Two letters dated 12th June 1972 and 18th June 1972 from Legatee D.B. Carter to Legatee E.G. Baker as a member of the Board of Management, discussing the Residences Review Sub-Committee Report of April 1972. (Cat. No. 01674). L/- Carter challenges many of the items in the report in quite an emphatic manner before offering his own recommendations in the first letter; not content with this lengthy letter, he revisits the matter only six days later and 'urges' the Board of Management to appoint a sub-committee to examine not only accommodation of problem children, but also whether Melbourne Legacy funds are being used in the most effective way. Chancellor, Chairman of the Residences Review Sub-Committee dated 30th August 1972 to the letters from Legatee Carter (Cat.No. 01685), and addressed to the Chairman of Junior Legacy Club, with copies to the recipients of Legatee Carter's letters. In his detailed response, Legatee Chancellor refutes Legatee Carter's claims with detailed reasons and explanations. Final report dated April 1972 submitted by the Residences Review Sub-Committee (J.E. Chancellor. Chair, H.C.G. Rogers, G.K. Rosman) - see drafts at Cat.Nos. 01672 and 01673. The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. Typed notes on a meeting 18 August 1971 between L/tees J.E. Chancellor, G.K. Rosnan, H.C.G. Rodgers identifying the objectives of the sub-committee to review and make recommendations to the Board with regard to the need for and the future of residences. Discussions were wide-ranging and in greater depth than those of the Forecasting Committee (Cat.No. 01670), and the results showed a continuing need for accommodation, whilst phasing out at least one of the residences during the 1970s, with alternative accommodation needing further investigation. Supplement to the Melbourne Legacy Bulletin No. 2463 which discusses how the Club should be structured after 1979, dated 27/6/79. It notes that the number of children being cared for was diminishing rapidly and immediate action should be taken with regard to the recruitment of Legatees and the adjustment of Branch boundaries. In 1978 the number of Junior Legatees had dropped to 3103 and by 1988 this figure was expected to be 280. However the 16,654 Legacy widows in 1978 was expected to increase to 24,700 in 1993. The work was split between 15 Branches, but the adjustment of Branch boundaries was not investigated in detail. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A Management Team was established and consisted of one member from each sector - Schools, Branches, Program(Course) Coordinator, Student Representative Head of School (Director of VIOSH in this case). Documentation dated January 1974 obtained by Legatee Trebilcock as a member of the Steering Committee (Residences) which had been formed to advise on the future of the Melbourne Legacy residences. See also Cat.No. 01676. The document describes the location and the buildings in detail noting that the location on Burke Road is a very good one and the buildings were quite sound. See also Cat. Memo dated 5 January 1973 from R.J.A. Foskett, the President of Melbourne Legacy, to Branch Chairmen and Members of the Board of Management setting up a meeting with them on 22 February 1973 to discuss the future of Legacy nationally. L/ Foskett identifies the following issues to be explored: 1. Admission of WWII men as Legatees 2. Rate of decline in membership 3. Maintenance of the Legacy style of service 4. How to wind up Legacy in the event of that being decided 5. How to perpetuate Legacy if not wound up. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. A report by the Future Requirements Committee dated 11 October 1978. The Committee members were(Chairman): I.W. Anderson, E. Cohen, A.N. Kemsley, L.D. King, J.M. Poulton, R.L. Simmons The Committee notes that its recommendations would probably be resisted by some Legatees but were necessary to meet the changing needs of dependants. They highlighted cancelling the supply of firewood, cessation in 1978 of the Badge Day appeal in Melbourne and the special Christmas promotion, and the Christmas Garden Party at Government House. Boys and Girls classes to be phased out, and Blamey House and Stanhope residences to be closed in 1979-80, with dental care to cease in 1980. The aim of this review was to take Legacy into the 1990s'. The main points to be considered were:- 1 - increase in widow numbers but an increase in the age of current Legatees. 2 - welfare/housing slight reduction in expenditure, handicapped dependants and widows activities a possible increase in costs. 3 - contacy activities should be re-organised. 4 - youth activities could be reduced due to decreasing numbers. 5 - expand youth leadership activities and take over responsibility of youth activities.This review was important due to a growing imbalance of Legatee numbers to widow and youth numbers, and possible increase in expenditure.
