This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This bottle was used in the pharmacy of Harry London of Warrnambool. Born in England, Harry London arrived in Victoria in 1883 and worked as a chemist in Ballarat and Euroa. In 1891 he went back to England where he studied dentistry. In 1891 he came to Warrnambool where he bought the pharmacy business of the late William Nettleton. He occupied the Nettleton building in Liebig Street (95 Liebig Street today) until 1896 when he erected new premises at the south west corner of Liebig and Koroit Streets. At that time he was the only chemist in Warrnambool using a Pasteur filter for water to make up his medicines. In his dentistry business he used gas, chloroform and cocaine as anaesthetics. The making of dentures was his speciality. In 1904 he was the owner of the only set of Rontgen X Ray apparatus in Warrnambool. In 1905 his shop was the first in Warrnambool to have electric lighting installed. This item is a valuable one as it has local provenance. It came from the pharmacy business of Harry London, a prominent Warrnambool chemist in the late 19th and early 20th centuries. Harry London mementoes such as this are comparatively rare. This is a chemist’s glass bottle with a rectangular body, a circular neck and a rounded top. There is no stopper and the bottle is empty. The top has a small chip. The name of the chemist is embossed on the front of the bottle in an indented section of the glass. The bottle is slightly scratched and discoloured from the original contents. Lake Mulwala is a man–made reservoir created through the construction of the Yarrawonga Weir across the Murray River, is located between Bundalong and Yarrawonga in Hume region of Victoria and Mulwala in the Riverina region of New South Wales, in eastern Australia. The weir was constructed in 1939 to provide water for irrigation of the surrounding district. The weir also serves as a crossing of the Murray between the two towns. David Reid (1820-1906) was a pastoralists and politician. He left school at 16 and after meeting the overlander John Gardiner he decided to look for land south of the Murray River. Equipped by his father with some 500 head of cattle, 2 bullock wagons and teams and 6 assigned servants, he reached the Ovens River on 8 September 1838. David settled at Currargarmonge, near Wangaratta. At the end of 1843 he took up land near Yackandandah. In 1847 he took up a section of the family run of which Woorajay (Wooragee) formed a part. He built the first water driven flour-mill in the district on his Yackandandah run in 1845; his woolclip of 1848 was one of the first to be handled by R. Goldsbrough and was claimed to come from sheep descended from stock imported in the 1820s from George III's flock. Going into politics, he held the Legislative Assembly seat of Murray from October 1859 to May 1862. David Reid was a highly regarded grazier and local politician who was significantly involved in settlement around the Yackandandah area. In 1996, the Australian Drinking Water Guidelines, instead of World Health Organisation Guidelines introduced in 1983, were introduced. The Australian guidelines allowed for some flexibility and the Upper Kiewa Community Consultative Committee supported a package proposal that included Ultra Violet/Ozone treatment. The debate was a rejection of chlorination by a public meeting in Mt Beauty in Feb. 1997.Mt Beauty residents were asked about the treatment of their drinking water at a public meeting and by an Information Questionnaire. The fire hose reel was purchased by the Fire Ladies' Auxiliary for the Mt Beauty S.E.C. Fire Brigade in the late 1950's for over 1000 pounds. Initially they competed with Bogong fire brigade as both were 'Industry' Fire brigades - both owned by the State Electricity Commission. Competition was at 2 levels - north east Victoria and state competitions involving rural and urban brigades with a difference in the equipment. Mt Beauty was/is an urban brigade whereas Tawonga is a rural brigade. Competition involved members to improve their skill, keep fit and was a very social occasion. After the Shire took over Mt Beauty township in 1961, the Fire Brigade ran by itself but soon became affiliated with the C.F.A. because of insurance and legal liability e.g.. enabling them to stop traffic or wreck buildings if required. The CFA were not happy with the Mt Beauty truck so a new one was obtained while the old one went to Bogong. Competitions gradually ceased as it was a young man's sport and young members had prior commitments. The reel was donated to the KVHS in the mid 1980's as it failed to be sold as it competed with new, cheaper, aluminium reels. The practice strip was located beside the fire station in Lakeside Avenue. This fire hose reel was used by the Mt Beauty Fire Brigade for demonstrations at competitions during the 1950's and 1960's. The Mt Beauty Fire Brigade Team won the competition in 1966 at Wangaratta. The score was close against the home team and was decided on a play off. The team benefitted by the man who wound the hose on allowing it to end up at the easiest height to handle when full of water and very heavy.The Mt Beauty Fire Brigade was an 'industry' fire brigade belonging to the State Electricity Commission of Victoria from the 1940's. It became a member of the Country Fire Authority in the early 1960's. During the 1950's and early 1960's members would compete with other local fire brigades in competitions against other brigades in the north east of Victoria using skills such as unwinding the hose off the reel and turning on the water in record time. The Mt Beauty Fire Brigade continues today as an urban fire brigade affiliated with the CFA.Varnished wooden cart reinforced by painted red steel frame. The wheels have 14 wooden spokes and steel around the outside of the wooden wheel. A long canvas hose is wound around a central winding cylinder. The cart has a wooden handle with a rubber jockey wheel at its end. The making of cordials and aerated waters was an important industry in Warrnambool from the time of the first settlement up to the 1980s. John Fletcher succeeded John Davis in Koroit Street in 1885 and manufactured aerated waters, soda, lithia, tonic waters, lemonade, ginger ale, hop beer, hop bitters, sarsparilla and cordials. He installed many improvements around the late 1880's including an improved soda water machine which was also used for bottling lemonade, ginger ale and syphons. He sold to Ralph Reeves in 1930 and the business continued until the 1980's under the name of Reeves. The premises in Koroit St were auctioned in 1989.Warrnambool cordial bottles are of considerable significance as examples of an important local industry now gone. This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. This watering can would have been used some decades ago to water pot plants and small plants in the garden requiring individual watering. Today watering cans are still used but mostly they are made of plastic although some cans are made in other materials for decorative reasons. Enamel is a hardy material but it chips when the object is knocked or dropped. This watering can has no known local provenance but is retained as an example of a common household item from early in the 20th century. This is an oval-shaped enamel watering can. These two soda syphons were used to dispense soda water. They are marked ‘J. Fletcher’ with one of the bottles having the extra label of ‘Reeves’. The bottles come from the cordial factory in Koroit Street, Warrnambool. John Fletcher worked as a young boy in Rowley’s cordial factory in Banyan Street, Warrnambool and then worked for John Davis who had established the Union Cordial Factory in Koroit Street in the 1860s. John Fletcher bought the Davis business in 1885 and operated this factory until 1930. He then sold to Ralph Reeves who initially used the Fletcher bottles and syphons. At least one of these syphons comes from the Koroit Street factory during the proprietorship of Ralph Reeves.These soda syphons are of interest as they come from a local Warrnambool cordial factory in Koroit Street. Cordial manufacturing was an important industry in Warrnambool for over100 years. These are two soda syphons made of glass with heavy round bases and ridged surfaces on the bottle bodies. The metal tops contain the pump and valve mechanisms and the inside of the bottles have glass tubes attached to the top mechanisms. Buying a high quality ornament such as this one was a popular activity of tourists in the mid 20th century. This is a glass temperature gauge set into a metal holder with markings on each side of the thermometer. The holder has a metal clip at the top for hanging the object on a wall or cupboard. This shaving set was used, mostly by men, to lather the face prior to shaving. Ornamental mugs such as this one were often given as presents. Today most men use electric shavers. This shaving set has no known local provenance and is kept for display purposes.This is a shaving set with a white china mug in the shape of a fish with a mouth where the excess water and lather are ejected and it has a handle in the shape of a fish’s tail. The top open section that contains room for the lather and water has white ornamentation around the outer section and has three holes inside for drainage. There is evidence of some gilt decoration around the mouth and eye of the fish and the open top section but this is now mostly rubbed away. This notice advertises the sale of the Homewood property near Glenormiston. The sale details state that the property is 2386 acres adjoining "The Sisters" the station of the Black Brothers. The property lies on the main metal road from Terang to Ellerslie, six miles from Terang. It has frontage to Pejark Marsh/drain. These two hats and school tie were once part of the uniform for girls at Warrnambool Technical School. This school was established in 1913 in Timor Street, Warrnambool with the first Principal being John King. From this school evolved the Warrnambool Institute of Advanced Education which itself was subsumed into the present day Deakin University campus at Sherwood Park in Warrnambool. The Timor Street site is now the location of South West College of TAFE. The WarrnamboolTechnical School moved from Timor Street to its present-day site in Caramut Road Warrnambool in 1973 and was re-named Brauer College in 1990 after Alfred Brauer, a Warrnambool doctor and a prominent school patron. This item was bought as a souvenir of Warrnambool in the mid 20th century when cigarette smoking was more widespread and was socially acceptable. Tourism in Warrnambool has been an important industry for over 100 years. In the late 19th century Warrnambool was promoted as a spa resort with its mild climate, sea bathing and its hot and cold sea water baths complex. Today visitors come in winter for the May Racing Carnival and to see the Southern Right whales at Logans Beach and in summer they come for a beach holiday. The image on the dish shows the Warrnambool Hopkins River near its mouth. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. At Arthurs Creek, the Brock family and neighbours working together to take care of their waterway. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Eltham East Primary School Band playing “All things bright and beautiful” merges into scenes of the bushland sanctuary set aside by the school in 1980 with unidentified teacher discusses the sanctuary and their education program and school children’s comments. Plight of a family of Wedgetail eagles nesting in the path of a developer’s bulldozer at North Warrandyte and actions to save their nesting areas. PART 3 – ARTS (14:45-22:00) Arts and Jazz festival at Montsalvat featuring interviews with Sigmund Jorgensen discussing Montsalvat and its principles. Also Matcham Skipper. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Unidentified man on street talking about the amount of talent in the area, artists, poets, musicians, authors. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Works of local artists are displayed Eltham Library Community Gallery and Wiregrass gallery with a new coffee shop at the Wiregrass making it an even more popular destination. Music at St Andrews Hotel (may be a little bit country) and the Saturday market where likely to hear anything. Sellers and patrons at the market asked about what attracts them to the market and where they came from. Scenes of poets/authors giving readings. Date estimated to be circa 1912 based on the style of printing on the reverse of the card - Kodak Austral paper for real photo postcards, the paper was manufactured c.1908-1914 (See also POSTCARDS ON KODAK PAPER - IS IT POSSIBLE TO "DATE" THEM? http://tps.org.au/bb/viewtopic.php?t=115) Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. A recommended Phillip Island State Park based around the penguin reserve was ultimately implemented as the Phillip Island Nature Park.Shire of Nillumbik DPE/Enviro
