The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. In the first years after European settlement of Australia, a varied collection of international coins, tradesmen's tokens and promissory notes were used by European settlers, while soldiers participated in the notorious rum trade. In 1825, the British government made the English Pound the only form of legal currency in Australian colonies. With Federation in 1901 the Commonwealth government became the only body with the constitutional power to issue currency. In 1910, nine years after Australia federated as a nation, a national Australian currency was formed, based on the British money system of pounds, shillings and pence. The Australian penny was first minted in England from 1911 to 1915, then in India from 1916 to 1918. Australia started minting most of its own pennies from 1919 until the introduction of decimal currency in 1966. This collection was donated by Mr. Heinz Kaupert of Wodonga. He was an active member of the German-Austrian club of Wodonga. Badge received by Dorothy Kiely in 2012 on the 70th anniversary of the Australian Women's Land Army. The Australian Women’s Land Army (AWLA) was formed during the Second World War to combat rising labour shortages in the farming sector. From December 1941, when Japan entered the war, the nation’s need to build up its armed forces was placed above the needs of other industries. Agricultural labour was steadily diverted to the armed services and war industry To meet the shortfall in rural labour, State and private women’s land organisations were organised, modelled on those established in Great Britain during the First and Second World Wars. A national body was formed on 27 July 1942 under the jurisdiction of the Director General of Manpower. While policy was devised by the Commonwealth Government, the organisation of the AWLA remained State-based. An extensive recruiting campaign was undertaken for new members. Most members of the existing land armies were later incorporated into the AWLA as well. During World War One, to finance the war the Commonwealth Government had a series of war loans, and then peace loans. To recover the cost of the war and fund soldier pensions the government launched 'Peace Loan' campaigns after the war. The various Shires in each State were given quotas that they were expected to raise. The Central Peace Loan Committee endorsed the issue of a metal tablet to each district which secured its quota. The tablet was made of bronze, and it was to be fixed on the wall of the local municipal building. It bore the name of the town, borough or shire to which it was awarded, and the name of the mayor or president. The inscription explaining the object of the award appeared over the signatures of the Prime Minister and the Treasurer of the Commonwealth. In the case of districts which secured double their quota the tablet also included the Commonwealth coat-of-arms. This plaque was presented to the Shire of Wodonga for exceeding its allocated quota which had been set at £10,000. The Wodonga community subscribed more than £12,845 to the Peace Loans which was acknowledged with the presentation of the plaque.A bronze rectangular plaque with raised text and an border. This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. The collected information gives a picture of the weather patterns for the months and seasons, which then allows for warnings of events out of the normal or extreme, such as forecasting floods or droughts.Meteorological Observations for Warrnambool March 1947 to May 1948. It was part of the Western Market complex that was demolished and redeveloped in the early 1960s. Legacy held meeting and the girls classes on the second floor of the building but it was barely fit for purpose. In the 1940s a generous donation by an anonymous donor meant Legacy could purchase a building at 342 Swanston St, but due to several factors were never able to inhabit it. Finally it was sold in 1954 and Junior Legacy Melbourne purchased 289-299 Swanston Street Melbourne (previously called Red Cross House) in 1956 from the Commonwealth Government. As part of the conditions of the donation it was named in memory of David H Dureau. Renovations were needed to the 289-299 Swanston St building so this slide shows that Legacy were still in the Market St building in 1957 while they occurred. The design of the uniform with its silver, diamond shaped buttons with the Scottish thistle symbol on them, indicate that the uniform was made for a Scottish Pipe Band member. There may be a connection with the local Warrnambool and District Pipes and Drums Inc, which began as the Warrnambool Pip Band in 1906, formed with the purpose of popularising Scottish music. Those with uniforms wore the Gordon tartan. In 1946 the uniforms were changed, with the Cameron or Errcht tartan chosen for the uniform. The Band now wears the Anderson tartan. The maker, David Lack Pty Ltd, advertised as a uniform specialist. In 1941 the business was located at 35-37 Little Latrobe Street, Melbourne. In the same year the firm won a contract with the Commonwealth Government Department of Supply, providing blue trousers for the Department of Air. In 1946 a branch of the firm operated in Myrtleford, Victoria. The Elizabeth Street, Melbourne, branch provided new uniforms in 1948 for the Leeton District Band. In the 1950s and 1960s David Lack manufactured blazers for the Olympic Teams as well as for bowls teams and schools. The Broken Hills Cameron Pipe Band' was gifted with uniforms that were also made by David Lack. It was a "... a Cameron of Lochlel red kilt and plaid, with black doublets and cross belts, and silver trimmings.” [Barrier Miner, Broken Hiss, 15-03-1954].The pipe band uniform jacket's design is associated with traditional Scottish pipe bands that originated in the United Kingdom and continue to this day in Australia and even locally in Warrnambool since 1908. The maker, David Lack Pty Ltd, is renowned as the maker of good quality uniforms who has supplied many government contracts for clothing and uniforms since the early 1940s. Uniform tunic; red jacket; Scottish Pipe Band Doublet with silver braid and silver diamond-shaped button closure and decoration. The buttons have the Scottish thistle symbol on them. There are seven buttons on the tunic front, three on each skirt flap, three on each contrasting black cuff and one on each black epaulette. The tunic has a two-inch stand-up collar. The whole item is fully lined with black nylon/silk blend fabric, the shoulders are padded, and there are pockets under the front skirts. There is an inscription on the maker's sewn-in label. Designed and built in the early 1920’s by Charles Robert Prosser , a Melbourne Engineer, for an enquiry by the Commonwealth Government into ways of solving the break of gauge problem. Breaks or changes in railway gauges existed at most state borders of Australia during the first half of the 20th century. Upon completion of this model, it was placed on display in the Federal Parliament then located in Parliament House, Melbourne. This invitation to a ‘Conversazione’ to celebrate the Federation of the six colonies in Australia into the six States of Australia in 1901 was sent to the invitees after the event to keep as a souvenir of the occasion. The event was hosted by the Government of Victoria. The certificate was designed by George Brougham Austin, a Melbourne architect and artist employed by the Victorian Department of Public Works. He also designed many of the public decorations displayed in Melbourne during the Federation celebrations. Austin’s original work was lithographed by an artist at Sands and McDougall, Melbourne. This particular invitation was sent to George Rolfe and his wife, Annie. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the early 1880s he owned 50 acres of land in the town and some nearby farming properties. He used the building on the ]and near the mouth of the Hopkins River as holiday accommodation and called the property, Lyndoch. He improved the property with the additions of stables, jetty, boathouse, bone and chaff sheds, reservoir and windmill and extensive gardens. Rolfe spent most of his later life at Lyndoch. Today the property is the site of an Aged Care facility. This certificate is of considerable importance for two reasons: 1. It is an important and attractive memento of a signal event in the history of Australia – the Federation of the States in 1901. 2. The certificate was an invitation to Mr and Mrs George Rolfe. George Rolfe was a prominent Warrnambool person in the late 19th and early 20th centuries. This is a multi-coloured certificate printed on a cream-coloured card. The certificate has an image of the Exhibition Building surrounded by an ornate border of heraldic shields, portraits of the Duke and Duchess of Cornwall and York, views of the six capital cities of Australia, native flora and fauna, the Royal Crest and the Crest of Australia. A report in the Ballarat Star on 8 May 1901 recorded that: "THE CONVERSAZIONE. A GREAT SUCCESS. The conversazion given by the Government of Victoria at the Exhibition was very largely patronised. the guests includ ing the Prime Minister and a goodly proportion of the distinguished personages now in Melbourne. A programme of high-class music was gone through, and refreshments were served during the evening. Australian wines were very prominent."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). In 1984 the Commonwealth Government made available to Flagstaff Hill a collection of lead ingots and copper sheets recovered from the wreck-site of the LOCH ARD. They were presented to the Warrnambool City Council by the Hon. Tom Uren MHR, Minister for Territories and Local Government: “The Commonwealth recognises that shipwrecks like the LOCH ARD are our national heritage with important educational, recreational and tourist applications” (The Standard, Tuesday 8 May 1984). The LOCH ARD was wrecked in 1878. Unsuccessful salvage operations were then undertaken with the 90 ton paddle steamer NAPIER. In sudden bad weather this vessel too was sunk. The precise position of the LOCH ARD in the exposed and dangerous waters off Mutton Bird Island became lost to memory. The underwater location of the LOCH ARD was rediscovered in 1967 by a Warrnambool skindiver, Stan McPhee. In the two years following his find, the vessel was systematically pillaged by unauthorised salvagers. This led to the State and Federal Governments’ intervention in 1969. A roundup and seizure of recovered lead ingots and copper sheets was conducted by Commonwealth and Victorian Police. Offenders were charged and convicted. The “repossessed loot of the Tassie Boys” was placed into secure storage (Jack Loney, 1978, Wrecks & Reputations). The LOCH ARD manifest of cargo lists “Pig lead 50 tons, 994 pig & 37 rolls” and “Copper 33 plates, 53 bolts”. While the lead ingots have been subsequently described as “ballast”, the copper sheets are unlikely to have been associated with the ship’s normal complement in that way. Similar product lines in the cargo manifest are “Bar and rod iron 102 tons”, “Plate iron 3 tons” and “Zinc 12 tons”. These raw materials were used by colonial artisans such as blacksmiths and metal smelters to fashion, and repair, agricultural implements and industrial machinery. Copper was valued for its non-corrosive properties and its malleability, or ease of working. Both these qualities were useful, for example, in laying underground gas pipes that supplied lighting to residences, businesses and streetscapes in the mid-nineteenth century. As the nineteenth century progressed, the metal was also increasingly valued for its conductivity, with copper wiring linking colonial communities to each other, and the wider world, via the Telegraph system. The average weight of the copper sheets is 216 kilograms, calculated by "volume 0.1936m³ X Cu density 8930kgs/m³".The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The collections historically significance is that it is associated unfortunately with the worst and best-known shipwreck in Victoria's history. Large heavy sheets or panels of copper metal raised from the wreck of the LOCH ARD. The 10 sheets are of roughly similar dimensions and rectangular shape. They bear signs of prolonged submersion in seawater, with various degrees of limestone accretion, adhered marine growth, and green oxidisation. Three of the sheets are severely buckled, demonstrating the force of underwater explosives used in their salvage. One sheet appears cut or severed in a diagonal line downwards from its top left hand corner. One sheet has a 10cm X 10cm square cut out of its top right hand corner. All sheets are in sturdy, stable condition. The original line to the Essendon Aerodrome was constructed in 1943 to serve the airport and aircraft construction. It was funded by the Commonwealth Government. By 1976, patronage to the airport terminus in Vaughan St had dropped, the crossing of the highway to the Tullamarine Airport opened in 1970, was dangerous, and the highway needed to be widened. The new terminus was a short distance to the north between Mathews Ave and the Highway. This series of photographs show the last day of operations to the original terminus and the changeover, which was done in about 7 hours. No buses were required. It was done by workers of the Melbourne and Metropolitan Tramways Board. The Snowy Water Inquiry was commissioned in 1998 with a brief to recommend environmental water release options to the Commonwealth, Victorian, and NSW Governments so that corporatisation of the Snowy Mountains Scheme could proceed. These release options related to the Snowy River below Jindabyne, the Murray River and other rivers associated with the Scheme. The Inquiry objectives were that the recommendations would not adversely impact on water supplies to existing irrigators or the viability of the Snowy Mountains Scheme. Dr Henry Nowik played a critical role in the development of industry in Wodonga, through his management and leadership of Uncle Bens Wodonga from 1965 until 1979. Born in Poznan, Poland in 1917, Henry was studying medicine in Paris when World War II broke out and he enlisted in the Royal Air Force, serving with distinction as a Bomber Pilot. He was imprisoned in Russia when his plane ditched, escaped through Kazakhstan and was eventually evacuated to London where he was appointed RAF Aide-de-Camp to General Charles de Gaulle. He was later awarded the French Croix de Guerre. After the war Dr Nowik received a PhD in Political Science and Law from American Beirut University before moving to London to teach at the London School of Economics. He then moved into industry occupying a number of senior positions in marketing and market research. In 1964, Dr Nowik, then Market Research Manager for Pedigree Petfoods, the British arm of Mars Inc., came to Australia to research the prospects for establishing a petfood business. Dr Nowik was a passionate believer in the need for decentralisation of Australian industry. In 1965 Uncle Bens of Australia began building their first Australian factory in Wodonga, Victoria, from humble beginnings in a small house in Hovell Street. It became fully operational in 1967. Dr Nowik became the Marketing and Sales Director and in 1970 the Managing Director. Dr Nowik's work as a member of the Albury-Wodonga Consultative Committee was recognized in 1975 with the Order of the British Empire and in 1977 he was appointed Chairman of the Commonwealth Government's Decentralisation Advisory Board. He participated in a number of trade missions to Malaysia, China and Japan and was a Member of the Executive Committee of the Trade Development Council and the Victorian Promotion Committee. These contributions were recognised in 1982 when he was made an Officer of the Order of Australia. In 1979, Dr Nowik left Wodonga and moved to the United States to become Vice-President, Marketing for Mars, becoming Global Product Group President in 1980. Following his retirement in 1985 he continued to act as Senior Advisor to a number of Mars' businesses. Albury-Wodonga retained a special place in Dr Nowik's heart and he kept a close interest in Charles Sturt University, sharing his time, experience and expertise with staff and students. The University made him an honorary Doctor of Letters in 1993 when the Henry Nowik Lecture Theatre officially opened at the University's Albury campus. Later the City of Wodonga named a park in his honour. Dr Nowik and his wife returned to Australia in 2004, first living in Brisbane then moving to Maleny in Queensland. Henry Nowik died on 12th March 2015 aged 98.
