The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level. The Murray Region Hydroelectric Power Stations are two of seven hydro power stations, located near Khancoban in NSW. The two power stations are part of the Snowy Mountains Hydro-electricity Scheme, which is an extensive hydroelectricity and irrigation complex constructed in south-east Australia between 1949 and 1974 and now run by Snowy Hydro. Although both power stations are located in NSW, since 1 July 2008 all power generated has been allocated to the Victorian region of the National Electricity Market. Wallace's hut was built in 1889 and is probably the oldest surviving hut on the high plains of north-east Victoria. It was built in six weeks by Irish immigrant brothers Arthur, William and Stewart Wallace among old snow gums on a grassy plain above the snowline. The brothers held grazing leases on the High Plains and the hut was built to provide shelter for the cattlemen working there. It is probably the oldest hut on the Victorian high plains. The townships of Mount Beauty and Bogong Village were constructed by the Victorian State Electricity Utility Commission (SEC) from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people. Although the towns were built as temporary accommodation for the workers and their families, many stayed and even retired there after the scheme had finished. The Bright Council, now the Alpine Shire took over the control of the township in 1960 and today Mount Beauty is one of the most complete company towns in Victoria.The SECV provided several standard designs for the housing of workers and management in Mt Beauty. At the completion of the scheme the housing was retained and Mount Beauty now exists as one of the best examples of a company town in Victoria.There are many examples of the original houses remaining around the town. The Land Conservation Council was established by the Land Conservation Act 1970. It makes recommendations to the Minister for Conservation with respect to the use of public land. Submissions (1538) on the future use of public land were received & included those representing a wide cross-section of the community. Roper's Hut was built in 1939 and was burnt down in 2003. It was rebuilt in 2008 and is situated on the Bogong High Plains on Duane Spur (where Duane's hut had been before it too was destroyed by (1939) bushfires, between Mt Nelse and Big River. The original hut was used as a shelter for cattlemen who grazed their cattle on the High Plains during summer. The Victorian High Country Huts Association Inc. members and friends helped rebuild the hut which is now used as an emergency shelter for visitors to the High Plains.The memorabilia is significant as the items belonged to the Roper family who were one of the original settlers of the Kiewa Valley and one of the original families who drove their cattle up to the Bogong High Plains. The burnt plaque and forks and the rebuilding of the huts (Duane's & Roper's) are significant as bush fires are a constant threat to the Bogong High Plains destroying large areas at a time.1. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. The State Electricity Commission of Victoria supplied First Aid Kits to its employees and 'ran' an ambulance during the construction of the Kiewa Hydro Electric Scheme (KHES). The KHES was constructed at the upper end of the Kiewa Valley in the Victorian mountains on the Bogong High Plains. This area is remote with difficult terrain requiring people working and enjoying recreational activities to carry a first aid kit in case of emergency. This First Aid kit is light and portable enabling the user to 'fix' minor injuries and wait for access to medical assistance.This portable first aid kit was owned by a local Mt Beauty resident, Allan S. Clarke who was a long term staff employee for the State Electricity Commission of Victoria.First Aid Outfit (Kit), No.20 by "Sanax". Yellow plastic covered cardboard box with lid fastened by a metal swivel clasp. Complete with unused original contents displayed on two levels. On the top level - Absorbent lint in clear plastic bag; roll of Johnson's Cotton Wool in soft plastic; Plastic container of Sanax Aspirin tablets; glass bottle with brown plastic lid of Calamine Lotion; and steel scissors, safety pins and tweezers in small clear plastic bag. Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort. With the onset of WWII, the Victorian State Emergency Council of Defence printed this book for the volunteers who kept watch for enemy aeroplanes flying in the skies during the day and night. For success, training was necessary.During WWII the SECV township of Bogong had an Air Observer's Hut used to monitor the skies overhead for enemy planes. Men and women working on the Kiewa Hydro Electric Scheme volunteered to be rostered on duty. This book is a sixth grade reader which all Victorian students would have read during the 1940's. The book is made up of poems and stories, some which are still known and told today. Some pages have drawings that relate to the story of poems. This is historically significant due to showing what children read during the 1940's in schools across Victoria. Also it is a good comparison to what grade six children read now. Therefore it has good interpretation value and would be good in local school exhibitions. The names on the book indicate that this book came from a local famil, the Johnson and was read to two children of that family which gives this good social history. Some of the pages have had their pictured colored in by the student and words that have been underlined. These could have been harder words for the students to learn and seem advanced for grade six children to read. This book was used by Victorian schools for the education of students and was bought at Halls Book Store, 371 Bourke St., Melbourne. The Davies family, farmers in the Kiewa Valley, used this book at the Mt Beauty Secondary College. Historical: In the 1950s the Victorian Education Department supplied the text books for Government schools.
