Harelands generally looked after children up to the age of 14. Boys then moved to Blamey House and girls went to Stanhope. Harelands was built in the Queen Anne style and is now heritage listed. The slide is a second copy - as it has a red slide number printed on it. It appears to be part of a roll of slide film that also included photos of the outside of Blamey House. The slides have been photographed to make digital images and moved to archive quality sleeves. Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accomodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. The photo was taken after February 1972 but exact date is not known. The couple in this photo Bob Wight, who was the Superintendent of the house with his wife Jane. Later Bob died and Jane took on the role of supervisor. A photo of a gathering at Harelands on 13 October 1963. It was the handover of the Recreation Hall at Harelands from the Eastern Suburbs branch of VAJEX. Mr Maurice Ashkanasy, President of the Executive Council of Australian Jewry is addressing the gathering. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were deceased servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. The children were cared for until they were old enough to become independent. A document summarising events significant to Legacy in the year 1946. With the return to peacetime the question of eligibility arose. The fundamental rule on which Legacy was based 'that of honourable service overseas' was clear cut in the case of the 1914-1918 war 'but much more difficult to define in the many and varied fields of service in the war which commenced in 1939'. Discussions were continued through the war at Annual Conferences. Many members believed that membership should be open to 'any male person who served as a member of the Forces of the British Empire irrespective of whether or not overseas service was involved'. And a resolution was passed at the 18th Annual Conference in Adelaide in 1946. Similar discussions of eligibility of Junior Legacy benefits was also discussed and definitions evolved. There was an increased need to help young widows with young children. First mention of the need to have a 'toddler home' for children from age 3 to 8. A property was acquired in Balcombe road with donation from the Trustees of 'Blamey House' - a war time hostel for servicemen which was being wound up and balance of funds being donated to Legacy. (Property acquired was 'Mossgiel' in Balcombe rd but renamed Blamey house due to the terms of the donation). Also the former Red Cross property of 'Stanhope' was made ready for the first residents welcomed in December 1946. Dureau House was under 'constant consideration'. (It seems the Dental Clinic was transferred here and there other part made available to the Melbourne Technical College - but in the 1950s it was still not suitable for Legacy's headquarters and sold). Classes during the war had been difficult to find suitable halls, and 43 Market St was still being used by the Air Force. A superannuation scheme was instituted for the Legacy staff. The notation H18 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. An unattributed draft report dated 19/04/1972 (to be read in conjunction with Cat. No. 01670) which updates Cat.No. 01672. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. Letter dated 29 November 1973 from (Legatee) A. Quale, Chairman, Residences Committee, to Legatee H.C.G. Rodgers appointing him to the Steering Committee (Residences) and laying out the terms of reference, and the investigations to be undertaken in order make recommendations about the future of the Melbourne Legacy residences. Members of the committee were selected with particular reference to their experience in certain fields and responsibilities allocated accordingly; Legatee Rodgers was tasked with forecasting occupancy levels for the following 10 years. Draft report of the Steering Committee (Residences) dated 29/3/74 on the accompanying note, which was addressed to Hugh (Legatee H. Rodgers) and signed Allan Q. (Legatee A. Quayle). The Steering Committee was in favour of demolishing and re-building Blamey House in stages: 1. constructing motel type units on SW corner of the site, 2. Demolishing Blamey House 3. Moving occupants in from Stanhope 4. Moving occupants from Harelands to Stanhope and selling Harelands. The plan would also provide future accommodation for widows in the long term. Two letters dated 12th June 1972 and 18th June 1972 from Legatee D.B. Carter to Legatee E.G. Baker as a member of the Board of Management, discussing the Residences Review Sub-Committee Report of April 1972. (Cat. No. 01674). L/- Carter challenges many of the items in the report in quite an emphatic manner before offering his own recommendations in the first letter; not content with this lengthy letter, he revisits the matter only six days later and 'urges' the Board of Management to appoint a sub-committee to examine not only accommodation of problem children, but also whether Melbourne Legacy funds are being used in the most effective way. Response by Legatee J.E. Chancellor, Chairman of the Residences Review Sub-Committee dated 30th August 1972 to the letters from Legatee Carter (Cat.No. 01685), and addressed to the Chairman of Junior Legacy Club, with copies to the recipients of Legatee Carter's letters. In his detailed response, Legatee Chancellor refutes Legatee Carter's claims with detailed reasons and explanations. Report presented by the Steering Committee to the Board of Management dated 18 March 1975 with their recommendations for the future of Blamey House, Harelands and Stanhope. The Committee was chaired by Legatee A. Quayle and composed of Legatees J. Chancellor, H. Berg, H. Rodgers and E. Trebilcock. They noted that occupancy rates were falling (Appendix 'A') and it would not be economically viable to renovate the buildings. They recommended that: Harelands should be sold and Blamey House redeveloped for widows' accommodation, and that Stanhope should be modified for co-ed accommodation. Minutes of the meeting held on 3rd February 1975. Having ascertained that there was no State Government subsidy available for children's homes they reported that the proposed development of Blamey House was not viable and suggested two alternatives: moving children over 16 years of age into auxiliary accommodation, and selling Harelands and Blamey House whilst using Stanhope for co-ed accommodation. Minutes of the meeting held on 28th February 1975 which updated the information in Cat. No. 01693. Red Cross, which owned Stanhope and leased it to Melbourne Legacy, had been approached to consider Legacy's request to modify the residence. The numbers of children 16 years and under had averaged 35-40 with 26 currently in residence. The Committee now proposed that Harelands should be sold and Stanhope should become co-ed and modified to accommodate 40 children. Chairman Legatee Quayle undertook to ring other Committee members for their approval to pass these recommendations to the Junior Legacy Club.
