Established in 1946, during the construction of the Kiewa Hydro Electric Scheme, the township of Mt Beauty was developed by the State Electricity Commission of Victoria to provide additional accommodation for the thousands of workers during the construction of the country’s second largest hydro-electricity scheme. Although these towns were built as temporary accommodation for the workers and their families, many stayed after the scheme finished. Combined with the influx of European migrants, with their rich cultural backgrounds, all played a major part in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. According to Shire records, the population of Mt Beauty has grown from 1,500 in 1981 to 1,800 in 2016 with a projected increase to 2,000 in 2013The photographs taken around 1993 show a prosperous commercial centre catering for both locals and the needs of visitors. It provides a pictorial history of the changes which have occurred in the retail/commercial district of Mt Beauty over the years. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. Falls Creek is a Ski Resort in the north east of Victoria. This brochure has been produced to encourage tourists to visit throughout the year.Tourism to the Kiewa Valley is an important industry for the area. Falls Creek is a ski resort with accommodation during winter for skiers, snow boarders and other snow sports. It involves entertainment, restaurants and associated workers. This brochure is produced to promote the resort throughout the year to increase the occupancy of these lodges. Cattle grazing on the Bogong High Plains during summer commenced in the 1840s and continued for many years. The Soil Conservation Authority recorded each family's area boundaries which were updated in June 1972 and continued to be adjusted until cattle were banned in 2005. The tradition of cattle grazing continues to be controversial.Holders of grazing rights for grazing on the Bogong High Plains were allocated specific areas recorded by the Soil Conservation Authority in 1972. Cattle grazing on the Bogong High Plains occurred on most summers since the 1840s. The families were farmers from the Kiewa Valley. The 2003 fires interrupted this tradition which was discontinued altogether in 2005 for environmental reasons. Mt Beauty's Swimming Pool was built by Alpine Shire and included a Squash Court. October 1986. Previously the community swam in the West and East Kiewa Rivers. Postcard Circa 1950, Men's Mess No.4 Power Station, Kiewa Hydro-Electric Project
This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.Although this photo details the eating facilities of the construction workers at the power station it was not only a postcard for the people employed in the Hydro Scheme is was also provided to tourists visiting the area and thus used for promotional purposes.This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. This photograph details (early to mid1950s), the Victorian Alpine region when this remote area was part of a "lay back" rural landscape,occasionally visited by recreational adventurers and some wayward tourists. The mountain ranges had provided an adequate barrier against the way-would traveller, but with the opening up of this region by the provision of improved roadways and accommodation facilities, courtesy of the Kiewa Valley Hydro Electricity Scheme, changes such as tourism and its impact upon the "natural" state started to show its side effects (clearing of the land). The expansion of the European immigration numbers (1950s) coming into Australia was increasing after World War II which not only provided increased construction workers to the region but also immigrants who appreciated alpine regions. Some of these immigrants contributed to the expansion of the region and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture and Alpine grazing lands is over. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land and winter time recreational adventure lands. The changes brought about by modern technologies involving recreational activities such as hang gliding, gliding (local airstrip), mountain bikes, car rallies and their associated clubs is providing for an increased short term population boost. These together with the attractions for retirees is changing not only the physical nature of the Kiewa valley but also its "soul".This item is a black and white photograph of a section of snow covered catchment area in the Victorian Alps in the mid 1900. Pamphlet - Bright Tourism, Guide to Bright and District, late 1900s
This publication was produced in the early 1950s to provide the growing tourism trade (at this time), to the region with a more detailed overview of the facilities available to tourists of the region's attractions. This brochure is a very efficient and effective promotional publication. The increasing level of self promotion by local business and commerce sectors of the region the more sought after the region became and the greater the ability of the region to grow (non rural based economy). Some of the regions unique facilities and geological structures are well suited to those tourists who live in cities and "flat land" regional bush areas within Australia. This was a period when the average Australian domestic tourist was more able (finance and transport wise) to see more of their country within the short time they had for "holidays". In the late 1900s, however, with the increase to workers' recreational leave and better transportation (fares, ease of travel to overseas destinations) the local tourism numbers from other domestic locations have been steadily declining. From the 1970s onwards, the increased tourism demand from overseas tourists, for better facilities and easier access to these regional facilities, resulted in better transport, accommodation and communication, which has been a boon for all tourism within Australia. In the 21st century the world is becoming smaller and smaller for the international tourist, especially for those from crowded Asian cities. The greater attraction for "open" spaced locations such as this region are becoming a much sought after change of scenery. This pamphlet which targets the tourist, whether either from other Australian regions or the global tourist, is a good example of self promotion by a relatively small local population. This is especially significant because before the "tourist explosion" in the 1950s onward, these regional areas had a more introspective society with greater emphasis to locally established mores and values. The increased interactions with people from other areas and nations, combined with a greater global communication network is affecting those traditionally established mores to produce a some what unique social transformation which is constantly changing from one generation to the next. One important factor which tourism does bring is that it opens up the region to a wider range of people who look to the region for their own lifestyle changes.This pamphlet has a front cover in colour with the major activities in the region sketched depicting : sunshine, snow skiing, trout fishing, mountain climbing, golfing, swimming, alpine views, tennis, lawn bowls and picnics. The back cover is blank. The pamphlet is fastened together by two staples 30mm from top and bottom, and is folded with the cover slightly thicker than the fifteen pages. Thirteen pages have been printed on both sides. The first page has a black and white photograph of the hotel Alpine and the tall brick constructed Clock Tower. This newspaper article was produced at a time when newspapers were the main source of local information. The period before the explosion of mobile communication technology and the cost effectiveness of communication by "texting" and internet "social connections, eg. facebook and other social media networkings" The newspapers were the main links between and within large regions. The Hydro Courier was first printed in 1950 as a YMCA community service publication by Mr. Albert Clarke YMCA Officer and Mr. Alex McCullough a State Electricity Commission employee. This paper was one very important publication that provided relevant community information to all and was the major contributer to the "Valley" cohesive fibre and unity. This article not only records the celebration (centenary) of the Tawonga School but also presents the history of the school and important events such as various relocations of classrooms and how the region was settled and developed from the 1870's onward. The yawonga school opened in 1880 on 8 acres of land. It consisted of one large wooden building (22 ft x 11 ft). It had two windows, one brick chimney, bare wooden floor and a shingle roof. This article also presents the time when Mount Beauty area was likened to an island and occasionally school children could not attend school because of a flooded Kiewa river. The article also covers the changes brought about by the increased employment opportunities from SEC Kiewa Works(1935), the Sawmill(1946), the Gold mine(1949) and the Tobacco Industry (largest growing area in Australia).This item is a one page (original) article of the centenary celebrations for Tawonga Primary School came from the Alpine Observer and incorporated the Hydro Courier. It covers the arrangements for the celebration of the 100 years of the school's existence. The printed layout is typical of the typeset in use in 1980's. There are seven distinctive type collumns separated by a printed line. Three photographs are published with one photograph of a demountable classromm ,circa 1980, and the other two of student class photos of 1899 and 1914. Teacher and student names are listed below each photograph. On the back of this page are "specials" for "Sam's Cut Price Stores", specifically the Myrtleford store. Of interest is the advertisement of "Cartons of Cigarettes at cut prices". This teacher's aid publication targets the creative and imaginative areas of primary school children's development. It is in a time period at the beginning of television(home intrusion) broadcasts and concentrates on the mental and physical tasks that produce tangible(physical) outcomes. The book concentrates on furthering the students abstract regions of their imagination. This was in a period where physical not electronic flexibility were the target of development. The increase in visual communications both at home and outside the home through social media means has intruded into the fundamentals that is presented in this teacher's aid publication.This publication is significant to both the Alpine and the Kiewa Valley regions because it demonstrates the Victorian State's Educational objectives of this period in time (1960's - 70's). The primary school's educational objectives were to enhance the development of school children's abstract mental abilities. These abilities prompted the mental processes to "think outside of the square" and is one of the major factors behind the development of "new inventions". This ability has produced many "Australian" inventions that have had worldwide applications. Tool Spring Set, circa early 1900s
This is part of a crosscut saw raker/jointer/guage set used to bend the tip of each cutter tooth for cross cut logging saws. The logging saws used in the early 1900's for the clearing of forests required constant sharpening of their "cutting teeth". The logging of forested areas during these times was very much a "hands on" method of either one or two men by the use of saw or hand axe. This item was used by the surveyors commissioned by The S.E.C. Victoria Kiewa Hydro Electricity Scheme project mapping the relevant Alpine region. Chain saws, chain and ball(clearing) and bulldozing methods came in the mid 1900's.This particular saw sharpening method was used by surveyors laying down boundaries for the S.E.C. Victoria Hydro Electricity Scheme (1920's). This item was given to a local Kiewa Valley lad who accompanied the initial surveyors. The lad was responsible for the tendering and feeding of the surveyors "pack horses". Surveys work during this period and in these dense mountainous terrain of the Victorian Alps was both exhausting and hazardous. Overnight accommodation at various log cabins was not always possible and swag/tent alternative was the "fall back".This cast iron Spring Setting tool has a main body of angle iron contours with one end tappered into a flat circular extension with a slit (3/32" wide) running from the top to nearly the centre(15mm). This slit is to allow the bending of each "cutter tooth" of the cross cut saw. The "bottom of this slit has a semi circular ending. Protruding from one side of the bar body, and close to the "slit" is a tounge like extension (wedge) to fasten the spring set tool into a tree stump. Box Sewing Kit, pre 1952
This "sewing and darning" box was purchased before 1952 (the date that the Clark Brothers merged with J&P Coats). It was in an era where the production and alteration/modification to any household or personal clothing was carried out by a family member/s. This was at the period where self sufficiency in rural and especially remote areas was a requirement and not just a hobby. Clothing modifications and "hand me downs" was a way of life. The long and tiresome journey from home to millinery shops was a great force to ensure that home sewing was carried out in the majority of residential and farm areas.This sewing box was donated by a pioneer family in the Kiewa Valley. Its significance points to an era before the establishment of the Kiewa Hydro Electricity Scheme and the establishment of the Mount Beauty Township. It was a time when the rural industries of the Kiewa Valley was rich in production of beef, dairy products, tobacco leaf and before the mass of alpine adventurers that tourism sparked. It was a time rural enterprises out shone tourism.This wooden sewing box is covered with decorative paper. The lid is fastened to the bottom section with two small hinges each having four screws. Each side is fixed to the other by a mortise groove. At the front of the box is a small clasp for complete closure. The box contains needles, darrning thread, thimble, a glass vial with metal screwtop and a red plastic cylindrical container with a thimble screw on top(contains a small reel with three different cotton thread compartments).On outside lid "FROM A FRIEND. DVD - Tawonga Hospital, early 2000's
This DVD of the development of the Tawonga and Mount Beauty General Hospital covers the time period 1949 to 1996. It was a period of intense evolution of both the expansion in population and the increase in the medical facilities provided by a once slightly remote rural hospital to that of one of a regional and alpine advanced hospital. The population expansion of the region during this period was due to the greater growth of local (Kiewa Hydro Scheme) and tourism population provided the need of advancement in the modus operandi of hospital treatments.This DVD details the medical evolution in rural areas and the greater availability of medical professionals to rural areas. The relative isolation of the Kiewa Valley before transport and communications were greatly advanced in the mid to late 1900's resulted in not only increases in population but also the tourism trade. These two important factors required the degree of professionalism for the hospital and with an increasing aged population the diversity into aged care.This DVD has a coloured photograph of the Tawonga District Hospital as a background drop. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. Insulator Disk High Voltage, 1964
This insulator disk for the high voltage carrying electrical cables was manufactured in 1964 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to connect high voltage cables to their "towers" going from various Hydro Generators to and from power "stations". During this time period, high quality "cable" insulators were manufactured in Japan. In an earlier time they would have been sourced from Europe or England. After the 1950's the sourcing of electrical hardware was being influenced by the lower costs obtainable from Japan. Later on other Asian sources also became available.The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to distribute the electricity produced in the Victorian Alps to the major users required power transmission lines to "carry" high above the sometimes inaccessible land mass electricity generated at the power stations to the various sub stations along the valleys and ranges to flatter populated regions. The significance of this insulation "high voltage" disk to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. These power lines are a stark visual "show" of the impact that the "Scheme" has on the mostly rural landscape of the Kiewa Valley and what a boost of "modern" equipment into the area has taken place. The "Hydro Scheme" had facilitated the transition of a semi rural area to an advanced rural region within a shorter time frame, than would have taken under "normal" evolutionary time. The speed of information of all "new technology" had a relatively slow assimilation rate before the SEC Kiewa Hydro Scheme came to those living in the then quieter rural communities. This high voltage (330 KV) insulation disk is made from non conductive porcelain stoneware. It is highly polished brown in colour and has a clip fastening for the high voltage cable to be attached to. This disk was hit by lightning and the burn marks are quite noticeable. The top metal connector has a "mushroom" extension jutting below the semi cone like insulation disk. Also four circular ridges or grooves (old 78 rpm disc recording style).Cable bell on top of insulation disk "4K " next to it the international symbol for electricity (triangle containing one horizontal line under one V line and one vertical flame like line.) Sign Canteen Painted, Circa 1950
This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. This tester was used between 1950 and 1980's. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number. Sketch Rock Core Display, circa mid to late 1900's
This framed sketch details, in graphic form, where the core samples in the display cabinet were removed. The drilling was a precursor to the decision where to locate, in this case, the McKay Creek Power Station. The information gained by structural engineers from the core samples would be used also for the placements of underground tunnels entry and exit points and the overall effective size of the plant. This would have included drill and blast techniques(rock characteristics play an import part of explosion control), requirements for support structures and reinforcing cement/steel forms. The use and replenishment of diamond drill bits(the strongest available, see KVHS 0280) was dependent on the "type" of rock found. Support beams for reinforced ceilings and floors was also a necessity.The visual derails of where the rock core samples were removed is very significant in the formulation and placement of the underground Power Stations and their maze of tunnels(in and out) for a successful implementation of the Hydro Scheme. The amount of pre-planning and scientific studies required for such a large scheme must be undertaken to ensure that a "white elephant" was not the result.This framed and glass front rock core display sketch has type written information of the rock samples displayed in KVHS 0279 (A). It has a softwood stained and glossed frame with a fixed(nailed) back board and a brass fixture for mounting onto a wall.The paper and type are slighted faded (sunlight affected). Meter Ammeter Recorder, Circa 1950
This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). Case Volt Meter Recorder, Circa 1950 to 1977

The all leather top has a shaped carrying handle which is also riveted on. There are two straps on the side of the top which can be fastened to the main body by metal "shoe" buckles. Boots Riding Women's, Circa 1950's
This pair of "adjustable" boots came from the 1950's era in which the majority of footwear was either locally manufactured or imported from England or Europe. Quality hard wearing leather was a rural necessity especially for the cattle mustering activity in the Kiewa Valley and the Bogong High Plains region. The late 1900's provided a cheaper made riding boot from Asia, however many rural based riders still prefer an Australian made boot. The better quality (stronger stitching) of Australian boots is the main considerations of "stock horse riders". In 1947 a scientific research project started to provide an impact analysis of any damage to alpine vegetation by cattle grazing in the Alpine regions incorporating the Bogong High Plains area. This monitoring is the longest running ecological study ever undertaken in Australia. From this study, compelling evidence was presented to the Victorian Government to cease cattle grazing in the Alpine regions including the Bogong High Plains. All grazing was banned by the Victorian Government in 2005. Recreational horse riding within the Bogong High Plains is still permitted.These pair of women's riding boots are very significant to the Kiewa Valley as the boots were worn by one of the descendants of a pioneer family living and operating a cattle station before the SEC Hydro Electricity Scheme opened up the semi remote rural location in the 1950's. These boots were worn during the annual six weeks (approx.) mustering of cattle in the Bogong High Plains location (Victorian Alps region). The owner of these boots was Clare Roper, part of the Roper Family who built a "lodging" hut on the "High Plains" for accommodating riders during the periods (up to six weeks) when controlling grazing cattle during the summer muster seasons. It was unusual for women in the early to mid 1900's to go up on the High Plains to join the muster, which Clare Roper often did. These boots have high historical significance and good interpretive capacity.These brown "knee high" lady riding boots, are fastened by long "boot" laces which go from the base of the "fastening" position to a boot height of 22 cm. At the top end of the boot is a leather flap which crosses the front section of the boot and is fastened to the outside leg region by two straps. These provide the wearer with an adjustable tie. The boot has a "tongue" of 22 mm long. Belt Linesman Pole, circa mid to late 1900's
... (steel) climbing pegs were welded on, however in the Alpine areas ...This linesman belt was used under the 1947 Electricity Regulations and before tighter Occupation and Health regulations (late 1990's early 2000's) were introduced that mechanical lifting platforms(wherever possible) replaced the belt up the pole method.The safety concern was that it required that tools needed by the linesman had to be placed in a large canvas bag and attached to the belt (extra weight) then the linesman had to climb the ladder. Ladders had to be at the correct angle and not able to "slip" from their initial footings. A full harness and a secondary fall belt is now mandatory for pole linesmen. The safety of fellow workers could be compromised if they were required to assist or recover the first linesman if needed. In 2006 an additional 269 registered lineworkers were employed. Please note that the terminology of linesman has become unisex. The linesman's belt enabled the linesman to place his feet against the pole adjust the belt (if needed) and lean back securely allowing both hands to be free to work with. This linesman belt is very significant to the Kiewa Valley due to the numerous poles and high voltage overhead power structures that needed maintenance for the extensive "mushroom" installation of electrical power polls(wood and metal). On high poles (steel) climbing pegs were welded on, however in the Alpine areas snow in winter caused an OH&S problem which were hard to overcome. The safety of a linesman when maintenance of electricity line on poles can be highlighted by the New Zealand linesman who survived an 11,000 volt shock when carrying out maintenance. For the record 11,000 volts is four times more powerful than execution by "the electric chair". The maintenance of the linesman's belt was his responsibility (keeping it clean and in "good" condition). Labour laws change this initial responsibility, from the linesman, to the employer. Climbing pegs were installed on higher poles that extended beyond the reach of ladders.This thick leather linesman belt is made from two lengths of heavy lengths of leather straps sewn together to make up 80% of the belt.
