Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Rolf Boldrewood (1826-1915) ‘Rolf Boldrewood’ is the pen-name used by Thomas Alexander Browne as a writer. Browne was the eldest child of Captain Sylvester John Brown and Elizabeth Angell nee Alexander. He was born in London on 6th August 1826 and arrived in Australia with his parents and siblings when he was 5 years old and grew up in Sydney. In the 1860’s Browne added the ‘e’ to his surname. As a 17-year-old Browne took up land in the Western District of Victoria between Portland and Port Fairy on a property named “Squattlesea Mere”. He remained there until 1858, enjoying the squatters’ life on his 32,000-acre property, growing potatoes and running cattle and horses. He sold in 1858 and purchased a sheep station on the Murray River near Swan Hill. He later sold this and bought another sheep station near Narrandera until bad seasons and severe droughts eventually caused him to change his career after 25 years as a squatter. Over the next 25 years, Browne held the position of Police Magistrate and as a gold commissioner in various locations. His third career as an author lasted approximately 40 years. In 1865 he wrote two articles on pastoral life while he was recovering from a riding accident. In the 1870s his writing was bringing in the income to support his family, changing his focus to the writing of novels. A series of these were written for the Australian market and published in The Sydney Mail and the Centennial Magazine. His later novels were aimed at the overseas markets. His best-known novel “Robbery Under Arms” was written from 1882 to 1883 and has been serialised on the radio in Australia and Britain. The novel was filmed in 1907, 1920 and 1957, and in 1985 it was made into a television series. It is now an Australian Classic. He also wrote short stories, several nonfiction graziers’ guides, and an autobiography named “Old Melbourne Memories” in 1884. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. Glenn Duncan was born around the time that plans for a technical school at Ringwood were being made. For his primary and secondary education, he attended Blackburn North Primary School, and Blackburn and Box Hill North Technical Schools. At tertiary level, he completed a Diploma of Art and Design at Caulfield Institute of Technology, followed by a Diploma of Education at Hawthorn Institute of Education. Glenn worked in printeries, design studios and advertising agencies, and as a freelance Graphic Designer. His teaching career included 3 years at Goroke Consolidated School, and then, from 1986 to 1988, as a member of Ringwood Technical School's Art Department. This catalogue was written by Joan Luxemburg for the Art Gallery of Ballarat Exhibition of James Meek works (13th June to 9th August 2015). It is not intended as a full biography of James Meek and concentrates on his decorative works. Joan Luxemburg has spent many years researching the life and works of James Meek and the exhibition and catalogue are part of a PhD project at Federation University. A biography of James Meek by Joan Luxemburg is due for publication in 2016. English-born James Meek, a fisherman, cannery operator, poet, writer, explorer in the Otway district, librarian, calligrapher and accountant, was one of the first settlers in Ballarat, building the first house and establishing a cordial and sly grog business. After some time in Melbourne he came to the Warrnambool area, becoming an early settler in the Peterborough area and establishing a cannery there. In Warrnambool he set up a commercial fishing company which failed, organized an Otways exploration trip looking for gold and established a reputation for producing fine calligraphy works. He was in New Zealand from 1874 to 1890 and died in Warrnambool in 1899. This catalogue is important because it records the decorative works of James Meek, an important early settler in Warrnambool and district. Meek was well-known in Warrnambool in the 1850s and 60s as a commercial fisherman, an Otways explorer, a writer and lecturer and a calligrapher. The Warrnambool Industrial and Art Exhibition of 1896-7 was held for three months in the Town Hall/Council Chambers/ Mechanics Institute buildings with additional temporary buildings placed on the Liebig and Timor Streets corner area. It was one of the biggest events ever held in Warrnambool with an estimated 70,000 attending. John Villiers, the owner of a glassware and crockery shop in Liebig Street and a well-known theatrical performer, had a large display stand at the Exhibition. He displayed glassware items from Britain and Europe and sold souvenirs of the Exhibition. Villiers engaged Mr Bartholomew, a Melbourne engraving artist, and he gave engraving exhibitions at Villiers’ stall. Glass etching had not been seen in Warrnambool previous to this. No doubt many of his engraved objects were sold and this glass tumbler would be one of these. This is a valuable and significant item because:- 1. It is an important souvenir from the Warrnambool Industrial and Art Exhibition of 1896-7, the only one we have from Villiers’ stall. 2. It is an example of what is believed to be the first etching on glass to be done in Warrnambool. The identity of ‘M.R.’ is not known. This is an etched glass tumbler from the Warrnambool Industrial and Art Exhibition of 1896-7. It is plain glass with a solid base. This tie pin has as its centerpiece a souvenir medal from the Warrnambool Industrial and Art Exhibition of 1896-7. This exhibition was held in the Town Hall and Council Buildings and the Mechanics’ Institute and temporary buildings at the corner of Liebig and Timor Streets, Warrnambool. It was held over three months and attracted many visitors and featured concerts, sports events, industrial exhibits and a variety of competitions. This is an interesting and important item. It is one of the more unusual mementoes from the Warrnambool Industrial and Art Exhibition and shows the use made of souvenirs from exhibitions around the world. This tiepin was purchased in an antique shop in England in the 20th century. This is a metal tie pin with three circular coins, soldered together at the edges. In the middle is a souvenir medal of the Warrnambool Industrial and Art Exhibition of 1896-7 showing an image of the Exhibition buildings at the corner of Timor and Liebig Streets on one side and a Coat of Arms on the other side. The two smaller coins on each side are imitation British half crowns. This model of St. John’s Presbyterian Church in Warrnambool was made by Johan Carl August Landmann (1826-1920). August Landmann and his wife, Christina came from Silesia to Australia in 1854. They settled in Warrnambool where August made a living as a carpenter and joiner. At first he rented shops in Timor Street and then built a two-storeyed shop and residence in Henna Street. Landmann built many of the early commercial buildings and residences in Warrnambool and he and his family were associated with the management of the Warrnambool Western Brewery. When he retired in 1900 he built another residence in Mickle Street and it was at that time that it is believed he made the model of the Presbyterian Church and the model of the Ozone Hotel (which is in the Warrnambool Art Gallery today). St. John’s Presbyterian Church, designed by Andrew Kerr, was built in the English Gothic style and opened in 1875. It was destroyed by fire in 1920 but was rebuilt to a similar style. This model is of great significance for two reasons: 1. It was made by a prominent early Warrnambool carpenter and joiner, Johan Carl August Landmann. 2. It is the only known model of the Warrnambool St. John’s Presbyterian Church which was destroyed by fire in 1920.This model is on a wooden stand or base which is painted black with metal screws. The edging of the stand contains straw which is now brown but was originally green to resemble grass or lawn. The church is a wooden structure (hollow inside) with some sections painted to resemble sandstone. The roof is slanted and painted grey and has six dormer windows or ventilation pieces on each side. The main body of the church has a nave with dual arched windows, the west end has dual arched windows and a door with louvre ventilation and the east end has a door and dual arched windows and two conical-shaped finials. The windows, some of which are triangular, have frosted decorated glass. Some of the glass in the windows is missing. The main tower is square-shaped with four conical-shaped finials. The upper part has four sets of louvres and two arched windows. The centre and lower sections have rosette patterns and several sets of dual arched windows with frosted decorated glass panels. This booklet is a catalogue of most of the works of art that were displayed in an exhibition in the Warrnambool Art Gallery in 1994. It was described as ‘a celebration of artists committed to living and working in country Victoria’. It was intended to be the first of similar exhibitions and was initiated by the Warrnambool-based Cultural Association of the South Coast and Western Plains. The Warrnambool Art Gallery was officially opened in 1886 though the local Mechanics’ Institute and Museum had been collecting works of art before this date. When the Mechanics’ Institute building was taken over for Council use in 1963 the Art Gallery ceased to exist and the works put in storage. The Gallery re-opened in temporary premises in 1971 and the present Warrnambool Art Gallery, a memorial to Fletcher Jones, was opened in 1986 in Liebig Street. This is an interesting catalogue as it is one of the few examples we have of the work of the Cultural Association of the South Coast and Western Plains. This Warrnambool-based group operated for a short time only in the 1990s.This is a soft cover booklet of 40 pages. It is bound with metal staples. Although the organization name is not in the book, this ledger appears to have been used as a financial record for the Warrnambool Mechanics' Institute from 1904 to 1911. Most of the entries are the names of those subscribing to the Mechanics' Institute Library, the finances connected to the School of Art and Design and moneys received in connection with the Mechanics' Institute billiards room. The Warrnambool Mechanics' Institute was one of the earliest established in Victoria, being founded in 1854. The School of Art and Design, the second of its kind in Warrnambool, was established in 1883 and continued to be administered by the Mechanics' Institute until 1908. It eventually became part of the Warrnambool Technical School, opened in 1913. A local Museum was a feature of the Warrnambool Mechanics' Institute for many years. A billiards room was a recreational feature of many Mechanics' Institutes. The Warrnambool Mechanics' Institute closed in the 1960s with the library section continuing and the building was demolished in 1975 to make way for new Warrnambool Council buildings (including a new library)This ledger is of considerable interest as it is an early record of the Warrnambool Mechanics' Institute, one of Warrnambool's most influential organizations. These are souvenir medals of the Warrnambool Industrial and Art Exhibition of 1896-7. This exhibition organised by a local committee under the chairmanship of the Mayor, Walter Hickford was one of the most important events in Warrnambool's history. It ran for three months and was said to have attracted 70000 visitors. It was held in Liebig Street and utilised both the civic centre buildings and temporary buildings erected for the event. It had several exhibition courts featuring art worksand business exhibition stands, competitions,entertainments and visiting experts in various fields. These medals were made at the exhibition at the stand of Stokes and Son. Visitors to the exhibition were able to get a gold silver or bronze medal made while they watched and the medal was then perforated ready to put on a watch chain or pendant. Thomas Stokes came to Australia in the 1850's and established a successful business in Melbourne manufacturing buttons, medals and tokens. The business was called Stokes and Son following a fire in 1893.These medals are of great significance as a memento of an important event in Warrnambool -The Warrnambool Industrial and Art Exhibition of 1896-7. Medals such as these would have been in the homes of many residents of Warrnambool and district and beyond after 1896..1 This silver circular medal has text around the outer rim and an image of Queen Victoria on the reverse. The 120 cards in these two albums are very varied in content. There are many of birds and animals, some of great artwork reproductions, some of famous places and buildings, a couple of V.F.L. footballers, two from the Melbourne Olympic Games, some matching pairs and a couple of Australian aboriginal art work. They are all of high quality and many are very beautiful. Swap card collecting was a popular activity for young girls throughout the 20th century and cards were swapped with friends and sometimes sold. Usually the cards, bought from newsagents and fancy goods shops, were kept loose in a school bag or pocket and so the number of cards and the type varied from week to week. Boys also often saved cards of a particular nature – sports cards, nature cards etc though the idea of ‘swapping’ was not so prevalent among the boys. Card collecting, usually promoted by a business concern or a toy company, is still a pastime for young people today. The cards in these two albums are of considerable interest as they are of good quality and are aesthetically pleasing. They also are good examples of a popular hobby of girls in the 20th century. .1 & .2 These two albums are similar in size and design. Both have grey/pale green covers with red printing on the front cover. Both are bound with two staples and both contain 10 pages with inserts to hold three cards each side of the page. This inventory of the contents of the old Museum in Warrnambool dates from the 1920s. A Mechanics Institute under the management of a local committee was established in Warrnambool in 1854 and a Mechanics Institute building was erected in Liebig Street in 1871 (site of present Municipal Library). Museum items and art works began to be collected and housed in the Mechanics Institute building at that time under the care of a committee member and local policeman, Joseph Archibald. This collection did not survive in any significant form after Archibald left the town but it was revived and vastly expanded when he retired and returned to Warrnambool in 1880. Archibald is regarded as the founder of the Museum which officially dates from 1883. In 1910 the Warrnambool Town Council took over the management of the Mechanics Institute, including the Museum collection. This museum continued until 1963 and was a much-loved institution in the city. The contents of the old Museum were dispersed, with many items lost but a considerable portion of the collection was under the care of Warrnambool Art Gallery and John Welsh, the Director in the 1970s, in an effort to keep the records of the old Museum intact, had the 1920s inventory reprinted. This inventory of Warrnambool’s old Museum is of considerable historical importance as it is an almost complete record of the Museum’s contents in the 1920s and so is very useful to researchers today.This is an inventory of 190 pages with a cardboard backing. The pages have three punched holes on the left side and are tied together with black and white cotton cord. At the front of the pages is a plastic envelope with a heading. The pages contain typed material, mostly in mauve ink and these are copies of the original typing. The typing on some pages is very faint and two pages have been re-copied to make them more legible. This is a supplement issued by the Weekly Times newspaper in 1896 to commemorate the opening of the Warrnambool Industrial ad Art Exhibition in November 1896. The exhibition ran for three months in the Warrnambool Town Hall/Mechanics Institute area with some temporary buildings. The attendance was recorded as 70,000, making it one of the biggest events ever held in Warrnambool. There were displays, competitions, concerts and operas and sporting and cultural events. The exhibition was historically important as being the time and place when the earliest surviving sound recordings made in Australia were produced by Tommy Rome on an Edison phonograph. The supplement came from the estate of Bruce Morris, the editor of the Warrnambool Standard from 1946 to 1968 and an important Warrnambool historian.This paper, although tattered is a most important souvenir of the Warrnambool Industrial and Art Exhibition of 1896-7, a significant event in Warrnambool’s history. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Originally situated on the northwest corner of Ely and Porter streets, Eltham. Incorrectly titled by the artist as "Old School House" Newsletter No. 189 November 2009 Donation: Lesley Rickards of South Australia has made a donation to the Society of a painting by her father Ronald Coudrey, who was a well-known artist in that state. The water colour painting reproduced below, is titled "Old School House, Eltham" but has been identified as an old cottage that once stood in Ely Street Eltham near the Eltham High School. In the late 1970s and early 80s this building was the subject of a campaign by our Society with the objective of its preservation. It had been identified as having associations with Eltham pioneer Frederick Falkiner. Suggestions that it was an old school building shifted to this site were not supported by any evidence. The land developer donated the cottage and a small area of land to the Eltham Shire Council. However, due to its poor condition and vandalism, it was decided that the cottage could not be retained and ultimately it was demolished. The land on which it stood has recently been sold by Nillumbik Shire Council. The Society has a number of photos and another painting of this building, but this recent donation is an important addition to our collection and we are grateful for the donation.art, falkiners cottage, ronald coudrey
