Thought to have originated in Austria in 1869, postcards first gained popularity in Australia in the 1890s.They were used to send short messages to friends and family. This collection was generated by Mary Emma Elliot of Talgarno. Talgarno is a rural locality in Victoria, Australia, situated on the southern shoreline of Lake Hume, about 23 km east of Albury-Wodonga. The collection contains postcards from across the world. Mary Emma Sibley was born in Ironbark, Bendigo in 1859. She married James Elliot in 1893 and they settled at “Kelso”, Talgarno. They had two children – Mona and Sibley. Mary Emma Elliot died in Melbourne in 1944, aged 84 years. This image shows Bethanga Bridge, which was constructed between 1927 and 1930 in Albury, NSW. The bridge was a necessity due to the building of the Hume Dam (Wier), 1919-1936. Bethanga Bridge is a long, nine-span, riveted-steel, variable depth, Pratt Truss road bridge of nine principal spans of 82 metres and a total length of 752 metres over the flooded valley of the Murray River, now part of Hume Reservoir. Because of its unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga bridge is the only built structure shared by both New South Wales and Victoria. It was built 1.6 kilometres upstream of the dam and in 1961 was raised 300mm, with a concrete deck replacing the original wooden deck. The State Rivers and Water Supply Commission of Victoria and the New South Wales Department of Public Works were responsible for the construction works for the Hume Weir under the River Murray Waters Agreement. It is apparent that a similar joint arrangement was made for the construction of the Bethanga Bridge as part of the Hume Weir works.This photograph of the Bethanga Bridge is of historical significance as it showcases the architectural skills of Percy Allen and Vincent Packer. Taken during the construction of the Bethanga Bridge (1927-1930), this sepia photograph shows a view of the incomplete bridge taken from inside the structure and looking down the span of the bridge from where the photographer stands. The photograph depicts an incomplete deck, with loose-looking wooden planks/panels lain along the centre in groups of three. Once complete, the original decking of the bridge was made of timber before being replaced by cement in 1961 (Victorian Heritage Database).Bethanga Bridge is of historical significance to the Indigo Shire for its associations with the construction of Hume Dam, its associations with the River Murray Waters Agreement and the River Murray Commission, and illustration of the needs and influence of the farming communities along the river in this area - particularly in relation to the building of the Weir. Archaeological surveys were completed by Austral Archaeology, which was done when the Department of Land & Water Conservation was doing work to improve Hume Dam. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. The machinery in this photo shows a Tournapull C earth moving machine, one of many during this period Circa 1950 - 1960s when hydro electricity powered turbines were being constructed in both the Victoria and New South Wales Alps. This was Australia's answer to a non polluting supply of electricity for a fast growing city population. It was at this time that air pollution from coal powered furnaces was becoming more and more under attack by health authorities.This item is part of a visual account of the construction of dams and hydro electricity facilities during the early 1950s. It was the beginning of the environmental push not to allow the degrading of Australian Alpine regions. Air pollution of the major cities and the increase in power demands of both industries and population within them required an alternative pollution free alternative electricity supply. These for runners of Hydro electricity generators required both large supplies of machinery and human resources. This construction phase within the region brought not only tradesmen but also unskilled workers to an area which had mainly had farming and mining activities. ' The history of the inception of the River Murray Waters Agreement under the terms of which the Hume Reservoir is being constructed, the purposes of the work, its correlation to the other works on the Murray and the methods of construction are all outlined in the attached article entitled “The River Murray Waters Scheme, the Nile of Australia”, by Mr H.H. Dare, M.E., M.Inst.C.E., Commissioner, Water Conservation and Irrigation, and the New South Wales Representative on the River Murray Commission. The article was published in 1925 and some alterations brought about by the efflux of time are necessary. As far as personnel is concerned, the death of Mr J.S. Dethridge, M.Inst.C.E., removed a very able engineer from the councils of the Commission. His place as Representative of Victoria has been taken by Mr R. Horsfield. It is also to be regretted that ill-health has caused the retirement of Mr E.M. de Burgh, M.Inst.C.E., the eminent Chief Engineer for New South Wales, who, with Mr Dethridge, was largely responsible for the Agreement cemented by the River Murray Waters Acts and, inter alia, for the design of the Hume Dam. The following summary of the progress of work on the Locks might be substituted for the latter part of Mr Dare’s paragraph. Up to the present time six locks and weirs have been completed, the highest in the series being at Torrumberry and the lowest at Blanchetown. Locks No.26 at Torrumberry and No.11 at Mildura were built by Victoria and are in use. A lock and weir (No.10) is in progress at Wentworth, and the necessary camp arrangements, purchase of plant, etc., have been undertaken in connection with lock and weir No.15 at Euston, both under the direction of New South Wales. In the description of the Hume Dam the following emendations have to be made. The total length will be 5,300 feet of which 4,258 feet will consist of an earthen embankment. The maximum depth of water conserved will be 24 feet more than originally intended with an additional allowance of 9 feet for surcharge, the total capacity will be 2,000,000 acre feet, the water surface at full supply level 44,000 acres, and provision is being made for a flood discharge of 182,000 cusecs. For handy reference, the main dimensions and figures and comparisons with other dams throughout the world are given in a tabulated statement attached. The Hume Reservoir will be the largest in the British Empire. Photographs showing the work at various stages of construction are appended. Starting from the New South Wales and there will be an earthen embankment 430 feet 6 inches long which is retained by the North Wing Wall. Then come the sluice section 284 feet 3 inches long, the spillway 720 feet long and the South Wing Wall, making a total length of 1,042 feet 6 inches of concrete wall. Beyond the South Wing Wall is earth embankment again to a length of 3,827 feet. The Full Supply Level is R.L.626.00 and allowance has been made for a surcharge of 9 feet. A road will run along the top of the dam at R.L.642.00. The sluice section contains seven offlets, the three nearest the north wing wall being 13 feet in diameter for hydro-electric purposes and the other four 9 feet in diameter for regulation purposes only. There are to be stony sluice gates on the upstream ends of the outlets and needle valves on the downstream ends. The shock of the discharged water will be taken by a stilling pool. Trash racks will protect the intake ends of the outlets. Next comes the spillway section, which is curved on the downstream face, and carried up to within 15 feet of the full supply level. Above that will be a series of piers between which will be the flood gates and on top of which the roadway will be carried. The gates will be 20 feet wide and 15 feet high and will be 29 in number. They will slide down the face of the wall when opened for the escape of the water. The investigation of the control of this cascade of water was made by means of a model and as a result the form of “bucket” or energy dissipater shown on the section of the spillway was decided upon. The earth embankment in Victoria is being constructed by the State Rivers and Water Supply Commission of Victoria who are the Constructing Authority for that State under the River Murray Waters Agreement. The core of the embankment is of concrete 6 feet wide at the base tapering to 2 feet at the top end and is reinforced with steel rods from the level of the decomposed rock upwards. On the downstream side, at about natural surface level, is a tunnel for drainage and inspection purposes. Above the tunnel is a vertical layer of large stones to drain any seepage to the tunnel. Against the core wall is packed selected material of as impervious a character as can be got locally and beyond that the bank is carefully built up in horizontal layers by means of horses and wheel scoops. The upstream slope is 3-to-1 hardening to 2½-to-1 at the top and the downstream slope is 2½-to-1 hardening to 2.07-to-1 at the top. The thrust of the upstream toe is taken by a mass of granite blocks, and this face is protected by concrete laid in situ. The first stage in the construction of the Dam foundations was carried out inside the levee bank which was at a sufficient height to protect from floods the work going on inside. A length of 300 feet of the Dam was left at a low elevation to allow of the river flowing over it in the second stage of the operations and at the ends of the concrete was brought up above flood level. General View of Works from New South Wales end, Looking Upstream. Features: At the left, part of the North Wing Wall, the highest part of which is 26 feet below its ultimate height. Below in the foreground is the portion of the dam where provision is to be made for hydro-electric generation. The tubes, three in number, 13 feet in diameter, will be laid on the level shown and an early start will be made in laying them. The level for the other four regulating outlets, 9 feet in diameter, together with a part of the spillway section of the dam, is underwater at this stage and it may be remarked that at one point, about half way across the channel where the water is now flowing, the concrete foundations are about 80 feet below the level of the water. The broken surface of the water is due to the large “plums” in the concrete. The still water in the right foreground is the stilling pool over the concrete floor of which there is now more than 20 feet of water and by means of which the discharge from the outlet pipes will be quelled. The trestlework on the upstream side of the dam carries the concrete belt conveyor. It extends from the concrete mixer house, which is out of the picture, behind the wing wall, along almost the entire length of the concrete portion of the dam. The concrete is discharged from the belt at any desired point by means of trippers, one of which may be seen over the second trestle. On the other side of the flowing water is the coffer dam. A channel 300 feet wide involving about 140,000 cubic yards of excavation and dug for the temporary diversion of the river as it is flowing now. To the right top of the view beyond the Coffer Dam is the earth embankment being thrown across the major part of the valley by the Victorian Constructing Authority. This shows the curving downstream face of the Spillway section taking shape, the bottom edge being the line of the contraction joint between the wall and the energy dissipater which has still to be built. Note the steam navvy at the end of the bit of curved work ready to take out the foundations for the energy dissipater. The tall concrete pillar is a portion of the work at the intersection of the main and south wing walls which was built in advance of the rest of the work to accommodate the tail tower of the cableway. The Tail Tower for the first stages of the work stood on the ground. Part of it is seen erected on the pillar while part of it is still in its original position. To command the concreting of the pillar end of the south wing wall a twin hoist tower of steel construction was erected at the end of the belt conveyor. This hoist is 160 feet high. The belt conveyor will at a later stage be raised for the concreting of the upper portion of the dam and the trestles are now being built up for that purpose. A drag line excavator with a 2 cubic yard capacity bucket is at work near the tail tower on the foundations for the south wing wall. Great care is taken in cleaning the surface of the concrete before placing the next layer. A hose applies a jet of water with a pressure of about 150 pounds to remove laitance and all dirt, which is swept off with brooms. (Laitance is the weak, milky or powdery layer of cement dust, lime and sand fines that appear on the surface of concrete. ) The square block of concrete in the foreground is poured at the same time as the concrete surrounding it and acts as a key for the next layer. Usually large granite “plums” or displacers weighing from 2 tons to 8 tons are used for this purpose and are placed in position by the cableway, but while the cableway is out of action the other method has been adopted. In this view may also be seen some of the timber piles and sheeting which form the inner side of the coffer dam. The outer side is formed of steel sheet piling. The space between the two lines of piles is 20 feet wide and is filled with earth after the steel and timber lines have been bound together by steel tie rods.
