Plate, City of Warrnambool, Late 20th century
This plate would have been part of a crockery set used by the Warrnambool City Council at civic functions and receptions. It probably dates from the late 20th century. It was made by Westminster China which was a business established by Stanley Rogers and Sons Limited in Cheltenham, Melbourne in 1954. In 1977 the business was moved to Sandringham, Melbourne and by the 1990s it was mainly producing items for the hospitality sector. Warrnambool became a Municipality in 1865, a Borough in 1863, a Town in 1883 and a City in 1918. The seal and motto, ‘By These We Flourish’ were designed and drafted by John Macdonald, an original member of the Municipal Council in 1856 and the first Head Master of Warrnambool’s National School in 1850. This plate is of interest as one of a set used by the Warrnambool City Council in the late 20th century. This is a white china plate, slightly bowl-shaped, with a gold strip around the rim. The gold is partly fading. The plate has the City of Warrnambool crest in blue and yellow on one outer edge of the plate. ‘City of Warrnambool Victoria’ ‘By These We Flourish’ warrnambool city council, history of warrnambool -

As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level.Black and white photograph of Clover Dam with Kiewa River in flood. .5mm white boarder on 3 sides of photo.Handwritten on back of photograph in black pen - Kiewa in flood. Electric Megger (Insulation Tester) and its case
Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals. All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. Spectacles Reading, circa early 1900s
... , made in Melbourne, highlight the fact that the Kiewa Valley ...These reading glasses plus the two additional replacement lenses were highly fashionable in the late 1800's and early 1900's due to their light frames ie. wire. They are of light material and are not as obtrusive, or heavy, as horn rimmed reading glasses. This minimisation of the eye wear was to allow the facial features to be presented without any obstructing eye wear, "au naturel". The "light weight" wire connections to nose and ears was to minimise weight upon those physical areas. It was an eye piece preferred by accountants and all forms of "book worms". This was a period when the "written word" was at its peak. This was well before the light enhanced computer screen and at an age where the "written word" was in the majority as compared to the typed word. These reading glasses are very significant to the Kiewa Valley as they provide additional material which supports the "isolational factors" which were prevalent in the 1800's and early 1900's. Poor lighting and lack of available optical technicians in rural areas, required those suffering with eye troubles in these rural areas to go to Melbourne. An advertisement placed by H B Bissel "eyesight specialist" in the "Independent" Newspaper in 1915 on page 3 " Every person's eyes are liable to be affected by some little weakness or other and these weaknesses, if not corrected at once, are apt to assume a most serious aspect as time goes on". This type of advertisement is putting "the fear of God" on those with slight eyesight problems. It also does not factor the poor lighting used by most in rural areas at this point in time. By the mid to late 1950's, electricity in the Kiewa Valley was available to all households and improved lighting helped nighttime readers. These reading glasses, made in Melbourne, highlight the fact that the Kiewa Valley and its region were still reliant on Melbourne based "specialists" and travel to and from these highly professional health practitioners not only involved a long, and time consuming journey, but also an expensive one.The frames of this oval wire reading glasses is made from gold plated copper wire. There are three nose bridges each with a slightly different angle and shape, each has a different magnification. This may suggest that they were in use at different developmental periods during the wearers ages. Each of the three lenses were fixed onto the frame by a screw and fastened directly onto the glass. Two of the glasses have nose "guides/rests" and one without.. The fine wire ear "loops" has a small "ball" feature at its end (to stop the glasses from slipping off the face).personal effects, spectacles, eye fashion, reading glasses -

Case Leather for Reading Spectacles
This small, slim case was manufactured to contain reading spectacles in a secure but yet "manageable pocket or purse" environment. It was manufactured to contain reading glasses that would not exceed 12mm in thickness. The product was targeting the "professional" reader ie. accountant, lawyer, business and property managers. Because it was made for a "eyesight" specialist to contain "prescription" reading spectacles the quality had to be of a higher level than cheaper "off the shelf" ones. This case was made and used in the late 1800's and early 1900's.This case, for spectacles, holds a significant position in that it points to a time in history when rural Australian families required to travel long distances to obtain professional "eyesight" treatment which, on the whole, were only available in the capital cities (in this case Melbourne). In the pre 1960's, the greater the distance from capital cities for Australian rural folk to seek professional medical, dental, nose ,eye and throat specialists the greater the time involved resulting in the greater expense. This "isolation" brought about increased costs not experienced by city residences. The quality and durability of this case was a pre-requisite for the Kiewa Valley based resident. This slim spring lid spectacle case has a body of light steel over layered by a fine skin dyed(dark brown) leather coating. The inside, of the case, has a 1mm lip opposite the hinged end (to secure the reading spectacles within the case). The inside is fully covered by a "royal" purple felt (to provide the spectacles with a scratch free enclosure). At the outside base in gold lettering "H.B. BISSELL" underneath "EYESIGHT" underneath "SPECIALIST" underneath "BARKLY st", underneath "FOOTSCRAY"personal effects, spectacles, eye fashion, reading glasses -

Photo, Negatives Pioneers of Warrnambool & District board, 1975
The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. For a full list of names go to http://www.warrnamboolhistory.org.au/warrnambool-history/pioneers-board/ The Warrnambool pioneer Board is one of those rare items which can claim significance on most if not all of the primary and comparative significance criteria. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. They come from a wide range of backgrounds and as such presents a cross section of our earliest settlers in the district from 1840's to 1860’s.Cardboard folder with black and grey mottled cover with 3 metal studs along spine and white paper label with the word negative printed in black on front cover. Inside is a printed index of pioneers with reference relating to board number and negative number. There are three loose strips of negatives and 20 pages with pockets to hold strips of negatives. Up to page 13 have negatives strips inserted. There are 15 large and one small print of some of the pioneers from the board. This negative album was prepared by John A Welsh MBE JP Dip M Eng Director Warrnambool Art Gallery 1/7/1975 to 11/12/1977.There are a number of grey lead notations possibly corrections against some of the names in the index.warrnambool, warrnambool pioneer board, jack welsh, warrnambool art gallery, pioneers of warrnambool, foyles photography, lillian foyle, bernard framers, w mcaree, -

Typewriter maintenance kit, Early 20th century
This box contains maintenance equipment for a Remington typewriter. The Remington company was founded in U.S.A. and it produced the world’s first typewriter for commercial use in 1873. In 1886 the Remington family business was sold but the name was retained and typewriters with the Remington Rand brand name were sold from 1927 on. Typewriters have now been replaced by computers. This box of equipment belonged to Dr Horace Holmes who would have used a typewriter in his medical practice in Warrnambool in the first half of the 20th century and perhaps would also have used a typewriter in the activities of the many community groups with which he was associated. Horace Iles Holmes (1877-1959) was born and educated in Tasmania and he completed a medical degree at the University of Melbourne. He commenced a practice in Warrnambool in 1906 and was the honorary Medical Officer at the Warrnambool Hospital and Warrnambool’s Health Officer. His practice was at ‘Ierne’ at the corner of Spence and Kepler Streets. He was an early member of the Royal Australian College of Surgeons and was prominent in community affairs (foundation President of Warrnambool Rotary Club, a member of the Warrnambool Masonic Lodge for over 50 years, a Warrnambool Hospital Committee member, a long-term Trustee of the Warrnambool Methodist Church and President of the Lyndoch Hostel for the Aged Committee.
