The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. The following is taken from Hansard at the announcement of the awards in 1988 That the Senate- (a) congratulates the Mayor, Councillors, the Premier Town Committee, and the people of the City of Warrnambool, Victoria, for their achievement, on Saturday, 20 November 1988, in taking out the Victorian `Premier Town Award' for an unprecedented third time; (b) congratulates the business people of Warrnambool for their efforts in helping the city to win the Victorian Industrial and Commercial Development Award, including a special award for coastline preservation and studies This album is significant in that it documents an important award to the City of Warrnambool. Financial record - Ledger: Warrnambool Water works Trust, Circa 1900
This ledger contains entries which relate to waterworks and associated expenses: construction, pumping schemes, water from stand pipes, meter rent arrears, interest payments, pumping scheme. Early residents in Warrnambool relied on tanks and wells for their water supply and in 1880 the first water supply scheme was implemented from a well on Cannon Hill. Using a windmill the water was pumped up and stored in a small reservoir nearby then piped to the corner of Timor and Liebig Streets where a stand pipe allowed the filling of water carts. Similar supplies were also installed at Albert Park, the Botanic Gardens and the Cattle markets and from 1893 to 1939 water was drawn from the Merri River. Drainage works commenced with the building of the Japan Street tunnel in 1856. The Warrnambool Waterworks Trust was the body responsible for administering these works.The supply and storage of fresh water and drainage of the area was an important factor in the development and sustainability of the town. This book is a report on the development of the city of Warrnambool in 1960. The seven sections it covers are, 1 Town Planning and beautification 2 Culture and Education 3 Town promotion and tourism 4 Recreation and youth work 5 Industrial development 6 Town Development 7 Community organization. There is a very comprehensive study on each of the sections. The population at this time was 15697. This report has social, historical and research significance. It is a comprehensive study of the city as it was in 1960, listing clubs, organisations schools and sporting clubs. It provides information on any development such as the Olympic pool and St Pius X1 school in West Warrnambool and the building of the Pontings store on the Lava St corner. It relates facets of our history which have changed dramatically in the last 60 years with the report on Peter Hand’s tobacconist having 3 vehicles covering the district travelling 4700 miles a month selling cigarettes. It provides statistical evidence for organisations such as Australia Post, train and freight services and the hospitals.Large yellow soft card cover with spiral binding. Brass Plate, Chamber of Commerce 1933, 1933
This plaque has been attached to a Warrnambool installation in 1933. It is not known to which site this refers but it may have been the Warrnambool Information Pavilion which was erected outside the old Warrnambool City Council Chambers. There have been many Warrnambool Chambers of Commerce over the years. These were established by Warrnambool businessmen and women to promote the interests of the town/city and to encourage the development of local industry and the tourism trade. This plaque is of great local interest but unfortunately does not have a clear provenance.This is a small brass plaque. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. The dam is built while the river flows through the diversion tunnel.Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. During the 1950's, Mt Beauty's population was rapidly increasing due to the post war baby boom and because there was a young workforce moving into the area due to the opportunity available for work on the construction of the Kiewa Hydro Electric Scheme. Maternal Infant Welfare Centre Sisters conducted regular check-ups on babies to ensure they were feeding well, gaining weight and reaching appropriate milestones for their age.Infants and young children in the Kiewa Valley area continue to be monitored by the Maternal Health Nurses to ensure their healthy development. Photographs – Skippy St Elmo and other skiers – Set of 8 black and white photographs
Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. Skippy and Toni St Elmo were honoured at the Alpine Village at Falls Creek on November 17 2006, with the spreading of their ashes at the place which played such an important part in both their lives.Set of 8 black and white photographs of Skippy St Elmo and other skiers 1. Postcards were available at tourist destinations to promote the resort by enabling visitors to write to friends and family.The Kiewa Hydro Electric Scheme hastened the development of Falls Creek as a popular destination for skiers. Roads, buildings including accommodation & chalets, ski clubs, snow vehicles, ski tows etc enabled visitors to live and ski in the snow. Report - Alpine Study Area Volume 2 Maps, Land Conservation Council, 1970s
The Victorian Environmental Assessment Council and the former Environment Conservation Council (ECC) and Land Conservation Council (LCC) have completed 36 land use investigations over more than 35 years, including 27 regional reviews. They provide a framework for use of Public Land in Victoria. The Land Conservation Council was established by the Land Conservation Act 1970.These maps provide an assessment of the Alpine area at the time the maps were created. Some of the topics eg. Rainfall and water resources may change over the years thus providing a comparative analysis. The construction of Clover Power Station was commenced in October 1942 and the power station building was completed in May, 1943. The first machine was placed in service August, 1944 and the second machine in May, 1945. The water discharges directly into Clover Dam and re-used in West Kiewa Station. Clover Dam - stripping of foundation area commenced in January 1948 but the final concrete pour was not until 14th August, 1954.Pictorial history of the early construction undertaken in the building of the Kiewa Hydro Electric Scheme. Papers - Falls Creek Tourist Area Management Committee, August 1984
Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort. K2,3 and4 are of the Kiewa River and two of the bridges spanning the river along the valley. K3 and K4 would have been taken in the 1880's and show the type of trees and plant growth along the river prior to land clearing for farming. K5 is of the Running Creek Cricket Team and therefore there was sufficient population in the area to form and maintain a team as well as have other teams in the relatively near vicinity to provide competition. Note the horse drawn cart which provided transport. Date taken is unknown but possibly c 1910. The Mt. Buffalo Chalet was built in 1910 by the Victorian Government. It was Australia's first ski resort and has served generations of skiiers, hikers and families over the years. It was built for 3195 pounds and has had stories and wings added since and is the largest timber building in Australia. B4 is the earliest photo in this group as the garden is in early stages of development - the other photos show the growth of the shrubs and would be taken about c 1920. Note the cars and motor bikes. It closed in 2006. The other photos are of general interest only but interesting to see that there were donkey's grazing. There is no information as to their purpose on Mt. Buffalo. Four different Kiewa Valley families are represented in the photographs. Their descendants still live in the Valley and carry on the traditions of beef and dairy farming. Of particular interest is the photo of Miss Marjorie Clemence, the first School Teacher of Upper Gundowring School. Gundowring pastoral run was taken up in 1838 and occupied by framers in the 1860's. The area was known as Gundowring and Upper Gundowring. The Gundowring School was opened in 1871 and most likely the Upper Gundowring school would be built at the same time. It was School No. 2733 and situated in Boyd Road. It closed in 1953 when the Kiewa Consolidated School opened. The newspaper page describes the activities in which the local community of Kergunyah were in engaged in that period - Red Cross, Fire Brigade, cattle round up and some of the identities involved. The article photocopied from the Yackandandah times states that he (Norman Coad) "was sent to the Ovens District Hospital, Beechworth for treatment" which would mean that this was the closest hospital to the Kiewa Valley for emergencies in 1912.The Kiewa Valley photographs are of social significance showing two of the early bridges allowing the community easy access to both sides of the river and also the tree and plant growth before land clearing for farming. The photos of Mt. Buffalo Chalet have social, architectural and historical significance. the Chalet has been used by skiers, bush walkers and day trippers since its completion in 1910 and its closure in 2006. It is listed in the Victorian Heritage Register. The family photographs are of social and historical significance as they are of early farming families in the Kiewa Valley and also depict the dress, of both men and women) in the late 1880's. The write up in the Weekly Times has social significance as it depicts the social and farming activities and photos of the local residents from around that area. The article from the Yackandandah Times is of a personal nature with concern for the individual involved. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. Mt Beauty has always been a tourist destination especially with its proximity to the ski fields at Falls Creek.This folder contains many early photos of Mt Beauty showing the construction town during its development during the Kiewa Hydro Electric Scheme and its early days of tourism. Functional object - Hospital window, Ernie Harris, Warrnambool builder, 1938
This window was removed from the Marcus Saltau House building in the Warrnambool and District Base Hospital when the building was demolished in 2009. Marcus Saltau House was erected in 1938 to provide for intermediate, private and midwifery patients. The builder was Ernie Harris of Warrnambool. The building commemorated the work of Marcus Saltau who was on the Warrnambool Hospital committee for over forty years and the President of that committee for thirty years. Marcus Saltau (1869-1945) was a Warrnambool produce merchant and politician involved in many Warrnambool ventures, including the establishment and development of the Warrnambool Woollen Mill and the Nestles Milk Factory at Dennington. The Jean Buick Saltau Maternity Ward at the Warrnambool Hospital was established by Marcus Saltau in 1928 in memory of his first wife. Cuttlery, George Rolfe, Mid to late 19th century
In 1854 in Melbourne George Rolfe Senior established an import business dealing in groceries, wines and spirits and tea. His son George, born in England, took over the business of Rolfe and Co in 1871. A keen sportsman, George Rolfe’s love of fishing led him to take frequent holidays in Warrnambool. He began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the 1880s Rolfe owned 50 acres in the Hopkins River area and named the property, Lyndoch. He built stables, chaff and bone sheds, a jetty, a boatshed, a water well, a windmill, a reservoir and extensive gardens. He also bought the nearby properties of Shipley and Fairy Hill, establishing a stud farm and breeding cattle. In 1891 he married Jane Ann Lake, the widow of his property manager, and when he died in 1919 his step-daughters, Florence and Annie Lake, inherited Lyndoch. The property was sold and became an aged care facility in 1952. The cutlery items were in use in the building erected by Florence Lake in 1920 and known today as Lyndoch but the ‘R’ monogram on the items suggest that they belonged to George Rolfe or even his father before him.These cutlery items are of considerable importance as mementoes of George Rolfe and his family. They were prominent in Warrnambool’s history in the late 19th and early 20th centuries with the establishment and development of the property, Lyndoch, near the mouth of the Hopkins River. These are 17 pieces from a silver cutlery set that belonged to the Rolfe family (one tablespoon, six large forks, five smaller forks, four small spoons and one mustard spoon.) All the pieces of cutlery have a monogrammed ‘R’ at the end of the handles. Twelve of the items are tarnished and one small spoon is very worn. These mugs are souvenirs of the Warrnambool Woollen Mill. They were either sold as souvenirs or given to clients of the mill. The Warrnambool Woollen Mill in South Warrnambool was opened in 1910 with the first manager being John Bennett, an Englishman who recruited skilled weavers and bought mill equipment from his home country. At the height of production the mill was employing up to 700 people. In 1958 the mill became the first in Australia to manufacture electric blankets. In 1968 the mill was sold to the Dunlop company and in the ensuing years various companies owned the plant. In the year 2000 the mill was closed and the equipment was sold. The buildings were sold to a private developer and the first residents moved into the new housing estate in 2009. These mugs are of interest as mementoes of the Warrnambool Woollen Mill, a key industry in the development of Warrnambool and one that operated for 90 years. .1 This is an insulated plastic mug with a mottled orange-coloured body and a white rim on the top opening and a white handle. On the side of the mug is a printed name with gold lettering on a brown background. The water tower on the corner of Pakenham St and High Street Echuca, was designed by Sir John Monash, who was an innovator in the use of reinforced concrete. The tower cost £2,973 and was completed in 1915. It is 108 feet high and holds 150,000 gallons. it was originally connected to the steam powered pumping plant at Echuca East. John Monash was a war hero at Gallipoli in 1915 and also went on to be the Manager of the Victorian State Electricity Commission. Monash University was named after him.The water tower was a revolutionary design in 1915. It also brought tapped water to people's homes. Sir John Monash made a huge contribution to engineering and social concepts, which was why he was knighted. Relates to a series of 5 photos:P000094-P000098 of the front of the Bridge Hotel on the corner of Murray esplanade and Hopwood gardens. These photos, taken about 1976, were before the Port Restoration Scheme renovated the hotel. The Bridge Hotel was built by Henry Hopwood in 1858. This and the Bond Store were Echuca's first 2 brick buildings. Named from Hopwood's nearby pontoon bridge. The building was bought be The Council in 1970. Restored and reopened in 1975.The Bridge Hotel is an important part of Echuca's settlement and development. It was originally built by Henry Hopwood, the European founder of Echuca, in 1859. Hopwood built the hotel to provide accommodation to people using his punts across the Campaspe and Murray rivers that area central to the landscape of the Port. The hotel was situated on the land between both rivers and punts and provided for a variety of levels of accommodation from grand rooms to very basic rooms. At the time of the photos the hotel was 120 years old and became an important part of the Port of Echuca tourism. Badges, A.W.Patrick, Lyndoch, 1950s
These badges were produced in the 1950s to raise funds for the Lyndoch Old Folks Home in Warrnambool. This aged care facility at the mouth of the Hopkins River was opened in 1952 when the property known as Lyndoch was purchased. Lyndoch had been established in the 1880s by the Melbourne businessman George Rolfe who bought up a considerable amount of land in the Warrnambool district in the late 19th century. After George Rolfe died his step-daughter, Florence Lake built the bungalow known as Lyndoch and this building was the basis for the development of the property into an aged care facility. Today the facility has been considerably expanded and is known as Lyndoch Living. These badges are retained as mementoes of the type of fund-raising ventures conducted in the 1950s to raise funds for local charities in Warrnambool – in this case ‘Lyndoch’ Old Folks Home..1 A metal badge with green lettering on a cream-coloured background. The rusted back has a metal clip and the name of the maker is printed around the edge of the badge. .2 As above except that the lettering is very faded and the clip at the back does not work. Remains of the old Warrandyte Dairy — Originally constructed to store milk for delivery from Mapleoak Dairies, delivered by the Bellinger family, up until the early 1970s. The Warrandyte Dairy closed in 1987 before the land and building was purchased by Melbourne Water in 1988 to reduce flood risk to the community and preserve riverside land from development on the site which sits on the Yarra River flood plain. EDENDALE FARM Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board
