This Carte-de-viste (CdV) previously belonged to the donor's grandfather, Daniel Mullins who was a Police Officer stationed at Glenrowan soon after the Kelly gang siege. It is unclear; however, whether or not the man depicted in the photograph is Daniel Mullins or a different police officer. The Police Station at Glenrowan depicted in this CdV stood during the events of the Kelly gang's siege. Today, the siege has become an important part of Australian culture and Ned Kelly and the Kelly Gang (comprising of Ned Kelly, Dan Kelly, Steve Hart and Joe Byrne) has become ingrained in Australian history and mythology. A CdV is a sepia toned photograph mounted on card and is generally of a small size. This particular style was first patented by Andre Adolphe Eugene Disdéri (1819-1889) in 1854. In 1857, the CdV was introduced to England and after photographs of Queen Victoria, Prince Albert and their family were taken using CdV in 1860 the popularity of this method reached a peak. This photograph is part of the Burke Museum "Kelly album" which includes a significant collection of photographs and artefacts connected to Ned Kelly and the Kelly Gang. The Police Station depicted in this photograph is a classic example of Australian country colonial architecture typically seen dating to the nineteenth century. It has the typical features of an Australian colonial 'miners' cottage' with the gable roof and a skillion at rear. A white picket fence is stands between the Station and the policeman. In July of 1880, Ann Jones' successful hotel in Glenrowan burnt to the ground during the Kelly siege. She had opened her business in the year prior having been unsuccessful in her attempt to run a tea-room business in Wangaratta. The first building on this particular site was the home Ann Jones had built for herself and her family. Two years later she converted the home and added the hotel to the rear of the structure. One year later it was burnt to the ground. This image depicts the streetscape of Glenrowan in 1883, three years after the siege. Importantly, it reveals the appearance of several buildings which can reveal information for how Glenrowan (as a small town) might have stood during the siege. These buildings are of typical Australian colonial "miner's cottage" style. On what would have been the site of Ann Jones' hotel, to the far left of the photograph, a police station stands. This police station was built before April 1883. The photo dates to shortly after 1880 and references the attempt by the Kelly gang to derail a police train in June 1880 on those very tracks. Ultimately, this plan failed and the police train was never derailed. This is a reference to the Kelly gang's plan to derail a train which would barrel up to Glenrowan after news reached Melbourne that Aaron Sherritt had been shot by Joe Byrne in the Woolshed Valley. This photograph was taken by James Bray who worked as a professional photographer in Camp Street Beechworth from 1870-1891. He was one of four men who photographed the Kelly gang after the siege in Glenrowan in 1880. He is also renowned for his previous work photographing members of the Kelly gang. The photograph depicts pieces of the Kelly gang's armour crafted from plough mouldboards which are arranged on the ground. The exact relation of each piece of armour to the Kelly members was unclear for many years following the siege because the suits were disassembled without documentation and rearranged by guesswork. It was through photographs like this one, which depict the armour very soon after the siege that enabled researchers, in 2002, to reunite each of the suits with their correct pieces. This image is identified as a "Cabinet Portrait". This refers to a photograph mounted on a hard piece of cardboard. They are larger and thicker than the Carte de Visite and gradually replaced the latter in popularity after the 1860s. Identifying features of the Cabinet Portrait is on the front of the image which is generally embossed (or printed) with the details of the photographer. In the case of this image, James Bray is identified as photographer. The image is yellow in tone which compliments the gold coloured mount of the photograph. This photograph, taken by Courtney’s Thelma Studios in Wangaratta, depicts Sergeant Arthur Loftus Maule Steele standing in the regalia of the Masonic Lodge. Before his death, Steele was a long term member of the St John’s Lodge of Masons where he was a Past Master and held office of treasurer for over thirty years. He was also a dedicated member of the Church of England and was an Electoral Inspector for Wangaratta. Steele was Sergeant of Police in Wangaratta for much of his life. He was one of 17 children born to Captain Robert Ball Steele and Mary Babington in Tours, France, in 1839. His parents were travelling at the time and soon after settled in Donegal, Ireland. At the age of 12, Steele was sent to the Military Academy of Dublin where he passed his examinations and prepared to enter the British Army. Steele met a bother of Robert O’Hara Burke and was advised to travel to Australia and join as a police cadet. Steele took the advice and travelled to Australia, arriving in Melbourne at the age of 17. He spend some time in a variety of employment including working as a clerk for the White Star Line. He entered the Victorian Police force in 1856. By 1864, Steele married Ruth Ingram Ballinger at Snowy Creek and worked at Omeo until being promoted to the mining centre of Beechworth, taking charge of the Yackandandah Station. Steele and Ballinger had ten children. Steele is well known in Victorian history for a variety of reasons, the most famous being the role he played in capturing Edward “Ned” Kelly at Glenrowan on the 28th June 1880. He also arrested Frank Neville (for the murder of a local resident Mr Nicholls) and Patrick Sheehan (first person to be executed in the Beechworth Gaol 1865 for the murder of James Kennedy at Rowdy Flat Yackandandah). He later worked on the case of Bridget Mepham (charged with the murder of her sister) at Wangaratta and retired from the Police force on the 1st of August 1896. In this retirement, Steele was a keen horticulturalist who enjoyed observing the habits and growth of new varieties cared for in his conservatory. Steele passed away in February 1914. This image has the potential to support current research on Sergeant Steele, the Masonic Lodge and photography during the c.1890s. Sergeant Steele is a well-researched member of the Victorian Police force and is known primarily for his involvement with the Kelly Gang. Therefore, depictions of Steele through photography can help to provide essential information about Steele outside of the Police force. This image has the capacity to inform about Steele’s involvement with the Masonic Lodge in Wangaratta. Therefore, it is important for what it can reveal regarding historic and social aspects. The Burke Museum is home to a large collection of Kelly centred photographs. In this image a Colt 1855 Revolving Rifle is placed upon a sign detailing an £8,000 reward for robbery and murder. Writing on the rear of the photograph identifies the rifle as having belonged to Joe Byrne. In colonial Victoria, the Colt brand firearm was highly popular. They began their popularity in the goldfields of the early 1850s. Individuals, particularly those coming to Victoria with prior experience in the goldfield, brought with them a means of self-defence because of the prevalence of assault and robbery on the goldfields. In the 1860s, the Colt firearm became popular among the Victorian Police force. It was decided in June 1864 by Chief Commissioner of Police, Frederick Standish that the Colt revolvers were far more practical, being of simpler construction and therefore, more easily cleaned and less dangerous than the revolvers used prior to this: the Adams and Kerr firearms. The Colt revolver remained in use in regional districts of Victoria as late as the early 1880 when they were used at the Kelly siege at Glenrowan. The £8,000 reward was issued in 1879 after the Kelly Gang committed numerous bank robberies at Euroa and Jerilderie. In the year prior, the Kelly Gang murdered three policemen at Stringybark Creek. This resulted in the creation of the “Felon’s Apprehension Act 1878” which enabled an individual, whether a part of the Police force or civilian, to shoot a declared outlaw on sight. After the bank robberies, the Police force of NSW and Victoria increased the existing reward to this £8,000 amount.This photograph is significant for what it can potentially reveal about the Kelly Gang and firearms made in this period. The rifle in the image is a Colt Revolving Rifle which was known to have been used by the Victorian Police force from the early 1850s to the late 1880s. It is also known that the Kelly Gang stole police rifles which they used to practise with and so the identification of the rifle as having belonged to Joe Byrne is of significant importance to researchers studying the firearms of the Kelly Gang. More research is needed to solidify the connection of this particular weapon to Byrne other than the handwritten note on the back of the photograph. The Burke Museum Beechworth is home to a significant collection of photographs connected to Ned Kelly and the Kelly Gang. Photographs like this one are valuable for what they can potentially reveal about the Kelly Gang and the Police force during this period. Alongside the study of the other images, photographs from this collection have the ability to further expand current knowledge on this period of Australian history. There is also the capability to provide an analysis of how these firearms and Kelly memorabilia have been received in the past. Mission to Seafarers Victoria
Furniture - Altar, Rodney Howard Alsop, 1907
Along with the pulpit, this Altar was designed by architect Rodney Howard Alsop (1881-1932) (Annual report 1908). It was originally made for the Siddeley Street Institute, which was built in 1907 on a block of land leased from the Melbourne Harbour Trust and donated by Mrs Amelia Shuter (nee Lord) (see Annual Report 1907). The altar is photographed in an early picture of the Siddeley Mission in a room used as chapel before the chapel built in 1909. Although a 21 year lease for the site had been granted, a notice was delivered to the Mission to quit the site in 1912. In 1915, the present site was agreed on. The Altar sits within the Chapel of Saint Peter, which belongs to the State Heritage listed (H1496) Mission to Seafarers Victoria complex. This complex was designed by Walter Richmond Butler in 1916, and officially opened on 11 September 1917. On the right hand side of the altar, is a brass plaque in memory of Charles Shuter, a colonist and police magistrate who died in 1902. The plaque was made in 1907.The Altar is significant because it is located within the Memorial Chapel of Saint Peter, forming part of the State Heritage listed Mission to Seafarers Victoria complex. It is of religious significance in catering for all denominations and the spiritual needs of visiting seafarers.The Altar has a shelf above and three panels along the front, with carved decoration and lettering. Altar bears a plaque that reads "To the Glory of God - In memory of Charles Shuter, of Melbourne, Police Magistrate, Given by his Wife, December 13th 1907". He entertained the crowds by performing aerobic acrobatics in the plane he'd built himself. Two months later he died in a plane accident. PAGE 70; In 1967 Australia's Prime Minister, Mr Harold Holt, goes missing, presumed drowned. PAGE 71; In 1970 the mystery of four bodies were found in a car that crashed over the cliff at Loch Ard Gorge, near Port Campbel, made headlines in the Standard. PAGE 72; The back page features a photograph and greetings from Fletcher Jones and Staff. There are many staff members in front of the Fletcher Jones factory in Warrnambool, which was established around 1924.The centennial edition of the Standard newspaper includes local social, economic and historical aspects of Warrnambool, Victoria, Australia and the World. This novel, Jimmy of 'Murrumbar' by E.D. Oakley (Edward Daniel Oakley 1877-1962), is a children’s adventure story about an Australian indigenous boy who was educated in a mission and worked as a 'black tracker’ for the police to hunt down criminals in the bush and mountain region of the Grampian Ranges of Victoria. Oakely's parents, Thomas and Eliza, had a farm in Warrnambool called 'Oakbank'. Oakley worked at various jobs in the local district and later had his own wheat farms. When he returned to Warrnambool to build commercial premises and work in the retail industry. His influence encouraged Fletcher Jones to open a shop in Warrnambool. His novel - Jimmy of 'Murrumbar' - was written after he retired. The copy of the book in our collection does not have a publication date. The National Library of Australia lists two editions of this book, one dated 1938, the other is undetermined. It was published as part of a series called the Marcie Muir Collection of Australian children's books. No reference has been found to the author or any further works by him/her. The novel was reprinted as a reproduction in 2017 as a paperback and a leather bound edition 'Classic Reprint' by Forgotten Books. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. This novel is historically significant for its story, representing the changes to Australian Indigenous culture and life after colonisation. The book appears to be that this is the only work written by E.D. Oakley. It is locally significant for being written by an early prominent Warrnambool family member. Dudley Charles Seymour Courtney , with a fellow worker, was trapped on the Orbost Raailwaay Station roof until rescued by an army duck. These photographs were his. He worked on the railway in Orbost from 1942 - 1952 approximately. During the 1952 flood nearly half of Orbost rail way station is washed away. The stationmaster and four members of his staff were rescued by police using army ducks.This is a pictorial record of a significant event in the history of Orbost.Nine small black / white photographs of a derailed train at a railway station. Artefact, Old gaol lock, c.1880
This lock was once used in the old 19th century gaol in Gilles Street, Warrnambool. The gaol is part of a group of four heritage buildings which comprise a police station, a police residence, police stables as well as the gaol. These were built between 1883 and 1888 from the designs of the Victorian Public Works Department architect, E.R. Laver. He was responsible for the designs of many 19th century country police stations, post offices and courthouses in Victoria. The four heritage buildings, of which the gaol is one, are important because they are some of the few surviving Warrnambool 19th century bluestone buildings. Today they form part of the South West Tafe Complex. This lock is of considerable interest as one used in the Warrnambool 19th century gaol building. The door on which it was used appears to be walled up now. This is a large iron lock with a base plate with three rivets and a projection piece. There are three curved iron pieces on the plate and these are fixed to the plate with 12 rivets. The bolt is rounded and moves under the three curved pieces across the plate. ... but is retained pending further research. history of warrnambool police ...This police baton or truncheon is typical of the ones used by police in Australia perhaps late in the 19th century or early in the 20th century. No information has yet been found as to the identity of the owner or the significance of the letters, ‘A P 1304’. There are several possibilities as the collection of the old Warrnambool Museum which operated from the 1870s to the 1960s included several police batons. The owner of this baton is not known but is retained pending further research.This is a wooden police baton. The rounded body is tapered towards the top and it has an incised ridge near the top and a knob on the top to form a handle. The ridge at the top may be for holding a string or rope to carry the baton on the wrist. The wood has been varnished but it is now much worn and discoloured. This book has been given to John Ardlie by Lewis Gilles in 1866. John Martin Ardlie came to Warrnambool in 1852 as the Clerk of Courts and remained in this position until 1868. He died in 1872. He was a leading figure in community affairs for twenty years and Ardlie Street in Warrnambool is named after him. His family home was Wyton, site of the old convent at Emmanuel College today. Lewis Gilles, important in the early history of Tasmania as a bank owner and breeder of cattle, came to Warrnambool in 1854 as the first resident Police Magistrate. He remained until 1866 when he went to England (the occasion of his presentation of this book to John Ardlie). He died in 1884 in South Australia. Gilles Street in Warrnambool is named after him.This book is of high significance because of its connection to two very important early residents of Warrnambool – John Ardlie and Lewis Gilles. This is a hard cover book of 336 pages. The cover is brown with gold ornamentation and lettering on the front cover and spine. The pages are gilt-edged. The first letter of each hymn is ornamented and there is an illustration covered with tissue paper on the first page. One page shows silverfish damage and the cover is partly detached from the binding. The cover is frayed in places and a little stained. The inscription is handwritten in black ink. ‘Presented to J. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. Functional object - Door plates and key hole covers
These items come from the house "BIRCHWOOD" in Koroit Street, Warrnambool belonging to Dr. Angus and family. Dr. William Roy Angus (1901-1970) practised in Warrnambool from 1939 to 1970. In his later years Dr. Angus was an important ophthalmologist. He was prominent in Warrnambool in both medical and community affairs. The Angus home "BIRCHWOOD" at 214 Koroit Street (the site of the Warrnambool Police station today) was noted for its beautiful garden, lawns and croquet court and used as a meeting place and entertainment centre for vice-regal personnel and community organisations.These items are of considerable interest as they are connected to a well known doctor in Warrnambool and a notable house..1,.2,.3 These are three wooden door plates with a fine ridged front and a curved top and base. They have four holes to be used with nails to attach to the door. .4, .5 These are two wooden key hole covers with half spherical shapes at the top, ridging and carving towards a tapered base. .4 has a brass circular plate at the back with two small decorations protruding at the top. Article, Henry Pulteney Dana and his Native Police, 1970s
This item is a copy of an article on Henry Dana and the Native Police of the 1840s and 50s in Victoria. Henry Dana’s police corps is regarded as the forerunner of today’s Victorian Police Force. The article was written by Stan Baulch when he was a member of the Warrnambool and District Historical Society, probably in the 1970s. The paternal grandparents of Stanley Samuel Baulch (1897-1980) were Francis and Ann Baulch, pioneer settlers in the Kirkstall area in the 1840s. Stan’s father, Samuel Baulch, established a property in the Macarthur/Hawkesdale area in the 1870s (Rose Park) and in 1893 bought the nearby property of Dunmore which had been established in the 1840s by Charles Hamilton MacKnight and partners. (It was when Stan Baulch was reading the 19th century diary of Charles MacKnight that he first came across the story of Henry Dana and the native police). Stan Baulch inherited part of the Dunmore estate on his father’s death and this he named Rose Park, using his father’s property’s name. Stan Baulch had a great interest in local history and as well as the article on Henry Dana he also produced a booklet on early bullocking and bullock-drivers in the Western District. This article is a copy so does not have any strong historical significance but another copy of it will be a useful file item in the collection of the Warrnambool and District Historical Society.This is an article of 8 foolscap pages, with the material in it being a typed copy. Vintage Men’s Wear History of Warrnambool Police ...These braces of the type known as ‘Police & Firemen’ were originally worn mostly by men wearing a uniform of some sort – police, firemen, members of the armed forces, postmen, other government officials etc. Later the braces were worn by men, mainly workmen, wanting a durable, good quality item to hold up their trousers. Braces are still worn occasionally by men today, mainly as a fashion item. These braces have no known local provenance but are retained as an example of an item of clothing worn by men 100 years ago. These men’s braces have a loop of long heavy quality elasticized cotton held at the top with a metal clip and with the loop forming two long ends made by a leather clamp near the top. The ends of the two cords have metal clips and two leather straps at each end with eyelets for attachment to buttons. The top of the loop also has two leather straps with eyelets. The Star Hotel was built in 1863 as a private dwelling, by James Shackell who owned the Bond Store, next door. It was a small house consisting of only a couple of rooms. In 1867 Joseph Salomon bought the house and converted it into a hotel. He built an underground bar to "deal with the peculiarities of the Echuca climate". It was called 'The Shades'. In 1890 Jane Pygall bought the hotel, which was described by the Riverine Herald as having ' three parlours, seven bedrooms, underground bar, kitchen, bathroom, outhouses, small stables, and entrance from two streets." She changed the name to The Esplanade Hotel. In 1890 it was de-licensed along with many hotels in Echuca. It had been a very popular drinking place for all the wharf workers, who continued to to drink illegally in the underground bar. It was then that the escape tunnel to the laneway was built , so the drinkers could escape the Police raids. For many years it was a private dwelling, or an office. In 1973 the City of Echuca bought the Star Hotel and resored it. At the time this photograph was taken it was the main tourist information centre for the Port of Echuca. It now operates as a hotel, serving meals and providing performance opportunities for musicians.The Star Hotel is very significant in Echuca's history due to its proximity to the Echuca Wharf. It was the closest bar to the wharf. Despite Jane Pygall trying to improve the quality of her clientele, the wharf drinkers preferred to drink at The Star Hotel, as the Bridge Hotel catered for more upmarket clientele. After de-licensing in 1897, the workers continued to drink at The Shades Bar and even put in place elaborate strategies to enable them to drink illegally there. It is now a large eating and entertainment site, and the public are still able to visit 'The Shades Bar'.A coloured photograph of the Star Hotel building in Murray Esplanade. Jarrold Cottage or White Cloud is known by many to be associated with the Skipper family, and has been since 1944 when Lena Skipper, wife of Mervyn Skipper purchased the cottage. She purchased it from the Estate of Thekla Jarrold who had died in March of the previous year. By the time Thekla died, she had lived in the Jarrold Cottage for 50 years. Thekla Alvenia Sissilia Ellian married John William Jarrold in 1888 at Clifton Hill. They started their family there but when John’s father William (who was married to Hannah Coleman) died in 1893 the family moved to Eltham. William had married Hannah Coleman in 1856 at his home in Eltham. William had arrived in the colony in 1848 so it is believed the Jarrold Cottage goes back at least to 1856 and possibly early 1850s. For a short period of time the cottage was rented to the Police as a temporary Police Station whilst a new and more permanent station was built further up the hill in 1859. The cottage was originally located closer to the Diamond Creek but was subject to flooding so was relocated to its present position on top a mound of rubble placed there from the nearby quarry next to the Dalton Street school (on Main Road). By 1916, John Henry Clark, a photographer who took many early photos of Eltham relocated from Fitzroy to Eltham and boarded with recently widowed Thekla Jarrold and her family. He changed professions from photographer to boot and harness maker around 1931 and Thekla had a small bootmakers shop built ifor him in the corner of her property next to the family home. J.H. Clark remained living at the property until his death in December 1956. At some stage after Clark's death, Lena Skipper is recorded living at the property having relocated from Montsalvat following the death of her husband Mervyn. ... Eltham local history centre police residence Police Station Born ...The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups.
