Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. The pennant was part of the collection owned by Helen Veitch when she was a student at the Ballarat Teachers' College in 1948. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This white Toyota Corolla is one of the fleet of cars driven by Royal District Nursing Service (RDNS) Sisters to visit patients in the community to administer nursing care. 1985 was the centenary of the founding of the Melbourne District Nursing Society; founded in 1885; the Society was given Royal patronage in 1966 and became the Royal District Nursing Service. The Coat of Arms shown on the car was granted by the College of Arms in London in 1970. Royal District Nursing Service (RDNS) has had various modes of transport over the last 130 plus years. At first, from 1885 as Melbourne District Nursing Society (MDNS), their Trained nurses (Nurses) walked the streets and lane ways amid the slums of central Melbourne. As the Society expanded public transport was used, and bicycles were bought by the Society in 1903 and used in inner areas until 1945. During the Spanish flu epidemic, in 1919, MDNS appealed for assistance to procure Motor vehicles so the Nurses could visit an influx of cases. Through trusts, grants and donations four 'Ford T Model' cars were procured which enabled the Nurses to triple their visits. Through constant use the cars were in such a poor state two were sold in 1922 and the others later. In 1922-23 three Peugeot cars were purchased and a woman Chauffeur, 'Miss Sword', was employed who lived in the Home and was also in charge of the garage. MDNS was expanding and a Motor Auxiliary was formed in 1929 to take the Trained nurses (Sisters) to patients, and some Sisters used their own cars; even a motorcycle was used by one Sister in 1933. All these forms of transport were intermingled and in the early 1950s, and now as Melbourne District Nursing Service, seven Ford Prefect cars were bought followed by twelve Ford Anglia cars 1955. Having received Royal patronage; the now Royal District Nursing Service (RDNS) had its own fleet of Holden vehicles by the mid 1960s and the Motor Auxiliary ceased operating in 1971 as by then all staff employed were required to have a driving licence. Seat-belts had been introduced to Victoria in 1959 and District fitted them to their cars from 1962, even though they did not become compulsory until 1970. The Holden vehicles were replaced with grey Holden Torana vehicles. After several years the fleet was changed to white Toyota Corolla vehicles. The Melways Directory of maps was introduced in 1966, which was a boon to the Sisters, though it was a few years before it went beyond Seville, so a large paper map was used by the Sisters visiting patients in the areas passed Seville. By 2009 there were 598 cars in the fleet and the Sisters travelled 9 million 200,000 kilometres – this is equivalent to 12 trips to the moon and back. In 1949 Mrs. D. (Elsa) Hallenstein was elected as a member of the Committee of Management of the Melbourne District Nursing Society (MDNS) and After-Care Hospital, and In 1951 was elected as a member of the Committee of Management, and appointed to the Board of Directors of the Nursing Service Division, of MDNS and After-Care. In 1957 when the Society and After-Care Hospital separated, Mrs. Hallenstein was on the first Committee of Management of the now Melbourne District Nursing Service whose Headquarters was located at 452 St. Kilda Road, Melbourne. In 1962 she was elected as a Vice-President and in 1964 as senior Vice-president of MDNS until 1967 when she became President of the Committee of Management of the now renamed Royal District Nursing Service (RDNS), a role she held until 1974. This medal was struck to commemorate the 50th anniversary of the founding of the Royal College of Obstetricians and Gynaecologists (RCOG) in London in 1929. The RCOG was founded by William Blair-Bell, who is said to have been largely responsible for the design of the College coat of arms and gowns, and to have contributed to the motto "Super Ardua". One of four carvers' chairs supplied by Old Collegians Association in 1925 for the newly erected Memorial Hall. In the 1970s these chairs were in use at the end of each table in MacFarland Dining Hall. Student chairs were similar shape but without crest or arms. Significant example of the generosity and involvement of the Old Collegians towards the establishment of the school post World War 1. Roy Kyle (1916), fought in the battle of Lone Pine. One of the last to leave Gallipoli, Roy Kyle served in Egypt and later and the Somme where he was wounded in the head, arms and back. These chairs originate from St Andrews Kirk, Ballarat, c1870s. The Rev William Henderson, Presbyterian Minister of Ballarat (1857 - 1886), founded Ballarat College in 1864. The chairs were is use in St Andrews Kirk during his tenure. At this time Ballarat College was situated in the grounds of St Andrews Kirk and remained there until 1912. In 1995 a plaque to this effect was erected in the grounds of St Andrews Kirk, and unveiled by Old Collegian and school Council member, Kenneth D Baird. This badge was used by Hester Clara Darby, teacher at the Ballarat School of Mines. Hester joined the staff of SMB as an assistant to senior Commercial classes in April 1916. On 01 February 1921 she was appointed a lecturer in Commercial Correspondence and Office Routine. She taught the 'Touch' Method of typing, Commercial Correspondence, Shorthand and Office Routine. Tertiary education at Ballarat began with the establishment of the School of Mines in 1870, making it Australia's third oldest tertiary institution. Classes began in surveying, mathematics, chemistry and a decade later they included metallurgy, assaying and geology. The technical division provided such programs as wool classing, plumbing and bricklaying. In 1967, it was split into three separate institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. Then in 1976 the Ballarat Institute of Advanced Education became into Ballarat College of Advanced Education. The Ballarat School of Industries and Ballarat Technical School became the School of Mines and Industries, Ballarat (SMB). In 1998, the Ballarat School of Mines and Industries and the Horsham-based Wimmera Institute of TAFE merged with the University of Ballarat. Graham Willey was a School of Mines Ballarat student from 1953-55. He was awarded the 1955 Honour Blazer. The School of Mines was established in 1870 in Ballarat, making it Australia's third oldest tertiary institution. Redmond Barry was its first president, and he was involved in the creation of university degree level courses for the school. The School of Mines was divided into a tertiary division and a technical division. The tertiary division provided higher education courses such as mining engineering, geology, education and business studies, while the technical division provided such programs as wool classing, plumbing and bricklaying.It remained in that form until the 1967 when it was split into three institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. They remained three entities until 1976. Ballarat Institute of Advanced Education merged into Ballarat College of Advanced Education. The Ballarat School of Industries and Ballarat Technical School merged into the School of Mines and Industries, Ballarat (SMB) in 1976. Several entities merged or had arrangements with SMB. In 1994, a memo of understanding (MOU) was signed between SMB and the Ararat Technical School, which was founded in 1969. Then, in 1998, SMB and the Horsham-based Wimmera Institute of TAFE (1984), dating back to 1882, merged into the University of Ballarat to create a larger University.This three quarter lined, 3 buttoned, bottle green woolen blazer is edged in black twill piping and has a SMB badge on pocket "XVII ATH.
