Original photo from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 to the early 1920s. (Reported in Newsletter No. 98, Sept., 1994). View looking north up Policeman’s Hill across Main Road towards the Police Station, Police Residence and Courthouse, c.1910 prior to Brougham Street being made. The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. The Police Station sign: E vii R ELTHAM POLICE STATION HEIDELBERG DISTRICT Edward VII ascended the throne in 1901 and died 6 May 1910. He was succeeded by George V.Heather Cone was the daughter of Constable John Thomas Cone (Badge 3935) the local police officer in residence at Eltham, 1 May 1911 to 9 July 1922. Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. Originally catalogued around 1998 as John Cochrane in front of Shillinglaw Cottage, this is now believed to be Thomas Cochrane born 1817 in Ireland. The photograph is a reproduction of a low-resolution, poor-quality photograph. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book "Shillinglaw Family of Eltham 1660-2007", Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw. Thomas Cochrane was born in Ireland in 1817 and died at Collingwood 1877. He married Sarah Jane Casey at St James, Melbourne in 1846. They had eight children: • Elizabeth Jane Cochrane born 1847, Keelbundoora • Sarah Cochrane born 1849, Keelbundoora • William John Cochrane born 1854, Eltham • Isabella Mary Cochrane (Cochren) born 1855, Eltham, my Great grandmother • Mary Cochrane born 1857, Eltham • Thomas Cochrane born 1859, Eltham • William James Cochrane born 1861, Eltham • Margaret Anne Cochrane (Cochran) born 1863, Eltham Information received from Richard Stone in 2019, a 2nd-great grandson of Thomas Cochrane suggests that during the early 1930s, one of Isabella’s daughters and her family attended cricket matches at Eltham. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. The Royal Readers had been prepared especially for Victorian schools and featured some Australian content. The authors made great use of the natural world as well as incidents and common daily events to attract children to the stories. Teachers were encouraged to teach children not only the 'art of reading' but also a 'love of reading'. Illustrations were used effectively to attract children 'through the eye' to the stories and to help them understand same. They were used extensively in Victorian schools as well as in other states. However, during the 1890s and especially the early 1900s, governments came under increasing pressure to change the reading books again because these books did not reflect the rapid scientific advances in the 1890s. Royal Readers date quickly when a new syllabus was introduced in 1905. Education materials were to be relevant to children's daily lives with a demand for greater local content. In this photograph are : L -R Margory Smith, Margaret Vincent, Michael Pardew, Rob Young and George Thomas. Orbost Apex Club donated $1,800 to the Orbost Continuing Care Appeal (now Lochiel House). The money had been raised at a successful New Year's Eve Ball. Margory Smith and Margaret Vincent, Acting President, were the O.C.C.A representatives. Michael Pardew was the co-ordinator of the New Year's Eve Ball, Rob Young was the Apex President and George Thomas was the Apex Social Director. Apex clubs were made up of volunteers who "raise awareness about social justice issues, assist the needy in a practical way and contribute resources to causes" (ref Apex website) The Apex Club of Orbost was a volunteer service club which contributed to the Orbost community. To the Editor of the Ringwood Mail Dear Sir, would you please publish in your widely read paper the following letter for the information of the residents of the City of Ringwood- Re the passing of my brother Mr. J.P. Howship, who was an ANZAC one of the pioneer family of Howship of Ringwood which name is connected with the early history of Ringwood or more particularly Ringwood East as the late J.P. Howship and myself purchased the Nursery of Mr. John Hill around the year 1912 and after a couple of years my late brother Bert was taken into partnership and we bought the adjoining nursery of Mr. Will Hill and traded under name Howship Bros. Rosedale Nursery and the name of one street in the old property Howship Avenue is named after the old firm as well as Rosedale Crescent. The move for the establishment of the Ringwood East station started with myself and in a meeting up with a Mr .T. Birkitt who I felt was the man I needed as he was a sub Estate Agent .A meeting was called and held in our packing shed at the end of Federal Road which at that time ended at Mr. Charlie Burdens property and abbuted (sic) on our property. This meeting was attended by about sixty residents and the late Mr. C. Wedge was elected as the first President of the Ringwood East Railway League and Progress Assoc. with Mr. T. Birkitt as Secretary and myself as assist. Secretary. This League raised the sum of about 1,600 from residents and land owners for the erection of the Ringwood East Railway Station & after the station was erected and paid for the League part was canceled and the Progress Assoc. carried on. The present Ringwood East Cricket Club was formed at meeting and the Prog .......and my three brothers Bert, Mervyn and played cricket in the Ringwood district for many years and most of us were members of the Ringwood at first and then the Ringwood East Football clubs and followed the teams for years a few names of the old players came to mind in E. Thomas , C. Weil, T. Homewood, the Pratt family and others. I might mention for the benefit of the City of Ringwood residents my eldest brother Laurie late of New Street and now living at Blairgowrie was with what was then known as Coopers Mills and designed and helped to build some of the first buildings in that property now known as Ringwood Timber & Trading Co .Also that myself and others namely the Reidy Brothers, Mr. Taylor, & L .Cleary & voluntary labour formed the tennis courts at East Ringwood with the help of our young Ladies of the time, those courts I'm pleased to say are well established and two more are added and provide good activities for the young people of the district. Also with the aid of C .Thomas, Norm Blood and others we formed the Methodist courts. From the Ringwood East Progress Association came the move to have a Health Centre for Ringwood. This was established by a good deal of enthusiastic work by some mothers after spending nearly fifty years in Ringwood watching it grow from town surrounded by orchards to a City and I must congratulate the Civic Fathers and their staff in the growth of Ringwood and the fine roads, Parks, Elderly Citizens Club and have all done a good job but why oh why have you neglected mines Road Ringwood east. Why has this road not been made the drainage there is something to be seen to be believed in such a city .The only solution is making and curbing this road & I would ask those responsible why the curbing was put down Dublin Road where there are no residents this curbing could well have solved the problem in Mines Road if used there. I recently spent a weekend with my Daughter, Mrs. Munro at the corner of Maroondah highway and Mines Road and was disgusted at the condition of Mines Road and drainage and had to air my views and suggest a trip to Mines Road by the Civic Fathers led by the Health Inspector I am yours sincerely H.C. As well as the usual Prefects’ duties, their assistance was required for frequent special occasions at the school in its early years, some involving overseas visitors who were given tours of the new school, it being the first co-ed technical school in Victoria and of a unique design. The school, known locally as Ringwood Tech School, Ringwood Tech, Ringy Tech, Ringers Tech, The Tech and RTS, began in 1958 and was hosted at various district schools until 1960, when the new school was completed at Heathmont. It was the first co-ed technical school in Victoria. This pair of brass binoculars was presented to Tom Pearce in recognition of his heroic efforts at the wrecking of the Loch Ard and saving Eva Carmichael. They were presented to him by the Lady Mayoress of Sydney on 27th July 1878 on behalf of the colonists of New South Wales "In recognition of his gallant conduct on the occasion of the wreck of the Loch Ard". Tom (Thomas) Pearce was born in Ireland in 1859 and arrived in Melbourne two years later; he considered himself as Australian. Before sailing on the Loch Ard he had been at sea for three years as an apprentice sailor and had already experienced one shipwreck. Tom was on the deck of the Loch Ard with Captain Gibb throughout the night of May 31st 1878. It was mistakenly thought they were 150 miles (240 km) southwest of Cape Otway. By 2:00 am on June 1st, the wind was blowing "pretty fresh" but a thick haze remained and, when it eventually cleared, the land was so close the unsuccessful battle to save the Loch Ard began. After the ship struck Mutton Bird Island Tom and five others were sent to the lifeboats. Conditions were very dangerous as waves broke over the decks and they were all washed away. Tom found himself in the stormy waters and under a lifeboat, which had also been washed into the sea. After being swept into the gorge Tom left the boat and swam into shore; he was alone. Eva Carmichael, a passenger on the ship, had been snatched from her bed just before dawn and into the chaos, confusion and terror of the shipwreck, with rigging and rocks raining down. Thrown into the sea, she afterwards said: "God taught me to swim in my distressful plight, for I never swam before". Clinging to a spar, she was swept into the gorge and saw Tom Pearce walking along the beach. Upon hearing the cries of Eva, Tom swam out and with great difficulty brought her to the shore and placed her safely in a cave where he made a bed of grass and shrubs and gave her brandy to revive her. She sank into exhausted unconsciousness. Tom then scrambled to the top of the high cliff and after walking for some time he stumbled upon workers from Glenample Homestead. They rode back to the homestead for help but Tom insisted on returning to Eva. When Eva awoke she found herself alone, "cold, weak and terrified with the wild waves before me, and caves and cliffs around me" and upon hearing strange noises, which she imagined to be made by the local indigenous people, she hid. The noises were made by the rescue party from Glenample Homestead. After eventually discovering Eva they hauled her up the cliff in the darkness of night, “a work of great difficulty and danger” and took her to Glenample. Sadly, Tom and Eva were the only survivors of the 54 people on board the Loch Ard. Tom’s rewards for his bravery included the Gold Medal of the Humane Society, a gold watch and £1000 from the Victorian Government, a set of nautical instruments, (which included the binoculars) from the people of Sydney and £60 from the people of Warrnambool. He was also presented with a Bible by a “Friend of the Loyal Orange Institution of Victoria, Protestant Hall Melbourne” in August 1878. Coleman Jacobs composed the music "The Young Hero Schottische" and dedicated it, by permission, to Mr Thomas R. (Tom) Pearce. The sheet music was published in 1878 by Mr Roberts, professor of dancing and was on sale for 3/- (3 shillings) in aid of the "Loch Ard" fund. Tom Pearce went on to join the Loch Sunart on her return to England, only to be wrecked again off the Irish coast in January 1879. Tom left the Loch Line in 1883 and the following year married Edith Gurney Strasenbergh, the sister of his friend Robert who had died on the Loch Ard. They had three children, unfortunately, two of the male children were to die at sea. In 1895 Tom obtained his first command as Master of The Larne, a vessel with the Royal Mail Steam Packet Company. He remained with the company until he died in Southampton, England, on 14th December 1908. Tom Pearce never saw Eva Carmichael after he had fare welled her some 30 years before. Eveline Victoria Berta Carmichael was born in 1859 in Mountrath, Queens County, Ireland. After recovering from her ordeal in August 1878 Eva returned to Ireland and in 1884 married Thomas Achilles Townshend, a Civil Engineer. They had three sons, all of whom had successful military careers, and when Eva’s death notice appeared in the Melbourne Argus It read. "Townshend on 8th April 1934 aged 74 at her residence in Bedford, England, Evaline Victoria, widow of the late Thomas Archilles Townshend, C.E. of Co. Cork, Ireland. Mrs Townshend was the Eva Carmichael who, with the late Tom Pearce, were the only two survivors of the ship Loch Ard, which was wrecked near Port Campbell on June 1st 1878." The binoculars are significant for their association with the wreck of the Loch Ard and the only two surviving members of that wreck Tom Pearce and Eva Carmichael. Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest. The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The assemblage of items from the wreck is of historical significance in that they are associated with the worst and best-known shipwreck in Victoria's history. Pair of brass marine binoculars in a wooden box On the left hand eye piece, on the underside, is an engraved inscription and another engraved word. On the right hand eye piece there is another small inscription and on the underside there is a small green mark. The binoculars have a pattern of embossed tiny circles on the outside. Some of the patterning is very shiny due to wear and rubbing, there is a brass ring on the underside of the binoculars for the attachment of a lanyard. The wooden box has a hinged lid and on the front of the box in the centre is a lock, and at either end are two hooks and eyes. The box is split across the top for about 3/4 of the length. Marking on the left underside reads, 'Presented on behalf of the Colonists of New South Wales By the Mayoress of Sydney on 27th. July 1878 to Mr Thomas B Pearce. In recognition of his gallant conduct on the occasion of the wreck of the "Loch Ard"'. Underneath this inscription is engraved 'Sydney'. Ivy Wilson was the daughter of an orthopedic bootmaker 17 Mair Street, Ballarat. Ivy studied Art at the Ballarat School of Mines Technical Art School in 1920 - 1922. She later became an expert dressmaker. Her primary education was undertaken at Humffray Street State School. Auctions of Crown land were introduced in the Colony of Victoria from 1851 to encourage settlers to occupy and work the land. Many squatters purchased land at auction at the upset (minimum) price of £1 per acre. In some areas where demand was high, such as the goldfields, the price realised at auction was much more. Land was put up for sale in the study area on the Burrumbeep run in May 1855, on the Lexington run in 1857, and on the Gorrinn run in 1858.
