An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall. Cr. W.D. Vaughan in 'Kew's Civic History' (1960) records that: "In connection with the Melbourne Centenary Celebrations in 1934, the Kew Council decided to organise a strong post as an appropriate gesture of welcome to H.R.H. the Duke of Gloucester. Also that the municipality be represented by a symbolic floral float in the Royal pageant. This was a striking entry and won first prize, and evoked much comment on account of its originality and truly Australian motif." One of a group of slides taken by Mrs C Dickins, the mother of Joy Stewart, of built heritage in Kew. 35mm colour transparency (slide) of a rendered brick commercial building at 6 Walpole Street, Kew, taken in 1980 (now demolished). The double-fronted, two-storey building has a street frontage. Behind the formal rendered front, there is a wooden rear section then an extensive building with a pitched roof made of what appears to be galvanised iron sheeting. The ground floor facing Walpole Street includes a window and door on the left and a wide opening on the right to allow vehicular access; and earlier access by horses and carts when it was a livery stable. The second floor has two sash windows. Painted advertising signage includes: Brown's Office Cleaning Service, and Coakley Motors which would indicate the probable tenancy of the building at this or an earlier period. The building was located across the street from the (former) Kew Library and (former) Kew Town Hall. The Kew Historical Society, founded in 1958, is one of the oldest continuing historical societies in the Greater Melbourne region. For over 60 years, the Society has worked with local government and other community organisations to stimulate interest in Kew’s history and heritage. The Society has regularly held local exhibitions, sometimes in shop windows, on other occasions in civic halls, and now at the Kew Court House and Kew Library. The Kew Light Opera Company was formed in 1952, and mounted a number of musical and variety productions each year until it was subsumed in the "Q" Theatre Guild in 1957. Most of the Company's performances took place in the Kew Recreation Hall in Wellington Street, Kew. The original Kew Town Hall offices were located in Walpole Street, Kew. Before 1960, even though it had been much discussed over a number of decades, Kew did not have a 'civic hall'. When required, events such as balls, exhibitions or theatrical events were held in the Kew Recreation Hall in Walpole Street. A new City Hall was to be opened by Sir Robert Menzies in 1960. It was located beside the Alexandra Gardens in Cotham Road. It is now used as the Kew Library. Cr Hugh George Ferguson (at right) was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Australian Imperial Forces. After the war he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and was campaign director for Arthur Rylah is Victorian politics. He organised the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including a World Trade Fair. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor for the 1959-60 term. He died in 1975, aged 75, and is buried in Boroondara Cemetery.An item of historical interest donated by members of the Dods family in 2006. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). The streets and built structures in this plan were surveyed in 1903 and released to contractors in 1904. In addition to the designation of building types by colour, the plan includes detailed descriptions of land use and ownership. While many buildings remain from this period, a number of the buildings represented have been demolished including the original Kew Town Hall, and the Congregational and Roman Catholic churches in Walpole Street. While the mansion ‘Illapa’ in Princess Street is still extant – now part of ‘Rylands’ – the neighbouring mansion ‘Elsmere’ was demolished some decades ago. Rivalling Illapa and Elsmere in size were two mansions in Walpole Street, one named on the plan as ‘Gnarlbine’. Over time, Kew Junction and the south side of High Street have been reconfigured and widened, so that the commercial buildings on the corner of Princess and High Street no longer exist. A surprising feature of this part of central Kew to the northwest of Kew Junction is the amount of vacant land. Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black. This photo provides just one example of the beautiful costumes worn by Junior Legacy girls for Legacy's Annual Demonstrations at the Melbourne Town Hall. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics, the Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the late 1970's, usually held at Melbourne Town Hall or Olympic Pool Stadium. The beautiful costumes were made by members of the Junior Legacy Mothers' Club and the Melbourne Legacy Wives' Association. Frederick "Fred" Fifield Hall was born in Carlton, Victoria in 1878. Son of Frederick Hall and Jessie Wallace Hall (nee Lloyd), Fred would marry Elsa May Daegner in 1899 with whom he had a son named Anthony. Hall died on 27th September 1956 in Mont Albert, Victoria and was buried at the Box Hill Cemetery. Hall was known as a solo pianist and the first conductor of the Station Orchestra at 3LO (ABC Radio Station). He was also a notable music editor at Allan & Co. Earning early recognition at 16 years of age when he conducted the Sydney Orchestra, Hall was a versatile composer having written in a variety of styles including solos for the piano, violin and cello, operas, foxtrots and orchestral suites. Publications indicate that between 300 and 400 of his compositions were published. The most famous of which was "Goodbye Melbourne Town" which he wrote with Lyricist Leonard Nelson. "Let Me Go to Bendigo" was another of their joint compositions. Leonard Nelson Snell, professionally known as Leonard Nelson, was born c. 1874 in Melbourne and grew up in Kew (he was 76 in 1950). Nelson married Lily Maud Haight in Victoria in 1897 and had six children named Roy, Dorothy, Leonard, Lionel, Austin and Marie. Nelson died on the 13 August 1962 in Blackheath, NSW and was buried at the local cemetery. Nelson had a varied resume including Cattle station work, song writing and public speaking. Nelson was known for his enjoyment of Australian poetry having known many of the greats personally and could recite works from memory. In his later life, Nelson worked as an entertainer for hire at banquets and other social gatherings. No. 181 Allan's popular sixpenny edition "Sung with great success by Leonard Nelson" Allan & Co. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria). This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). While MMBW Plan No.1579 does not include many buildings, those that it does show are significant to Kew’s history. These include the ‘Kew [Railway] Station’ in Denmark Street and the ‘Recreation Hall’ and rear courts off Wellington Street. The plan shows the outline of the Recreation Hall, constructed in 1880, at the rear of which is listed a bowling green, two tennis courts, a ‘skittle alley’ and a pavilion. When the Hall was first built, the Kew Cricket Club occupied an adjacent ground, however in 1885 this was acquired by the State Government as the future location of the Kew Railway Station. The Plan also shows a single oval at Xavier College. This oval was completed in 1883. Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens. The photograph is of additional aesthetic significance as it was photographed by J. E. Barnes. Josiah Earl Barnes is a nationally significant photographer. He was also the most important photographer to have worked in Kew. He was active as a photographer in the district from c.1906 until his death in 1921. Best known as 'the Embarkation Photographer' (see the Australian War Memorial collection), J. Earl Barnes was also the official photographer employed by the Borough (and later Town, then City) of Kew. "METHODIST CHURCH. In 1881, during the ministry of Rev. W. H. Fitchett, B.A., at Hawthorn, a number of members of the denomination living at Kew considered that the time was opportune for founding a local Church. The Superintendent of the Circuit, the Rev. W. A. Quick of Richmond, met the members and formed them into a society class under the leadership of Mr. A. Brown and a Church was formally instituted at the house of Mr. T. J. Eaton, of Eglinton Street, in December, 1881. Services were regularly held for some time at the same place, and funds for purchasing a block of land were gradually collected, resulting in the present site in Highbury Grove being purchased for £350. Messrs. W. Cleverdon, A. Money, T. E. Serpell, and T. Vasey, of Hawthorn, and Messrs. A. Brown, R. Eyre, and T. J. Eaton of Kew, were appointed trustees. A public meeting was held a the Town Hall, when over £100 was raised. The Rev. John Harcourt, who had just been placed on the supernumerary list, was persuaded to undertake the charge, and commenced services in the Town Hall on 29th April, 1882, which were continued for eighteen months. A Sunday School was started, and altogether the effort progressed so satisfactorily that in October, 1882, the foundation and memorial stones of the present Church were laid by Mr James Huddart. At the tea meeting held in connection with this event nearly £200 was raised and a few months later £250 more was obtained by means of a bazaar. The contract for building Church was let for £1,200. The Sunday School celebrated its first anniversary in June, and the Church was opened on 7th October 1883, the preachers on the occasion being Revs. E. J. Watkin, S. Chapman, and John Harcourt, the collections amounting to £230. Towards raising these sums of money the ladies of the congregation helped very materially. In 1886 the foundation stone of a Sunday school, to cost about £900, was laid by Mrs. H Berry, the building being opened in April 1887. During the same year the Church was enlarged. In 1889 parsonage was erected, and again arrangements had to be made for a further enlargement of the Church, at a cost of nearly £2,000. The foundation stones of the tower were laid by Rev J. Harcourt, and of the transepts by Mrs. Job Smith and Mrs. John Watson. These additions were made during the ministry of Rev. P. R. C. Ussher, the first minister appointed to Kew by conference. He has been succeeded by Revs. Henry Howard, J. de Q. Robin, J. J. Brown, J. G. Wheen, A. E. Albiston, M.A., and F. J. Nance, M.A., who is at present ably filling the pulpit. For the musical portion of the services, the Church has been greatly indebted to the enthusiasm of Mr. C. Gardner, the leader of the choir, and Mr. C. E. Gardner, the organist. The Sunday School has had a number of excellent workers, among whom may be mentioned Messrs. Burchett, Allum, Hillard, Tonkin, Dent, Avery, McDonald, Green, and B. Hoadley, who have acted as Superintendents, and Messrs. Arnall and McCaghern as Secretaries. The present trustees are Messrs. H. Berry, Job Smith, A. Hoadley, F. Vial, C. Powers, H. L. Carnegie, C. Most were adapted from traditional lithographed models. This example, while created within a formal lithographed border has been transmuted into the equivalent of an illuminated document, hand-painted, and therefore rare. The use of flowers in the design emphasises the sentimental and spiritual aspects of the certificate. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball.
