This political cartoon depicts a black and white drawing; “General Depression”, a large ugly man wearing a German pike helmut, representing the Great Depression which Australians suffered from 1929 through the 1930s with a period of high unemployment, poverty, low profits, deflation, plunging incomes, and lost opportunities for economic growth and personal advancement. This figure overshadows a small man, representing Prime Minster James Scullin with a suitcase labelled “Jim S, London to Australia”. This is a reference to the PM’s decision to travel to London to seek an emergency loan and to attend the Imperial Conference (a meeting of Prime Ministers of the British Empire) He is holding a sling shot. The image has a “David and Goliath theme” denoting Australia as the underdog, a contest where a smaller, weaker opponent faces a much bigger, stronger adversary. The artist Percy Leason (1889 - 1959) was a painter and cartoonist renowned for his depictions of Australian society in the 1920s and 1930s. He lived in Eltham at his property 'Landscape' which he built in New Street (present day Lavender Park Road) from about 1924 to 1938 when he moved to the USA. In 1931 his cartoons were published in the Melbourne magazine “Table Talk” (although it cannot be confirmed that this one was). The original source of this image for the SEPP collection was the Publisher Thomas Nelson based in Melbourne. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' View looking south along Main Road, Eltham from near present day Luck Street. On the immediate right is a fence with the words “Hot Water” painted on it followed by William J Capewell’s butcher shop, then the slaughter yard and saleyards with the entrance access to the railway station. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. The large weatherboard building on the corner (opposite present-day Arthur Street) with signs for Summer Drinks and Hot Water painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. In the distance approximately mid-way between the Butcher shop and the Bakery are the tops of what appears to be two cypress trees, which could well be the trees in front of the Shillinglaw Cottage facing Main Road. On the eastern (left) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. [article by Bettina Woodburn in EDHS Newsletter No. 105, November 1995:] EXPLORING THE UPPER YARRA - We enjoyed the Spring Excursion, this year "Exploring the Upper Yarra" - in spite of the constant rain and the countryside under the cloud cover, especially in the valleys, being mainly shiny shades of green. The occasional fields of buttercups, clumps of arum lilies and splendid rhododendron and other flowering bushes became very special. The Cobb and Co coach was warm and a cosy retreat as we zig-zagged on the highways and byways to glimpse the Yarra River, upstream and down, its secret places, and particularly the many bridges. Russell excelled as 'Poet Laureate', reading from Dacre Smyth's book. This 1979 publication includes paintings of all the bridges along the river with poems and brief descriptions of each one. Some of the bridges are in out-of-the-way places and are not very well known. We looked forward to hearing the poetry as much as seeing the 'constructions'… Big Pat (was he short or tall, lean or fat? - he did win the £200 reward for discovering gold and had the creek named after him), about the 'Eddies'?, and the disliked 'meccano' bridge in Warburton, etc. etc. The hot roast lunch in the old Reefton Hotel was also most welcome. It was easy to imagine it peopled by miners and early settlers. Starting by crossing the new (1974) concrete bridge at Warrandyte we headed through Wonga Park with views to the Christmas Hills and to the escarpment of the Yering Gorge, which causes flood waters to back up through the Yarra Glen plain, so avoiding disasters downstream. At the end of a long driveway we found the wooden, privately owned Henley Bridge (1935 after the 1934 floods). This facilitates access to different parts of Henley Farm and to Lilydale. Everard Park, named after Blanche Shallard's father, a State Member for 17 years, below the Highway Yarra crossing was in need of care. It is 10 miles from Yarra Glen by road but, as "Yarra Marra” canoeists well know, 32 winding miles down by water. After more delightful countryside scenes we joined the Warburton Highway at Woori Yallock. From the old Railway Station at Launching Place the Centennial Trail for walkers, cyclists and horse riders has replaced the rails. The line from Lilydale was opened in 1901, and the last diesel freight train ran to Warburton in 1965. It continued to rain as we had morning tea in Warburton in a shelter between footbridges. From here we continued upstream past the Bridge to O'Shannassy Lodge and Reservoir, Starvation Creek, and the Peninsular tunnel (miners dug it as at Pound Bend) which we visited (scrambling down those steps!) on our return after lunch. Our furthermost point was the Upper Yarra Dam Reserve (and vast catchment area). Finished in 1957 after ten years' work and 100 years after Yan Yean, it supplies much of Melbourne's water. After crossing the 30m Launching Place Bridge to the Eltham side of the Yarra and Healesville, we saw in the distance the Yarra Glen Timber Trestle Bridge over the river flats "the longest for years in the land it was said!" Harry's dream of "better weather over the Divide" unfortunately didn't come true, but I'm sure we 36 members will retain happy memories of a day that was wet and green and filled with Bridges. Situated on the Yarra River, 5.5 kms south of Christmas Hills on private property. This timber trestle bridge is said to have been built some time after 1907 by Melbourne master-builder, David Mitchell (the father of Dame Nellie Melba), to connect his two "Henley Farm" properties with Lilydale. In earlier days, when the McPhersons owned the property, their children used a punt to cross the river to attend Yering Primary School. It was originally set up to prevent bird egg collecting and to educate for the protection of Australian birds. Gould League members were recruited via schools and received membership certificates and badges. Members were encouraged to enter competitions in bird mimicry, write stories and poems and attend 'bird-day concerts'. This certificate belonged to Patricia Legge. Ruth Scott, daughter of Herbert Scott and Bertha (nee Coverdale), married David Legge. Patricia Dawn Legge and Kevin David Legge are Ruth and David's children. The Gould League has made a significant impact on generations of Australians and their environmental attitudes. Being a Gould league member as a child in primary school gave children the opportunity to belong to a group that was learning about and protecting native bushland and its wildlife. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. In 1860 Smeaton residents appealed for funds to establish a school. Patrick Curtain, and his co-workers raised more than £150 plus a land grant (Allot A, Sect 2, Township of Smeaton). Head Teacher John Forbes, with assistant Zillah North, opened a timber school building which measured 36ftx18ft (11.0x5.5m) on 1 September 1861 with 44 children. Rising enrolment to 65 in 1868 made building alterations necessary. During 1870-1 a residence of four rooms was supplied and in October 1882 a 20ftx18ft (6.1x5.5m) classroom. In 1907 a new brick building accommodated 122 children. Among notable ex-pupils are Major-General Bridgeford, Frank Wright ( Musical Director of the London County Council), Alex Wright, (AKA singer Andre Navarre), and Les Brooks. (Visions and Realisations). Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. He was the youngest of eleven children. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was appointed in 1934 as the Musical Director of the London County Council (the GLC or Greater London Council), where he organized many amazing concerts in most of the 150 parks, in and around the London district. He was also responsible for some of London’s major concerts at Kenwood, the Crystal Palace and Holland Park. He was made Professor of Brass and Military Band Scoring and Conducting and was a Fellow of the Guildhall School of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Frank was awarded an M.B.E. in 1967 and he died in November 1970. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Cream printed certificate with hand written additions.Handwritten additions in caps: This is to Certify that FRANK J.H. The Ballarat Technology Park is associated with Federation University Australia. The first stage commenced on 03 August 1989 when the first sod was turned by Hon, David White, Minister for Industry, Technology and Resources. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me.
