In August 1874 the College Trustees agreed to a loan by Mr Leckie of £1500 at 8% over three years, and the foundation stone of a new building, on the corner of Lyons and Sturt Streets in the grounds of St Andrews Kirk, was laid on 12 September by Rev Henderson, founder of the College. Designed by leading Ballarat architect Henry Caselli and built by contractors Taylor and Ellis, the building was opened for January 1875 classes. In February 1875 the original church hall was sold cheaply and moved from the site. The girls' section of the college was moved to the schoolrooms connected with the Baptist Church in Errard Street Sth. The girls school operated 1877 - 1892. Ballarat College moved to current senior campus premises at 1412 Sturt Street in 1912. A plaque commemorating the Caselli building remains on the original site. The original Weatherly Library was situated in the space immediately on the left of the archway. The fittings and furnishing of the library was a generous gift in 1936 of Mrs H P Mackenzie of Trawalla in honour of her pioneer parents, Mr and Mrs William Weatherly. The library was panelled with blackwood and fitted with shelves intended to eventually house 3000 books. Specially made solid blackwood chairs, upholstered in genuine hide, two long reading tables, an upholstered bench seat under the north window and an ornate carved mantelpiece topped by a classical broken pediment framing a carved head of Minerva were also donated. In 1971 this library was no longer large enought o serve the growing number of boys at the college; it was replaced by a bigger, separate building, also known as the Weatherly Library. This building is currently in use, and recently renovated, as the senior staff room. In 1993 a third library building was opened and named Erindale in recognition of property associated with Clarendon PLC. In 2012 the school opened the Fraser Library on the senior campus in honour of old collegian and school council chair, Darrell J Fraser. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. In 1918 the Ballarat Junior Technical School Cadets were the champions of the Maryborough, St Arnaud, Mildura, Colac and Ballarat Districts. According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. Junior Technical School Cadet Team. —The Junior Technical School's cadet team, which won the championship at the South street competitions this year, was tendered a dinner by the staff in appreciation of the honor they had brought to the school. The function was held at Miss Brazenor's tea rooms, and a most dainty repast was served, the tables being arranged in the artistic fashion which is characteristic of these ladies. Mr W. H. Middleton (president of the School of Mines), Mr H. Smith (principal of the Art School), Lieut. P. Miller (instructor of the High School team), and Sgt. S. Fry were also present. Mr A. W. Steane (head master of The Junior Technical School) presided. After the toast of the King, Mr Middleton proposed, and Mr H. Smith supported, the health of the team and their instructor, Lieut. H. Organised sport and clubs began in 1919 with the formation of the Junior Technical School Students' Association. Clubs included the Rifle Club, Wireless Club, Senior Cadet team, Photography Club and Bugle Band. Sport was the Associations main concern. The House system was developed and boys competed within this structure. In 1926 the North Central Junior Technical School Sports Association was formed. Students from the district competed against each other in football, cricket and tennis. The number of schools increased and more sports were introduced. Ballarat Junior Technical School was a strong competitor. Many ex-students made a mark in sport out of the Ballarat area. The photograph shows Ray Bilney - second from the left. Born 2 November 1945, Ray began cycling aged 10. In 1963 he was Australian Junior Road Champion. From 1964 to 1966 he was Australian Senior Road Champion. He was in the Australian team at the 1964 Tokyo Olympics and came 4th in the race, aged 18 years. In 1966 he went to the Commonwealth Games in Jamaica and won a Silver Medal at the Commonwealth Games in Edinburgh in 1970. Ray was Ballarat Sportsman's Club Sportsman-of-the-Year 1965/66 and inducted into their Hall of Fame. In 1965 Ray was Cyclist-of-the-Year and won the coveted Sir Hubert Opperman Trophy. In May 2013, Ray was inducted into the Victorian Cycling Hall-of-Fame. During his time at the Junior Technical School, he sporting abilities were evident and in 1961 he was Top Sportsman of the school. The same year he was one of eight boys chosen to be Prefects of the school. He is an Alumni of Federation University. Formed in 1921, A.W Steane was the first president of the Ballarat Junior Technical School Ex-Students' Association which later became the Old Boys Association. The association conducted regular social evenings at the school in order to keep past students in touch with one another and to provide amenities for the school. Fund raising dances, smoke nights, film nights and visits to local industries were held. The Old Boys Association presented the Honour Blazer to the best all-round student at Speech Night until 1941 when a wallet bearing an O.A.B. badge was given as the prize. Then in the 1950s a two-year scholarship was instituted to attend the senior school. Donations were also given to purchase library books and sporting equipment. The major event held each year was the Annual Meeting held in July usually at the Wattle Tea Rooms where up to 100 past students would meet.Multiple gold coloured metal lapel pins with enameled face. The Senior Technical Schools Athletics Association ‘Herald Shield’ is one of many timber and metal repoussé commissions undertaken by students and staff at the Ballarat Technical Art School. The School was known for the quality of its art metal work which was applied to product, interior and commemorative designs. Between 1915 and 1936 Wilfred Kenneth (c1883-1957) taught boys and girls at preparatory and senior levels, including the ‘Art Metal Work and Repoussé’ industrial design specialisation. During World War I, Kenneth oversaw the training of repatriated soldiers which catalysed into a new, a successful art metal business, the Decorative Metal Craft Company in Chancery Lane, Ballarat.
