WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and it's Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute, the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. the Orbost State School opened on19th of March 1886. The school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, The head teacher was Campbell Mackay who remained in charge only until 12th of May 1886. The second head teacher, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a Higher Elementary School in Orbost and this became a reality in 1912. Orbost. The Higher Elementary School supplied post-primary education in the district until a high school was built in 1948. When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built, opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. But Orbost continued to develop and the new school was soon over­taxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. Mr John Watt set up farming in 1879. He was a native of Port Fairy. James Alexander Robertson was born 14th June, 1855, at Pentridge. the Coburg area which was known as Pentridge at the time, and prior to the building of the gaol. His parents were James Thomson Robertson and Esther (nee Hale), At age 20 James became the first selector on the Snowy River at Lochend. He took up Lots 1, 2 and 3, in the Parish of Newmerella in 1875; with his selection being ratified on May 1st, 1876. The selection included hill and river flat land in the area near where Icy Creek enters the Snowy River. James gradually improved and farmed the property; he cleared and drained Icy Creek and constructed the first known flood-gate on the Snowy River. To meet his farming commitments he supplemented his income by working on the construction and maintenance of roads and drains in the Newmerella area. He gained a contract with the Bairnsdale Shire council to construct the first road cutting down Burn’s Hill at Newmerella. His tender was for £16 ($32), and it took him, with four others, two months to complete the contract. He was single, and, after his untimely death at aged 29, in 1884, his parents and surviving unmarried sisters and brothers moved from Sarsfield to take over his selection at Lochend. This photograph shows the Orbost - Cunninghame coach leaving from outside Dickson's Hotel in Nicholson Street Orbost. Although noted as the Dickson Hotel, this may have been the Commonwealth Hotel which opened on New Year's Day 1902. Mr Jasper Drew held the first licence. Laura Dixon held the hotel licence from 04/04/10 until 05/02/17 and during that time it was known as Dickson's Hotel. A township, known as Cunninghame after a pioneer Gippsland squatter, was surveyed near Lake Bunga in 1866. The name changed to Lakes Entrance in 1915.This is a pictorial record of horse-drawn transport commonly used in Orbost, early 19th century. This is a photograph of the Orbost Post Office on the site of the Commonwealth Hotel. The horse -drawn vehicle is a Cunninghame (Lakes Entrance) Coacht. The Post Mistress was Miss Farrell, who was a trained telegraphist. This was the first time the telegraph line had reached Orbost, and was about the year 1895 or 1896. The first white settler arrived in the valley in 1887 cutting a dray track from Marlo to the south-west. Several families cleared the alluvial flats, growing maize, peas and beans and raising pigs, cattle and sheep. Later the farmers milked cows, sending cream to Orbost. In the late 1890s, small quantities of alluvial gold were found in the creek. A school commenced classes in 1913, but enrolment was small and at times the school operated part time with several other small schools in the area. The school building served as a hall for the district. From the 1920s the Cabbage Tree Hotel catered to drivers on the improved Princes Highway. The first hotel built in Orbost was the Club in 1885 an old wooden place on the corner built for J. A. Petersen of the Mitchell Hotel Bairnsdale, with the licence in the name of Mr Thomas Maguire (stepson of Petersen). In June 1889 there was a rush to Mackenzie River, about 28 miles from Orbost, on Twelve Mile Creek. An estimated 80 men rushed the ground, but yields were patchy and large numbers eventually left. They were coming and going almost daily.The Club Hotel was the first hotel built in Orbost and remains a significant building in the town. The first two photographs are of the Marlo Picture Theatre which used to be next to the general store.It was a cream coloured timber building with steps leading to a door. There are large poster type paintings on the outside walls. In about 1930, the Ozone Picture Theatre was constructed, serving as a hall and venue for entertainment. In 1925 Walter Rice built a general store in Marlo and in 1930 built the "Ozone Picture Theatre". The third photograph is of the Snowy River Store, a Budget Rite Store. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. On the final entry a note in red pen dated 28.2.2005 that this was the close of business and the amalgamation of the Eaglehawk RSL Sub Branch with The Bendigo RSL, a final date under is 7.03.2005.Receipt expenditure book, spine and corners are brown leather suede, front & rear face is green buckram, a label on the spine Has "CASH BOOK", ruled lines in blue /red, vertical lines in red. The entries are in blue pen and some minor points in red. On the first page is a typed letter pasted in re a 5 Pound School Scholarship from the Eagle Hawk RSL per year. The photos are the presentation by Alan Holmes President of Bendigo RSL to Cliff Clohesy in February 1997. Clifford Clohesy served on the Committee Bendigo RSL 1989 to 1991, 1993 to 1996, he was President the years 1993 to 1996. Cliff was a hard worker in the two RSL Appeals each year. One of his achievements was the building of 22 Single person units in Kangaroo Flat finished in 1997. Alan William Holmes served on the Committee 1993 to 2001. He was President the years 1997 to 2001. Two of the later years was the change over from Bendigo RSL to Bendigo District RSL Sub Branch Inc. He was the Organizer of events for the "Australia Remembers" 50 years after the end of WW2 in Bendigo. It was Alans proposal to turn the SMI into a Museum in 1996 with the first Museum Sub Committee being formed in May 1997 and the opening in February 1998. Now the Bendigo Military Museum. He stayed heavily involved until 2003. He was the organizer and conducted the Sandakan Memorial Service from 1999 to 2012. From there as much as possible Alan visited veterans in Nursing homes and a Wing of "BUPA" was named "Holmes Wing". LTCOL Rene van den Tol was the CO of the Army Survey Regiment from 1989 to 1991. Partly obscured behind the CO was Mr Bruce Reid, who was the newly elected federal member for Bendigo. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster printing press. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster 102 printing press. The remaining 29 photographs were taken at an Army Survey Regiment Open Day at Fortuna Villa, Bendigo on the 24th of February 1990. This occasion was one of several events held to commemorate the 75th anniversary of the formation of the Royal Australian Survey Corps. Although historical tours of Fortuna occurred on a regular basis, this was the first technical open day since 1972. The Royal Australian Survey Corps recognised that an Open Day was the best way for the local community in Bendigo to gain an insight into the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It also gave them an opportunity to tour through historic Fortuna Villa. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. The article refers to Mrs Doreen Crawford having spent 12 years as Assistant Secretary at the Bendigo RSL Memorial Hall until 1967, on leaving this job she took on a Visiting Officers role with Legacy in McKenzie Street Bendigo where she be looking after and visiting approximately 200 War Widows in their own homes as well as Homes & Hospitals. This ledger contains entries which relate to waterworks and associated expenses: construction, pumping schemes, water from stand pipes, meter rent arrears, interest payments, pumping scheme. Early residents in Warrnambool relied on tanks and wells for their water supply and in 1880 the first water supply scheme was implemented from a well on Cannon Hill. Using a windmill the water was pumped up and stored in a small reservoir nearby then piped to the corner of Timor and Liebig Streets where a stand pipe allowed the filling of water carts. Similar supplies were also installed at Albert Park, the Botanic Gardens and the Cattle markets and from 1893 to 1939 water was drawn from the Merri River. Drainage works commenced with the building of the Japan Street tunnel in 1856. The Warrnambool Waterworks Trust was the body responsible for administering these works.The supply and storage of fresh water and drainage of the area was an important factor in the development and sustainability of the town. This certificate is an invitation to the opening of the first Parliament of Australia on January 1st 1901 in Melbourne. On this date the six Australian self-governing colonies were federated to become the six states of Australia. The designers of the certificate were Norman Lindsay and John Longstaff. This particular invitation was sent to George Rolfe and his wife and two of his stepdaughters, Annie and Florence. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. By the early 1880s Rolfe owned 50 acres in the town, including farming properties and used the buildings near the mouth of the Hopkins as holiday accommodation. He called his property Lyndoch which he improved with the addition of stables, chaff and bone sheds, jetty, boathouse, reservoir, water well and windmill and extensive gardens and he spent most of his later life in this Warrnambool area. Lyndoch today is the site of an aged care facility. This certificate is of considerable importance for two reasons: 1. It is an important memento of a signal event in Australia’s history - the Federation of the States in 1901. 2. The certificate was an invitation to the family of a prominent Warrnambool person – George Rolfe of Lyndoch.This is a piece of thick paper with illustrations and decorations in brown, red, blue, yellow and green tonings. The lettering is in white with coloured capital letters. The images include the shields of the six Australian States, the Coat of Arms of Britain and Australia, outlines of two trees (gum tree and oak tree) and three symbolic female figures representing Justice, Britannia and Australia. The top border decoration represents the waratah flower. An extract from Kipling’s poem, The Young Queen, is printed at the bottom of the card. The invitation is coloured in brown, yellow, white and orange tonings. The name of the recipient of the card is handwritten in black ink. The card is slightly scuffed and marked. The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart.
