This folder contains the official Inspector's reports...This folder contains the official Inspector's reports ...This folder contains the official Inspector's reports for House Creek School Number 2266. Inspections were carried out every six months for all Victorian Government Schools. On 8th October 1879 Mathew Parnaby and others applied for the establishment of a school, between Huon and House Creeks, about four miles southwest of Wodonga. The District Inspector approved and Albert Schlink offered two acres of freehold land as a site, four chains from the southeast corner of Allotment Eight, Section 10, of the Parish of Wodonga in the County of Bogong. A portable classroom, 22ft x14ft, with quarters was erected at a total cost of £192, and SS2266 opened on 1st of June 1880 with Edwin Davis as Head Teacher. In 1883 the average attendance ranged between 12 and 20. Both school and quarters fell into a very bad state of repair. Temporarily closed in 1894, the school reopened as a result of a petition by Ferdinand Godde and others. By 1902 the school had a nett enrolment of 37, the grounds had been fenced, and a shelter shed erected by local effort. By 1907 the nett enrolment had risen to 45 with an average attendance of 37. Ferdinand V. Godde served as Correspondent of the Committee in 1911. House Creek was unstaffed in February 1917 and closed on 8th of November 1917. It reopened on 4th August 1921, but with a nett enrolment of 6, closed on the 24th July 1926. The building was sold for removal. Many of the reports in this Register were written and signed by Henry Finch Rix. He was a pioneer of the Victorian School Inspection System and from 1884 to 1887 worked as a Chief Inspector in the Beechworth Education District. He had previously played with the Carlton Football Club for one season. Henry Rix was a highly regarded educator and a staunch advocate of the establishment of school libraries to teach children of "the rich stores of profitable pleasure to be found in books."This item is significant because it documents progress and recommendations for students at an early government primary school in the Wodonga district.A large bound folder of printed forms. The majority have been completed in handwritten reports including names, notes and statistics. This public notice of 1935 warns of the dangers of Infantile Paralysis. It advises scalding dairy products and reporting stock illness, even though the disease was viral (discovered by U.S. researchers in 1908), not bacterial. There was little chance of protecting children against contracting the disease as the Salk vaccine was not available until 1955, although medical research into the development of preventative serum was well advanced in the 1940's. Treatment of the disease was primitive and a cure not possible.Infantile paralysis was a fearful disease increasingly prevalent in the early 20th Century. Children under 3 were especially susceptible. It could be said to be forever associated with this part of the Western District as a result of the celebrated author, Alan Marshall (1902-1984) suffering its effects. He immortalised his childhood, which was profoundly affected by his paralysis, in the autobiograhical novel 'I can jump puddles'. Calico rectangle off white"Shire of Hampden. PARENTS are advised to seek Medical advice early in any case of sickness. It is not wise while this sickness is about to treat sick people by home remedies for a few days, for the mild fever-headache, &c., may be the early stage of INFANTILE PARALYSIS, and if a doctor is consulted then he has his best chance of protecting the patient from paralysis. All persons in the district are advised to scald all milk and cream used in the home, even that taken by adults. The people in the district may help solve the puzzle of where this disease comes from, by reporting at once to the Stock Inspector any sickness among the animals. ... school report the Chief Inspector wrote that 'no boy is neglected... school report the Chief Inspector wrote that 'no boy is neglected ...Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines. Handwritten in ink "March 19th 98 Andrew Anderson Esq President School of Mines Dear Sir I am informed by the registrar of the School of Miens that you are desirous of despensing [sic] with the services of Drawing Instructor at that Institution. The reason assigned being dis-satisfaction expressed by the inspector regarding "the quantity and quality of the freehand work done during the year. Before any definite action is taken, might I ask in justice to myself and the students whose work is thus maligned, that I be allowed a personal interview with Mr Monkhouse in order to ascertain the grounds of his complaint, and afford me an opportunity of vindicating my position. The booklet comprises of a series of papers published in the Ballarat Star, with some revisions. The Administrative Council hoped the publication would increase interest in Technical Education, especially the Art of Mining. He would also hope the public would recognise the Ballarat School of Mines as an institution adapted to supply technical education. The Ballarat School of Mines Council listed at the front of the book includes: Redmond Barry (President and Trustee), Judge Rogers (Vice-President), Somerville Livingstone Learmonth (Trustee), Rivett Henry Bland (Trustee), Charles Gavan Duffy, John A. MacPherson (MLA), William McLellan (MLA), Duncan Gillies (MLA), F. McCoy (University of Melbourne), John I. Bleasdale, W.H. Barnard, James M. Bickett, Henry Richards Caselli, P. Chauncy, J.M. Davey, Joseph Flude, R.F. Hudson, Robert Lewis, James Oddie, Robert M. Serjeant, J. F. Usher, John Walker, J. Williamson, Mayor of the City of Ballaarat, chairman (for the time being) of each of the seven Mining Boards of Victoria. The President of Examiners was Judge Rogers, and the Honorary Auditor was Richard Ford.Stapled, brown soft covered booklet of 48 pages. Section I outlines the establishment of the Ballarat School of Mines, the buildings and land used by the school, describes in detail the former Ballarat Circuit Court and describes the lecture rooms. Section II describes the Ballarat School of Mines Museum, including a description of exhibits. Section III describes the lecture hall, and the apartments on either side of the hall, including the office of the registrar W.H. Barnard, mathematical classroom, chemical laboratory, and metallurgical laboratory. Section IV outlines the subjects offered by the Ballarat School of Mines, including Mathematics taught by John Victor of Grenville College, who had been educated at Trinity College Dublin. Mining and Land Surveying was taught by C.W. Thomas. Mr Croll taught mechanical drawing, followed by Jonathan Robinson of the Union Foundry, and finally S. Keast. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. Vi- Describes the land and out buildings, and the proposed building for metal and wood turning, brass foundry, blacksmith, working engine, etc. This section describes some large donations to the school - 50 pounds from the Misses Meglin of Melbourne, 10 pounds 10 shillings to the 'Pyrites fund' by the Walhalla and Long Tunnel Companies in Gippsland. Section VII covers the teaching of chemistry by Joseph Flude. Section VIII outlines the metallurgy classes and the process of assaying. Section IX covers telegraphy taught by Mr Bechervaise Section X describes the examination process at the Ballarat School of Mines. Examiners in mathematics were G.J. Russell (Buninyong) and John Lynch (Smythesdale), mining and land surveying John Lynch and P.C. Fitzpatrick (Ballarat), Principles and Practice of Mining R.M. Serjeant (Band and Albion Consols), Mechanical Engineering John Lewis (New North Company Clunes, Mineralogy and Geology G.H. F. Ulrich, Assayign and Chemistry J. Cosmo Newberry, and Telegraphy R.L.J. Projector - 'Pictoral' Bogong State School, 1925 - 1935
... was outstanding as reported by the school inspectors regarding ...As Bogong State School was located in a remote area especially in winter when the weather and therefore the road isolated the school for an indefinite time, the school was provided with up to date equipment with a comprehensive library and educational films that wouldn't disadvantage the students. Educational films covered all subjects and areas of the curriculum. The projector was very modern at the time. The Society for Visual Education Inc was founded in 1919 as a for-profit educational publisher dedicated to the use of new technologies in teaching.This projector was used at the Bogong State School which opened in 1941 for the children of the employees of the State Electricity Commission of Victoria who were working on the Kiewa Hydro Electric Scheme. The school was outstanding as reported by the school inspectors regarding the education of the pupils which was also supported by new and modern equipment. The nearest school was 14 km away over a dirt road that wound around the Victorian mountains and often closed due to bad weather. Bakelite box holding a globe and a small black tin projector on brown rectangular bakelite base with 4 round rubber stands at each corner. It is able to be moved upwards from the front to adjust the height within a cm. The back is a tall irregular box shape with ventilation on 2 sides of the bottom and at the top. There is a brass plaque attached above 1 vent and an electric cord, with switch, below it. Attached at each side of the front of this box is a cylinder fitted horizontally facing the front where the lense is fitted. At right angles above there is another cylinder, hollow, with a rod for the film to be placed. Register School Administration, Absence Register School No. 2539 Mullindolingong, circa 1910
Historical look (early 20th century) at the administrative requirements for the running of a small country school. The level of accountability was limited to a monthly report and a visit from the District Inspector. This was still in the era where paper reporting was utmost and faster electronic reporting had still to be implemented.The significance of this register is that it highlights the need in the early 1900s for travelling time, to and from, the duties required at a small country town to be detailed closely for a bureaucracy that was relatively isolated within the larger cities of Australia. Decentralisation of not only government but also of industry had not as yet entered the Australian environment. This register also shows that the written word was clearly hand scribed and thereby a more personal form of communication. This was still in the age where you " can tell a lot about a person from their handwriting" Lucy Goonan was Leonie Prime's relation and came from Glen Creek to teach at Mullindolingong School for a couple of years. None of the other names are 'known' names from the district.Green coloured cardboard backed book with two large staples holding each page at the left side of the spine Each page of has been folded in half from a 51cm overall length to produce each individual page of the register. This method of production of the book provides 25 double sided pages. Markings on cover " Absence Register, School No........ At ......." Markings on inside cover " ABSENCE REGISTER." Underneath this heading there are six explanatory and conditional usage.
