boat Service as a Boatman and Bowman. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. Bronze round container with brass two handles used as a legal standard for measuring dry quantities & is a 'peck' measurement. This Netball uniform from circa 1986 was worn by a girl named Rebecca when she attended the Tottenham North Primary School. Tottenham North Primary School was opened on 29 May 1953 and was built on a South Road, Braybrook site purchased in 1929. After a fire in February 1961 the pupils were sent to the Powell and Curtin Street schools in Yarraville, and to the Maidstone and Sunshine East schools. The new building was officially opened on 22 August 1962 by A. McDonell, Director of Education, and it had sixteen classrooms, an art/craft room, and an assembly hall. Sporting achievements by the pupils included the 1963 football premiership and the 1968 cricket premiership. Over the years it has been called Tottenham Primary, Tottenham Crossing Primary, and Maidstone Primary. The different names resulted because of mergers with other local primary schools as the number of primary aged children in the Braybrook and Tottenham area changed. The school on South Road is now named Dinjerra Primary School. Dinjerra supposedly means 'out west' in the dialect of the original indigenous people of the area. Dinjerra Primary School is now the only neighbourhood government primary school in Braybrook Tottenham. The above information was sourced and compiled from: 1. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. "A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". The permanent fruit fly road blocks in Victoria began in 1958. The first was set up on the Lincoln Causeway between Albury and Wodonga. The aim was to protect the Victorian fruit export industry, the largest in the country. Cars would be stopped and inspected when entering Victoria. At peaks periods, such as Easter and school holidays, there were up to 10 inspectors at the 24 hour checkpoint near the former butter factory on the Lincoln Causeway. Local residents could apply for a pass such as this one which would be displayed on their window, but were still subject to random checks. Hundreds of tonnes of fruit each week was confiscated and pulverised by Department of Agriculture staff. Bonegilla Army Base and Migrant Reception Centre began when funds were allocated to build Bonegilla Army Camp in June 1940. Builders began to erect about 600 huts prior to the Army moving in during September of that year. Between 1942 - 1943 it was enlarged to 848 buildings. In 1947 Bonegilla Reception and Training Centre began operating with the Army providing transport, security and catering services. From 1949 until 1965 the Bonegilla Reception and Training Centre operated without a military presence. Bonegilla Migrant Reception and Training Centre was made up of 24 blocks. It had its own churches, banks, sporting fields, cinema, hospital, police station and railway platform. It became the largest and longest operating reception centre in the post-war era. More than 300,000 migrants passed through its doors between 1947 and 1971, with most of those originating from non-English speaking European countries. From1965 with the increased Australian commitment to the Vietnam War and the need to find accommodation to train National Servicemen for Vietnam, the Army negotiated with the Department of Immigration to take over several blocks at Bonegilla. In 1971 the Reception Centre closed and the site reverted to the Army. After 1971 the Army undertook a major site redevelopment with the construction of Latchford Barracks as the Army Apprentice School. Later Latchford Barracks was redeveloped into part of the Army Logistic Training Centre. Between 1978 and 1982, nearly all of the centre was demolished in a major redevelopment. The new replacement buildings were formally opened as Latchford Barracks in 1983. Demolition of the buildings prompted calls for recognition of the site and the role it had played in Australia’s post-World War II Immigration program. After much discussion between the Department of Army and Heritage and local groups about the significance of the site, the Australian Heritage Commission proceeded with its listing on the Register of the National Estate. A Conservation Management Plan was prepared for Block 19 in 1996. The Army transferred Block 19 to the Victorian Government. In 2002 Heritage Victoria listed Block 19 on the State Heritage Register, giving attention to both the migrant and army connections with the site.
