The two articles give the history of the land subdivisions over the years, of "Reaghill", a house owned by the Davies family. The history of the land and family was given in a talk to Ringwood Historical Society by the McKellars in 2005.

9 type-written pages. Pages 1-4 talk given by Margaret and Ian McKellar to the Ringwood Historical Society and a map. Pages 5-9 history of Reaghill and the Davies Family. +Additional Keywords: McKellar, Margaret / McKellar, Ian / Davies, George / Davies, Dora

Five-page outline and detailed notes on Davies family genealogy - descendants of Seymour Davies who was born in Falway Ireland and came to South Australia as a three-year-old child in 1863.

Six-pages of historic notes tracing the property "Reaghill", originally located at 139 Bedford Road, Ringwood East, before being subdivided with frontage to Vista Avenue, Ringwood East.

The purpose of these notes is to trace the origins of the property from the year 1900 to the present day. Information in the notes is sourced from the archives of Carter Real Estate, from Land Titles Office records, and from the book of the history of Ringwood - "Ringwood, Place of Many Eagles" by Hugh Anderson. "Reaghill" is part of an older larger holding of sixty acres. It is the story of those 60 acres, which now comprise Vista Avenue, Vista Court, Homebush Court, Rawson Court and Wombalano Park, which is the subject of these notes.

Single A4 page summary of the house and land prepared for real estate purposes by un-named author, undated, circa 1990s.

The History Of 18 Vista Avenue, Ringwood East The Land The current block located at 18 Vista Avenue was originally part of an 80 acre block granted to R Blood on 12 March 1872. A Wallace Bruce subsequently sold off a portion of this land and on it the Davies family erected the house "Reaghill" shortly after 1909. A 35 acre parcel of this original block was subdivided into 22 lots in June 1955. The subdivision consisted of 15 lots from 1½ and 2½ acres and seven smaller blocks of about ½ acre fronting Bedford Road. The 18 Vista Avenue block, then just over 2 acres was purchased by Mr Campbell Boyd, a local pharmacist, in 1956. The purchase price was £1000. Mr Boyd became sick not long after acquiring the land and offered the property, then a bush block, to Dr Arthur G Stephens. Dr Stephens purchased the block for £2,500 in 1959. The block was not immediately built on. Dr and Mrs Stephens said they were not able to afford a new building on the Vista Avenue block at the time, so relocated their house from 302 Maroondah Highway, near the current site of the Maroondah City Council, to the current location on the block. The garden design was created by Gloria Parker from Park Orchards and included a variety of roses and unusual species of plants. The House The house which was built in 1959, was successfully moved in two pieces in 1972, from Maroondah Highway, under the railway crossing at Ringwood East and up Scenic Avenue. The route through the railway crossing on Dublin Road required the removal of the top four feet of roof from the building so it would fit under the overhead wires. The building was cut along the entrance hall and when put together the join was barely perceptible. The saw cuts on each side of the house when rejoined, were said to have matched exactly. There were originally two brick fireplaces in the house, one in the lounge (an Adams design) and the second in the library. The library fireplace was not reconstructed after the house was relocated. The bricks and bluestone slabs, which form a substantial part of the structure of the formal garden around the house, were salvaged from the demolition of the Burnt Bridge Hotel. Dr Stephens bought 32 truckloads of uncleaned bricks from the demolition contractor for $1 per load. Presumably the demolition contractor had already been paid to demolish, remove and dump the building rubble by the developer of the Burnt Bridge shopping centre and now was able to on-sell the bricks without the cost of disposal. These bricks make up the first three feet of the brick wall which encompasses the secret garden. This wall originally marked the start of a terraced area which extended back to the Vista Avenue road frontage. The large bluestone slabs making up most of the steps in the garden were the door steps on the old hotel and the large square roughmade bricks were originally the foundation stones for the stumps of the Burnt Bridge building. The terraced area and land to the south of the tennis court (the current 16A to 16E Vista Avenue) was sold off to Bovis Homes after the nine year covenant expried on the land.

AI Summary using CoPilot (29/8/2026): "The documents record a 1945 contract for the sale of vacant land in Alexander Road, Ringwood, being Lot 24 on Plan of Subdivision 984, part of Crown Allotment 33C. The vendor was Miss Ivy Rosina Alford of Black Rock, and the purchaser was Mr Charles William Harold Allen, a police officer from Casterton. The contract, prepared by estate agent C.E. Carter of Ringwood, set the purchase price at £90, with a £10 deposit paid on signing. Standard 1936 Real Estate Institute conditions applied, along with special wartime conditions requiring compliance with National Security regulations and obtaining Commonwealth Treasurer consent before the sale could proceed. The Treasurer’s office later reviewed the proposed sale and issued a letter on 13 March 1945 stating that the £90 price was excessive, advising that consent would only be granted at a maximum price of £75, and returning the contract for amendment if the parties wished to continue. Miss Alford responded on 26 March 1945, stating firmly that she did not wish to sell for less than £90, her originally quoted price. The correspondence shows that the sale could not proceed unless the vendor agreed to the reduced figure, and that she declined to do so."

Copy of contract and correspondence with covering typewritten summary. Lots 24 and 25, Harcourt Road, Boronia - Plan of Subdivision 12272, Part of Crown Allotment 70B, Parish of Scoresby, Certificate of Title Volume 5864, Folio 1172697

AI Summary using CoPilot (29/8/2026): "These documents record the 1947 sale of two vacant blocks of land - Lots 24 and 25 in Harcourt Road, Boronia—from Rev. Victor Pringle Oliphant Batt to Rupert Frederick Mead Veach. The estate agents, C.E. Carter & Son of Ringwood, handled the transaction. Early letters show Carter & Son sending the Contract of Sale and required government forms to both Batt and Veach for signature, along with instructions to return the signed documents and the £8 deposit. Because land sales at the time were controlled under National Security (Economic Organisation) Regulations, the sale required approval from the Commonwealth Treasury. Carter & Son arranged for an official valuation by V.W. Page, an approved government valuer, who provided a certificate and invoiced £2/2/– for his fee. Batt also authorised Carter & Son to receive £76 from the sale proceeds, subject to adjustments. On 10 November 1947, the Treasury advised Carter & Son that the original contract price was excessive. The Treasury stated that approval would only be considered if both parties agreed to reduce the price to £78. Carter & Son then wrote to Batt and Veach, enclosing the Treasury letter and asking them to initial the amended contract price. Both parties did so, and Carter & Son returned the altered contract to the Treasury. On 22 November, Carter & Son notified Veach that the Delegate of the Treasurer had granted consent for the sale. Veach then paid the balance of the purchase money, and Carter & Son forwarded the approved contract to Veach’s solicitor, H.T. Colin Woodfull, so that the transfer could be prepared. In December, Carter & Son issued an account sale to Batt showing the final figures: sale price £78, less commission (£3/18/–) and half the valuation fee (£1/1/–), with the balance remitted to Batt. Finally, Carter & Son sent Woodfull the Certificate of Title (Volume 5864, Folio 1172697) to complete the transfer. The accompanying statutory vendor’s statement (Form 5) confirms the land details, Batt’s declaration of the original £84 price, the absence of leases or income, and compliance with wartime land sale regulations."

Copy of contract and correspondence with covering typewritten summary - Lot 114, Plan of Subdivision 7884, Part of Crown Allotment 29, Parish of Warrandyte, Certificate of Title Volume 6749, Folio 1349666

AI Summary using CoPilot (29/8/2026): "These papers relate to the 1946 sale of Lot 114, Plan of Subdivision 7884, part of Crown Allotment 29 in Warrandyte Parish, owned by Mrs Eleanor Florence Bellchambers of Munro Street, Ringwood, and sold to Mr Harold Wildridge Sutherland, a soldier living in Hawthorn. The contract, prepared by C.E. Carter, set the price at £90, with a £5 deposit and the balance payable within 14 days of receiving Commonwealth Treasury consent, which was required under wartime National Security regulations. The contract followed the 1946 Real Estate Institute conditions and included the usual clauses about title, easements, tax adjustments, and government approval. Attached is also a 1923 contract showing that the same land had previously been sold to Lena (Eleanor) F. Bell Chambers for £90 under instalment terms through agents Keogh & King, with detailed conditions about fencing, quarrying restrictions, instalments, and plan registration. The 1946 correspondence shows the administrative steps for the new sale: Godfrey Stewart & Co., solicitors for Sutherland, returned the executed contracts and requested the vendor’s signature, valuation certificate, and Form 5 for Treasury consent. They also noted a discrepancy in the spelling of Bellchambers’ Christian names on the title versus the contract and asked whether she wished them to act for her. Carter forwarded the required forms and confirmed that Mr Bellchambers had no solicitor. Shortly afterwards, both Mr and Mrs Bellchambers instructed Stewart & Co. to act for them and confirmed that their names should match the title. The final document is Carter’s account sales statement to Mrs Bellchambers, showing the £5 deposit, the purchaser’s cheque for £81 8s, Carter’s commission of £4 10s, a valuation fee of £1 1s, and a net amount of £80 17s 8d remitted to her.

Copy of contract with covering typewritten summary - Lot 16 Maidstone Street, Ringwood (Elphin Estate), Plan of Subdivision 9961, Part of Crown Portion 6, Parish of Ringwood, Certificate of Title Volume 6280, Folio 1255979.

Contract of Sale in triplicate signed by Vendor but marked "Cancelled" and correspondence with covering typewritten Agent's summary relating to vacant property at Lot 16 Maidstone Street Ringwood, Plan of Subdivision 9961, Part of Crown Allotment 6, Parish of Ringwood, Certificate of Title Volume 6280, Folio 1255979

AI Overview using CoPilot (29/8/2026): "In August 1947, Francis Henry Biggs agreed to sell Lot 16, Plan of Subdivision 9961, a vacant building allotment in Maidstone Street, Ringwood, to Jane Ann Franzke for £41 and 12 shillings, with a £5 deposit paid through the agent C.E. Carter & Son. The land formed part of Crown Portion 6 in the Parish of Ringwood and was held under Certificate of Title Volume 6280, Folio 1255979. A formal Contract of Sale was prepared using the standard Real Estate & Stock Institute of Victoria form. It set out the property description, the price, the deposit, and the condition that the balance of the purchase money would be paid within 14 days of receiving required government consent, which was mandatory under wartime National Security Regulations. The contract was signed in triplicate by the vendor but later marked “Cancelled.” Included with the contract was the National Security (Economic Organisation) Regulations – Form 7, completed by the purchaser, Jane Franzke. In this form she stated that she wished to buy the land to build a home, confirmed that the land was vacant, and declared that she and her husband owned other property. She also confirmed that no related or contingent transactions existed and that the purchase price involved no furniture, livestock, plant, or fittings. She signed the statutory declaration on 16 August 1947. Alongside these documents was a letter dated 29 August 1947 from C.E. Carter & Son to Mrs. Franzke. The agent enclosed a cheque for the £5 deposit, stating it was being returned “as arranged,” and asked her to return the original receipt. This letter indicates that the sale did not proceed, consistent with the contract copies being marked “Cancelled.” Overall, the documents show that a 1947 land sale was initiated, formally documented, submitted for government approval, and then abandoned, with the deposit refunded to the purchaser."

AI Summary using CoPilot (5/9/2026): The documents relate to the 1946 sale of Lot 82, Plan of Subdivision 9473, part of Crown Allotment 18 in the Parish of Ringwood, owned by William Bradbury and purchased by Mrs Sylvia Ellis Tunks for £40. The sale was handled by C.E. Carter, estate agent of Ringwood. A formal Contract of Sale is included, prepared under the Real Estate & Stock Institute of Victoria’s 1946 copyright conditions. It records the property description, the price of £40, and a £5 deposit, with the balance payable within 14 days of receiving government consent—a requirement under wartime National Security (Land Transfer) and Economic Organisation Regulations. The contract is signed by both Bradbury and Tunks, witnessed, and includes standard conditions about payment, possession, obligations, and government approvals. Earlier, on 10 July 1946, Carter issued a preliminary receipt acknowledging a £3 preliminary deposit from Mrs Tunks, subject to the owner’s approval, and confirming her intention to sign a formal contract under the Transfer of Land Act conditions. On 17 March 1946, prior to the formal contract, a letter from C. Bradbury (writing on behalf of William Bradbury) thanks the agent for arranging the sale and asks whether the transfer could be completed by mail or whether a Saturday meeting would suit the purchaser. On 23 July 1946, Carter wrote to Bradbury enclosing the contract in triplicate and Form 5 for signature, requesting their prompt return. On 1 August 1946, Carter forwarded the signed contract and Forms 5 and 7 to the Delegate of the Treasurer, Land Sales Control, seeking the required Commonwealth consent. He noted that the land had previously been valued at £40 earlier in the year, so another valuation should not be needed. On 17 August 1946, Carter wrote to Mrs Tunks advising that the Treasurer’s Delegate had granted consent to the sale, enclosing her copy of the contract. Later, on 3 September 1946, Bradbury wrote to the agent asking whether the sale had been completed and whether the £10 deposit refund (likely referring to an earlier payment or adjustment) had been overlooked, as some time had passed since signing. On 9 November 1946, Carter sent the stamped contract bearing the Treasurer’s consent to Mr M. Niall & Co., solicitors, completing the administrative process.

Copy of contract with covering typewritten summary. Lots 20 - 25, Plan of Subdivision 11831, part of Crown Allotment 36C in the Parish of Ringwood, Certificate of Title Volume 3060, Folio 611865.

AI Summary using CoPilot (5/9/2026): "The document is a 24 April 1942 Contract of Sale between vendor Ronald Buchan and purchaser Mark Davis for land comprising Lots 20–25 on Plan of Subdivision 11831, part of Crown Allotment 36C in the Parish of Ringwood. The agreed purchase price is £160, with a £25 deposit and the balance payable by monthly instalments of £2, with 5% interest calculated quarterly. The contract records receipt of the deposit and sets out the standard conditions under the Transfer of Land Act 1928. It also confirms that the property is sold together with all appurtenant easements. Special conditions provide that the vendor need not produce title in his own name and will transfer the land by direction once the purchase money and interest are fully paid. From the contract date, the purchaser becomes a month to month tenant paying £2 rent, which is credited toward the purchase price. Default in rent for seven days allows the vendor to terminate the tenancy and eject the purchaser. The purchaser warrants compliance with wartime National Security (Land Transfer) Regulations, including not being an enemy alien or prohibited person, and may pay out the balance early together with interest accrued."

18659 Gilchrist - Lowe AI Summary (26/9/2026) The documents record the 1945 sale of Lot 67, Alto Avenue, Croydon, from Elizabeth Gilchrist of 240 Richardson Street Middle Park (previously 47 Grant Street Clifton Hill) to Marion Lowe. The agreed price was originally £140, with a £10 deposit and the balance payable within 14 days of receiving Commonwealth consent. Under wartime National Security (Economic Organisation) Regulations, the Commonwealth Treasurer reviewed all land transfers. On 26 July 1945, the Sub Treasury advised Carter that the price was excessive and that consent would only be granted if the parties reduced the price to £135. Carter wrote to Mrs Gilchrist on 27 July enclosing the Treasurer’s letter and asking whether she agreed to the reduction. Mrs Gilchrist replied on 30 July 1945, reluctantly agreeing to the lower price, noting she had “not much say in the matter” and would keep the land if the sale failed. Both versions of the contract of sale set out particulars for Lot 67 on Plan of Subdivision 7478, part of Crown Allotment 43C, Parish of Warrandyte, with a 99 foot frontage to Alto Avenue, Croydon, Certificate of Title Volume 6563 Folio 1312577. The contract includes standard 1936 REIV conditions and special wartime conditions requiring Treasurer’s consent, sharing of the valuer’s fee, and provisions allowing the vendor to reduce the price or cancel the sale if consent was refused. The purchaser warranted compliance with National Security land transfer rules. The contract is dated 25 June 1945 and signed by Carter as agent, Lowe as purchaser, and Gilchrist as vendor.

The payment terms required a £100 deposit—£10 on signing and £90 within seven days—followed by £100 on 30 May 1936 and £100 on 30 August 1936, with 5% interest per annum on the balance owing at the beginning of each quarter. Special conditions provided that the vendor was not required to produce title in her own name and would instead transfer the property upon full payment.
