Newsletter No. 116, September, 1997 846-848 MAIN ROAD ELTHAM Nillumbik Shire Council has granted a permit for a funeral parlour on land which includes this site at the corner of Main Road and York Street. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Mount Beauty High School was proclaimed in 1963 with 213 pupils, 12 staff members. The enrolments and staff numbers increased as the Kiewa Hydro Electric Scheme continued to be constructed . 1. The Annual Report gives details re Accommodation, Grounds & Buildings, Equipment, Curriculum, Activities, Advisory Council, Cafeteria, Staff and Thanks. 2. In 1972, 27 teachers (names & subjects) are listed as well as other staff. Also titled: Eltham Shire "As We Are"The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. As the following report reveals, the project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this the writer, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. This is a traffic report of the Warrnambool Tramway in 1880. The Warrnambool Tramway ran from the south end of Fairy Street near the present day railway sheds past the site of the old Woollen Mill, then extended towards the Warrnambool Bay on the easterly side of the site today of the Lady Bay Apartments and on to the Tramway Jetty. The Tramway was completed in 1858 and was horse-drawn. It was leased to private individuals until 1864 when the Warrnambool Council took over the management. The Tramway closed in 1890 when the Breakwater was opened and it had its own spurline from the railway station to the end of the Breakwater. The 1880 report shows that contractors were paid over £300 and that 26, 409 tons of potatoes and 9167 bales of wool were carried by the Tramway in that year. This report is of interest as it shows the operations of the Warrnambool Tramway in 1880. J. J. Leahy set up his retail electrical business in 1946 selling fridges, stoves and washers after commencing work wiring peoples’ homes in the late 1940’s. He developed the business into a large retail store and electrical contracting business which operated locally and Australia wide... He also ran Beattie and Phillips Funeral directors. The electrical business had several locations along Koroit Street before finally establishing on the south east corner of Fairy and Koroit Street. Jim died in November 26th 2008. The store is still run by his nephew Robert Askew. Jimmy Leahy was involved in the City council for a number of years and served as town mayor. The minutes contained in this book especially the information written in the Managing directors reports, provides an overview not just of a business but of business practice and the changes which occurred in life over the 40 year period. It contains events such as the introduction of television, refrigerated dairies and dates for tenders for major building programs such as WIAE, East Warrnambool School, Town Hall. This Warrnambool Botanic Gardens Study and Report was funded by the National Estate Grants Program of the Australian Heritage Commission and the City of Warrnambool. It was monitored in progress by a Steering Committee consisting of representatives of the Botanic and Public Gardens Advisory Committee, the Warrnambool City Council, Friends of the Warrnambool Botanic Gardens and National Estate Grants Program representatives and community representatives. The Warrnambool Botanic Gardens were first sited close to the Hopkins River in 1859. In 1869 the gardens were relocated to the present day location in Botanic Road. This plan is of some importance as it gives an overview of the history and current condition in 1995 of the Warrnambool Botanic Gardens and draws up a plan for its future development. It is useful for research and for consideration by the City Council today of policy making and further development of the gardens. This is a publication containing a master plan for the Warrnambool Botanic Gardens. It has a section on acknowledgements, a summary, eight chapters, and 14 appendices. The pages are bound with plastic rings, the front cover is plasticized with an aerial photograph of the Botanic Gardens and surrounds and the back cover is lightweight cardboard. Mrs John Draffin was the wife of a Shire President of Orbost Shire Council. She is reported to have made this lace herself. The design might have been copied from a book of laces.Associated with the wife of an early resident of Orbost who was Shire President. A large white cotton lace collar, roughly rectangular in shape, made from tape lace and with decorative infills. This ledger was used by the Shire of Orbost from 1935-1971. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This item comprises records that belonged to the local government accounting system. The Shire of Orbost Council no longer exists having been absorbed by the East Gippsland Shire Council. Fifteen year old Albert Edward Gill was born in Poplar, Middlesex, in 1868. He volunteered in May 1883 as an Apprentice Ordinary Seaman with the Merchant Services under the London shipping company James P. Corry & Co., owner of the Star Line. The shipping company by this time had a fleet of both clipper and steam cargo ships that sailed as far away as Australia and New Zealand. Gill’s apprenticeship was a four year unpaid term, with only his food, drink, lodgings, washing and medical needs provided for him. The contract had many conditions but it was a wonderful opportunity for a young man. His father James Gill signed the papers as his guarantor. In December 1887 Gill completed his apprenticeship and qualified as an Able Seaman. He served for another seven years with James P. Corry & Co. and earned his Certificate of Competency as a Master in the Merchant Service in April 1894, having passed the Ordinary Examination. (The transcription of Gill's two certificates is provided further down this page.) JAMES P. CORRY & CO. - The Belfast Company was formed in 1826 by Robert Corry, and imported timber from Canada to Ireland. In 1859 the company expanded to import timber from Calcutta, and relocated its offices to London. In the 1880s the company had a fleet of 13 tall clipper ships and included ports in Australia and New Zealand in its destinations. It continued to expand trade even further and by 1908 the Star Line had seven cargo steamers trading with the East and Far East (the ships were named Star of Australia, Star of Japan, Star of England, Star of New Zealand, Star of Ireland, Star of Scotland and Star of Victoria). In 1912 the Star Line ships added an emigrant service to Australia. Signed J I-, - Supt. = = = = = = = = = = = = These certificates are significant as a record of the process required to qualify as a ship’s Master, which was required by the vast number of merchant ships that crossed the world to Australia with cargo and passengers, all contributing to the early settlement and development of Australia as a Colony and a Nation. The certificates are also significant for their association with James P. Corry & Col. owner of the Star Line shipping company that provided trade and passengers to Australia in the late 19th and early 20th centuries. Set of two documents from the Board of Trade, printed on cloth and wax paper, each relating to achieving the standard of Master Seaman, and belonging to Albert Edward Gill. They are dated 1883 to 1894. The forms have been stamped, signed, dated, details completed and sealed with three red wax seals. The certificate number has been stamped onto the document is such as was as to deter forgery. The forms relate to Albert Edward Gill and James P. The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry.
