This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. This is a programme for a 1913 Clara Butt and Kennerley Rumford concert in the Warrnambool Town Hall. Clara Butt (1872-1936) was an English contralto recitalist and concert performer, well-known for her powerful and deep voice. Her three months’ tuition in Paris was sponsored by Queen Victoria. She was married to Kennerley Rumford in 1900 and they had three children. Robert Henry Kennerley Rumford (1870-1957) was an English baritone singer known initially for his performance of oratorio. Clara Butt and Kennerley Rumford were called ‘the greatest classical Valentines’. Other performers listed in this concert programme were Mowat Carter, a Melbourne-born violinist and William Murdoch, a pianist, composer and author, born in Bendigo.This programme is of considerable significance as it records the visit to Warrnambool of the famous English singer, Clara Butt. It is an original programme and it is probably a rare one. This is an eight-page programme, consisting of two sheets of cream paper folded in half. These theatre chairs had been used in the Mozart Hall in Warrnambool for many years but are now no longer required. They were about to be offered for anyone to take but just by chance Flagstaff Hill’s Manager heard about them from a friend in Melbourne. Our Manager thought it important to keep the chairs in Warrnambool as they were significant to our local history and could be incorporated in our Museum. He made arrangements to collect and install them in Flagstaff Hill’s Theatrette. Originally these theatre chairs belonged to Warrnambool Town Hall. When The Warrnambool Baths (or Swimming Pool) in Gillies Street closed, due to the Health Act of 1958, the changing rooms were taken over by the Mozart Group. The building was modified and set up for musical concerts with the name Mozart Hall. The seats were re-covered by Miss Eva Gaspar, Director of the Warrnambool Music Society, with assistance from group members. The material was order by W.C. James (Treasurer) in 1964, at a cost of 26 pound and 10 shillings (£26-10), and supplied by Jacka-Wortley Fabrics Pty Ltd, Upholstery and Furnishing Supplies, 157-163 Pelham Street, Carlton, Melbourne, Victoria. The supplier’s telephone was “JACKAFAB” (5222 2322). The fabric was delivered to J. Hulin of 116 Belmore Rd, Warrnambool. The manufacturer of the chairs, Riddell & Preece Pty Ltd of Melbourne, also supplied theatre chairs for other public buildings including (1) the Ozone Theatre in Enfield, South Australia, in 1929, (2) the Gallery of the Horsham Town Hall in Victoria (at 26/6 each, that is 26 shillings and sixpence, approximate conversion in 2014 to $100.00au), (3) in 1927 in the Gallery of the Kyenton Mechanics’ Institute (4) in 1926, Horsham Theatre. (In May 2018 a transfer of three banks of chairs was made from Flagstaff Hill to the Australian Centre for the Moving Image in Melbourne.) The chairs are of local historical and social significance. This programme is for the 1956 Warrnambool production of ‘The Heiress’. It was produced by Joyce Hayward, assisted by her husband Cyril. Joyce Hayward produced more than 80 plays and musicals in Warrnambool over a 30 year period and was a life member of the Warrnambool Theatre Company (as the Warrnambool Musical and Dramatic Society was re-named). Cyril Hayward acted in more than 40 plays in Warrnambool and stage-managed more than 50. Together they dominated the cultural scene in Warrnambool from 1955 to 1985 and were chiefly responsible for the establishment of the Warrnambool Performing Arts Centre (now the Lighthouse Theatre). Both received British Empire Medals.This program is of interest as an early example of the plays produced in Warrnambool by Joyce Hayward assisted by her husband Cyril. This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. This is a program of a concert organized by the Soldiers’ Christmas Comforts Group and the Red Cross in Warrnambool to raise funds for the soldiers on active service in World War One. The concert was held in the Warrnambool Town Hall in September 1916 and featured a Melbourne artist, Horace Wood, who gave several violin solos and the local Warrnambool orchestra of Miss Gertrude Rooney. The Rooneys were early settlers in the Dennington area and had the property, ‘White Rock’ in Dennington and a produce store in Warrnambool. Miss Gertrude Rooney was an accomplished musician and was prominent in musical circles in Warrnambool during the first half of the 20th century. This is a ticket for a complimentary concert to the Victorian soprano, Miss Mollie Hayres, in the Warrnambool Town Hall in 1926. Inez Mary (Mollie) Hayres (1897-1980) was born in Port Fairy and received her early musical training from the Good Samaritan Sisters in Port Fairy. She received local funding to enable her to study at the Melbourne Conservatorium of Music under Madame Weiderman and toured the Western District in 1926, supported by the pianist May Broderick and the violinist Cecil Parkes, in a series of complimentary concerts to give her funding to study in Europe. She became a well-known singer and singing teacher in Melbourne, featuring in radio programs and concerts. These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton.This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. Dame Nellie Melba, born Helen Porter Mitchell (1861-1931), was the first Australian to gain international fame as an opera singer and one of the best-known singers in late Victorian times. She took the name ‘Melba’ from her home town, Melbourne. She sang in Warrnambool on at least two occasions, staying at local homes, including ‘Summer Hill’, belonging to the Murray family and ‘Lyndoch’ as the guest of Florence Lake. In 1927 she sang at the Warrnambool Town Hall with three other assisting artists and this programme records that event. The Warnambool and District Historical Society has an evening bag that was given by Nellie Melba to Miss O’Donnell, a maid at ‘Lyndoch’ at that time. This programme is of considerable significance as it is a memento of the occasion in 1927 when the famous Australian opera singer sang at the Warrnambool Town Hall during her farewell tour. This is a supplement issued by the Weekly Times newspaper in 1896 to commemorate the opening of the Warrnambool Industrial ad Art Exhibition in November 1896. The exhibition ran for three months in the Warrnambool Town Hall/Mechanics Institute area with some temporary buildings. The attendance was recorded as 70,000, making it one of the biggest events ever held in Warrnambool. There were displays, competitions, concerts and operas and sporting and cultural events. The exhibition was historically important as being the time and place when the earliest surviving sound recordings made in Australia were produced by Tommy Rome on an Edison phonograph. The supplement came from the estate of Bruce Morris, the editor of the Warrnambool Standard from 1946 to 1968 and an important Warrnambool historian.This paper, although tattered is a most important souvenir of the Warrnambool Industrial and Art Exhibition of 1896-7, a significant event in Warrnambool’s history. The conductor was Louis Bayer (1857-1907). Born in Germany, Bayer came to Warrnambool in 1891 and, with his wife, Eleanor, taught piano. violin, orchestration and singing and established the Warrnambool Orchestral Society. In 1896-7 Bayer was the musical director of the Warrnambool Industrial and Art exhibition, composing the Cantata for the opening ceremony and directing over 60 musical performances, including 22 operas and many concerts. Bayer was a composer and wrote several operas, including one called ‘Federation’. Bayer’s wife was an accompaniste at this symphonic concert and two of his sons played the horn and the drums. The soloists at this symphonic concert included Minnie Sloane, Lucy Meares and J. Robertson. This programme is of great significance as it features a concert conducted by Louis Bayer, one of the most important musicians in Warrnambool’s history. As well as the Warrnambool Orchestra conducted by Louis Bayer, the concert featured Watkin Mills, Eduard Parlovitz and the Western District Orchestra. Louis Bayer (1857-1907) was born in Germany and came to Warrnambool in 1891. With his wife he taught piano, violin, orchestration and singing and established the Warrnambool Orchestral Society. Bayer was the Musical Director of the 1896-7 Warrnambool Industrial and Art Exhibition, composing the Cantata for the opening ceremony and directing over 60 musical performances, including 22 operas and many concerts. Bayer was a composer and produced many operas, including one called ‘Federation’. Robert Watkin-Mills (1849-1930) was the leading English bass baritone concert performer of his time. He was successful in Britain, U.S.A. and Canada and moved to Canada in 1914. He toured Australia in 1904 and again in 1905. Eduard Parlovitz was a distinguished Polish pianist. This programme is of great significance as an example of a 1904 concert produced under the direction of Louis Bayer, one of the most important musicians in Warrnambool’s history. The concert also featured two internationally-known artists, demonstrating that in 1904 Warrnambool was a venue for the top musicians of the day. These are two sheets of paper folded to make one cover and four pages of printed material. The cover is pink with borders, some ornamental, forming the text boxes that separate the concert information from advertisements for two Warrnambool businesses. The programme details are printed on the white paper inside the cover and include two advertisements. The programme has been stapled but the metal staple has been removed. This is a glass cup which has been painted and etched at the Warrnambool Industrial and Art Exhibition of 1896-7. This exhibition lasted three months and was staged at the Liebig/Timor Streets intersection at the Warrnambool Town Hall and Council buildings with some temporary buildings added for the occasion. It was reported that 70,000 people visited the displays, attended the concerts and entered the competitions. John Villiers, a Warrnambool painter and decorator with a glassware and chinaware shop in Liebig Street, had a stall at the Exhibition. He brought from Melbourne a glass etcher who etched glass souvenirs such as this one for patrons of the Exhibition. It was the first time that glass etching had been done in Warrnambool. Alice McConnell was born in 1885 in Warrnambool to Robert McConnell and Matilda Russell so she was about 11 or 12 at the time of the Exhibition. She died at the age of 17 in Warrnambool. Her father was possibly the proprietor of the R. and J. McConnell livery stables which later became a transport company in Warrnambool.This glass is most significant because it is one of the few surviving souvenirs of the important Warrnambool Industrial and Art Exhibition of 1896-7. It is also a memento of Alice McConnell, the owner of the glass, who died at the young age of 17. The item comes from the estate of Ken Wooles who was a descendant of the Wooles family prominent in Warrnambool as monumental masons. It is elegant, sophisticated and durable. Some of these chairs still have their original seat, under which the letters “TH” or “RSL” are hand written. Flagstaff Hill has several bentwood chairs with these letters on them, in either chalk, black paint, or both. It is believed that the chairs were used in the original Warrnambool Town Hall, and later the RSL. The Town Hall was completed in 1891, built on the corners of Timor and Liebig Streets. This photograph of the 10 crew of the SPECULANT would have been taken prior to Feb 10th 1911, when the ship was wrecked on the south coast of Victoria at a place called Cape Patton. The barquentine SPECULANT was a steel, three-masted sailing ship built in 1895 in Inverkeithing, Scotland, registered in Warrnambool, Victoria and wrecked at Cape Paton, Victoria, 10th February 1911. The SPECULANT had been involved in the timber trade between the United Kingdom and Russia, until sold to its Warrnambool owners and timber merchants Messrs. P.J. McGennan & Co. (Peter John McGennan) in 1902 for 3000 pounds and had her sailed to Warrnambool as her new port. Peter John McGennan was born in 1844 and worked as a builder and cooper in Holyhead, Anglesea, Wales. He immigrated to Australia in 1869 as a free settler and arrived in Warrnambool in 1871 and undertook management of a property in Grassmere for Mr. Palmer. Peter met his wife Emily in South Melbourne and they married in 1873. They had ten children including Harry who lived to 1965, and Andrew who lived until 1958. (The other children were their four brothers - John who was killed in the Dardenalles aged 35, Frederick who died aged 8, Peter who died aged 28, Frank who died aged 5 weeks - and four sisters - Beatrice who died age 89, Edith who died aged 49, Blanche who died aged 89 and Eveline who died aged 48.) In 1874 Peter starting a boating establishment on the Hopkins River. In 1875 he opened up a Coopers business in Kepler Street next to what was Bateman, Smith and Co., moving to Liebig Street, next to the Victoria Hotel, in 1877. In 1882 he then moved to Lava Street (which in later years was the site of Chandlers Hardware Store). He was associated with the establishment of the Butter Factory at Allansford. He started making Butter Boxes to his own design and cheese batts for the Butter Factory. In 1896 established a Box Factory in Davis Street Merrivale, employing 24 people at its peak, (it was burnt down in 1923); and in Pertobe Road from 1912 (now the Army Barracks building). Peter was a Borough Councillor for Albert Ward from 1885 to 1891, he commenced the Foreshore Trust (including the camping grounds along Pertobe Road), and he was an inaugural Director of the Woollen Mill in Harris Street, buying an extensive share-holding in 1908 from the share trader Edward Vidler. They lobbied the Town Hall to have a formal ‘Cutting’ for the waters of the Merri River to be redirected from its natural opening south of Dennington, to its existing opening near Viaduct Road, in order to have the scourings from the wool at the Woollen Mill discharged into the sea. He sold Butter Boxes around the state, and had to ship them to Melbourne by rail. Peter’s purchase of the SPECULANT in 1902 enabled him to back-load white pine from Kaipara, New Zealand to Warrnambool to make his butter boxes then, to gain profitability, buy and ship potatoes and other primary produce bound to Melbourne. (McGennan & Co. had also owned the LA BELLA, which had traded in timber as well, until she was tragically wrecked with the loss of seven lives, after missing the entrance channel to Warrnambool harbour in 1905. It appears that the SPECULANT was bought to replace the LA BELLA.) In 1911 the SPECULANT had been attempting to depart Warrnambool for almost the entire month of January to undergo docking and overhaul in Melbourne. A month of east and south-easterly winds had forced her to remain sheltered in Lady Bay, Warrnambool apart from one morning of northerlies, when an attempt was made to round Cape Otway; she had to return to shelter in Portland after failing to make any headway. With only 140 tons of sand ballast aboard, the ship would not have been easy to handle. Captain Jacobsen and his crew of nine, mainly Swedes, decided to make for Melbourne, leaving Portland Harbour on 5th February 1911. By the 9th they had reached Cape Otway, where they encountered a moonless night, constant heavy rain, and a heavy sea with a south-easterly wind blowing. After safely rounding Cape Otway the course was changed to east, then north-east to take the vessel to a point six miles off Cape Patton, following the orders of Captain Jacobsen, who told the crew to be very careful with the steering, as the wind and sea was running to leeward. The patent log (used to measure speed) had been out of order for the last four months as no-one in Warrnambool was able to fix it: it was intended to have it repaired in Melbourne. In the meantime the crew measured the vessel's speed by looking over the side and estimating wind strength. This compounded the difficulties of imprecise positioning, as the strong cross wind and sea were acting on the lightly laden vessel to steadily drive it towards the shore. At 3.30am on Friday 10 February 1911 Captain Jacobsen and the first mate were looking over the side of the vessel when they heard the sound of breakers and suddenly struck the rocks. The crew immediately knew they had no chance of getting the SPECULANT off, and attempted to rescue themselves by launching the lifeboat, which was instantly smashed to pieces. One of the crew then volunteered to take a line ashore, and the rest of the crew were all able to drag themselves to shore, some suffering hand lacerations from the rocks. Once ashore they began to walk along the coast towards Lorne, believing it was the nearest settlement. Realising their mistake as dawn broke they returned westwards to Cape Patton, and found a farm belonging to Mr C. Ramsden, who took them in and gave them a change of clothes and food. After resting for a day and returning to the wreck to salvage some of their personal possessions, at 10am on Saturday they set out for Apollo Bay, a voyage that took six hours, sometimes wading through flooded creeks up to their necks. The Age described the wreck as "listed to starboard. All the cabin is gutted and the ballast gone. There is a big rock right through the bottom of her, and there is not the slightest hope of getting her off". A Board of Marine inquiry found that Captain Jacobson was guilty of careless navigation by not taking steps to accurately verify the position of the vessel with respect to Cape Otway when the light was visible and by not setting a safe and proper course with respect to the wind and sea. It suspended his certificate for 6 months and ordered him to pay costs. The location of the wreck site was marked for a long time by two anchors on the shoreline, until in 1970 the larger of the two anchors was recovered by the Underwater Explorers' Club and mounted on the foreshore at Apollo Bay. The bell from the wreck was also donated to the Apollo Bay Surf Lifesaving Club but is recorded to have been stolen. Rusting remains of the wreck can still be found on the shoreline on the southern side of, and directly below Cape Patton. Parts of the SPECULANT site have been buried by rubble from construction and maintenance works to the Great Ocean Road, as well as by naturally occurring landslides. Peter J McGennan passed away in 1920. The Gates in the western wall of the Anglican Church in Henna Street/Koroit St are dedicated to him for his time of community work, which is matched with other prominent Warrnambool citizens; Fletcher Jones, John Younger, J.D.E (Tag) Walter, and Edward Vidler. After Peter J McGennan's death Harry, Andrew and Edith continued to operate the family business until July 11th 1923 when the company was wound up.
