On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. The firm of Alexander Shanks & Sons Ltd of Arbroath, were engineers, founders and boiler makers the company was incorporated in the year 1893. At the Dens Iron Works, purchased by the firm in the same year, a wide variety of products was manufactured including cranes, hoists, pumps and lawnmowers. In the 1960s the firm was taken over by Alexander Shanks (1801-1845) was an Inventor of the modern lawnmower, who lived in Arbroath Scotland. While credit is usually given to the Englishman Edwin Budding (1795-1846) for the invention of the lawnmower, it is Shanks' machine which was the direct predecessor of the modern mower. Shanks' innovation was a machine which rolled the grass as well as mowing it. Although Shanks himself died at a young age, his son showed the mowers at the Great Exhibition in 1851 which led to a successful business that continued into the 20th century, supplying mowers to cut the tennis courts of Wimbledon, the cricket grounds at Lords and the Old golf course at St Andrews. The firm was also well known for the manufacture of portable steam engines and steam cranes. In 1968, the company was taken over by Giddings & Lewis Fraser Ltd, Engineers of Arbroath. The subject item is a good example of an early lawn mower made by the company that is credited with being the first to patent and manufacture such a machine. The company Alexander Shanks founded was known throughout the world as significant manufactures of large steam machines used from the middle of the 19th century to the first quarter of the 20th century. These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. Agitation for a railway extension began in 1888 when a meeting was held at Arthurs Creek to press for the construction of a railway line from Heidelberg to Kinglake. The Chairman Mr Charles Draper said this was necessary because this was the best fruit growing district in Victoria. Mr Cameron M.P. pointed out that whatever route the line took it would have to follow the Diamond Valley from Eltham. At the same time another meeting was pressing for the line to be extended to Queenstown (St Andrews). However when detailed surveys were made it was discovered that the only possible route was to Hurstbridge because of the hills. In 1912 the railway was opened terminating at Hurstbridge. Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. She also held a range of roles and committee positions in a wide range of Wodonga community organisations. These included the Horticultural Society, the Wodonga Arts Council, the Wodonga Camera Club and the Wodonga Lapidary Club. This photo collection is significant as it documents how the businesses and buildings in Wodonga have evolved and contributed to community throughout the 20th century.Wodonga, High Street West Businesses including Westpac, Wodonga Jewellers, Genevieve, Andrews Chemist and Tooles Disposals. Over the years it has occupied premises at 3 different locations in High Street. Tooles Disposals, formerly Tooles Motors was established in 1939. It was taken over from William Dobbie, Automotive Engineer who set up his business on this site about 1929. It was opened by Pat Toole and later taken over by his son Bill. The Disposals part of the business was expanded in 1963 and eventually took over the entire building. The central Wodonga building was sold in 2011 and Bill and his wife Debbie moved the stock to their warehouse in Bandiana. They operated from Bandiana while also focusing on online selling. Pindarri was the name of the property on which artist John Serle lived on Pindari Road, St. Andrews. Colour painting reproduced on page 11 of "Pioneers & Painters: One hundred years of Eltham and its Shire" by Alan Marshall (1971). This chapter 1 "In the beginning" gives a physical description of the area: "Thick forest covered all the higher mountain ranges .. These areas were all heavily timbered, associated grasslands and eucalyptus extending from the thick forest country across undulating hills to the Yarra... The timber in general is gum, oak and Banksia, the two later are small, the gum two to four feet of diameter and from then to thirty feet high; on some of the low ground somewhat larger. The forest was open with little scrub..." The artist John Serle (born 1928) was the first local artist to become a councilor for the Shire of Eltham. He also worked for the Shire of Eltham grading roads. The Shire of Nillumbik hold a similiar painting in their collection (access via Victorian Collections) titled: Untitled (bush) Donor details on file. Location of original painting unknown. Gold was discovered on One Tree Hill in 1854. The site has been worked intermittently until fairly recent times. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p53 Though still a working mine, One Tree Hill Mine at Smiths Gully, now stands in a tranquil reserve surrounded by bush and native animals - in contrast to its heyday. In the mid 19th century, when the mine was part of the Caledonia Goldfields, hundreds of men in search of their fortune worked the alluvial gold in the Yarra River, its tributaries and the reefs that made up the goldfields. Miner Stan Bone, assisted by Wilfred Haywood, is the last of the independent gold miners in the area and still uses the quartz crushing battery as miners did when gold was first discovered in the area in 1851.1 Stan, who is the last of six generations of miners in his family, was aged 17 when he began mining on his father Alex’ mine, The Golden Crown in Yarrambat. These days, after blasting the gold-bearing rock in Mystery Reef, one of the four reefs at One Tree Hill, Stan transports it around five kilometres by tip truck to the Black Cameron Mine for crushing. There he uses water from the waterlogged mine, (which still contains gold), as the Happy Valley Creek at One Tree Hill is usually dry.2 The One Tree Hill Mine has been worked for close to a century since it opened around the late 1850s.3 The Swedish Reef was its most productive reef and one of the largest in the area. Around 1859, extractions included 204 ounces (5.8kg) of gold, won from 57 pounds (26kg) of stone.4 Then during World War Two, Stan’s uncle, Bill Wallace, and Alex Bone, closed the mine. In 1973, Stan, with his Uncle Bill, reopened the Black Cameron Mine and worked there until 1988. Stan resumed mining One Tree Hill in 1998. As late as the 1920s gold was picked up by chance! When crossing a gully on his way to vote at the St Andrews Primary School, Bill Joyce picked up some quartz containing gold. This site was to become the Black Cameron Mine. The Caledonia Diggings, named after Scotland’s ancient name by local Scots, began around Market Square (now Smiths Gully) and included Queenstown (St Andrews), Kingstown (Panton Hill) and Diamond Creek. There were also poorer bearing fields in Kangaroo Ground and Swipers Gully (now Research). * None of these compared in riches to the Ballarat and Bendigo fields5, but the Caledonia Diggings continued intermittently for close to 100 years. Gold was discovered in Victoria following a bid to stem the disappearance of much needed workmen to the New South Wales diggings. Several businessmen offered a reward of £200, for the discovery of gold within 200 miles (322 km) of Melbourne. Late in June 1851, gold was first discovered at Andersons Creek, Warrandyte. Then in 1854, George Boston and two other men discovered gold at Smiths Gully. Gold transformed the quiet districts, with a constant flow of families and vehicles on the dirt tracks en route to the Caledonia Diggings. Three thousand people worked the gullies in Market Square, including about 1000 Chinese miners. The square established its own police, mining warden, gold battery, school, shops and cemetery and grog flowed. Market Square flourished until the middle 1860s. Bullocks transported quartz from the Caledonia Goldfields to the crushing machinery at the Queenstown/St Andrews Battery, near Smiths Gully Cemetery. It was destroyed by bushfire in 1962. By the late 1850s, most early alluvial fields were in decline, but minor rushes continued until around 1900 and some until the early 1940s. Some miners did well, although most earned little from their hard labour in the harsh and primitive conditions.6 But according to historian, Mick Woiwod, the gold fields helped to democratise society, as individuals from all walks of life were forced to share experiences, and the ability to succeed, depended less on inherited wealth or social rank.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The angle of the view suggests the artists viewpoint may have been from a spot close to the intersection of Madden Drive and Muir Street looking east over the town. Several buildings constructed in the 1860s and 1870s can be seen in the painting. These include Saint Andrews Presbyterian Church (now Uniting Church), built 1865, Stone Villa in Bennett Street, the Bacchus Marsh Court House, the former National Bank and the Border Inn, all on Main Street, and in the distance Saint Bernard’s Catholic Church. Buildings such as Simon’s Garage erected in 1913, on the corner of Main Street and Grant Street are not shown. In the foreground running horizontally Grant Street can be seen. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. A community-led project to contribute to a vision for the Shire of Nillumbik. Between October 2011 and June 2012, Nillumbik Shire Council undertook a community information gathering project to ask residents "what is your vision for your local community?” Picture Nillumbik represents a collection of responses from community groups, schools and households via online submissions, photos, interviews and workshop contributions. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. He was described as "jolly and hearty" and ran a publican's booth at the Eltham Races in 1903, reportedly doing a good trade. He was an Eltham Shire Councillor between 1897 and 1918 and was Shire President in 1911. The Evelyn Hotel was situated in Main Road Eltham, immediately opposite its competitor the Eltham Hotel. It had opened as the Fountain of Friendship Hotel by 1854, when it was described as having "twelve spacious apartments all canvassed and papered", but had changed its name by 1878. The proprietor from about 1889 until 1919 was William Morris; he was also the licensee for most of that time. (The William Morris who was a butcher at Eltham in the early 1900s was no relation.) It advertised that it had "good stables", located behind the hotel in Pitt Street, a necessity for hotels at the time. Mail coaches en route from Heidelberg to Queenstown (now St Andrews), Panton Hill and Kangaroo Ground changed horses there. It was de-licensed as a hotel in 1919 but continued to operate as a boarding house until it was destroyed by fire in 1931. Pleydell; Ian McDonald The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948. His wife Blanche Annie Parsons Cornell (nee Bracher) was born in 1869 in Hokitika, New Zealand; she died on 21 January 1940. Children were: Gilbert Frank Cornell (b1894, Hawthorn; d1908, at Frankston beach, an accidental drowning) Ruth Amelia Cornell (b 1899, Kew; d 29 May 1977, Kew) Lorna Amy Cornell (b 1906, Surrey Hills; d unknown) Patience Blanche Cornell (b1907, Surrey Hills; d unknown). Ruth Amelia married David Ellis, c1922 in Surrey Hills. David was a dentist who practised in Surrey Hills for many years. Aaron Solomon (1870-1936) was enrolled at the RVIB school in 1878, after losing his sight at 6 years of age. He first began participating in concerts in September 1884, at an exhibition of talent that was held by the Institute and the Deaf, Dumb and Blind Institute, to raise awareness of their work and achievements. He then became a regular performer with the entertainment troupe and travelled around Victoria singing and playing piano, even after his discharge from the Institute in 1892. In 1894 he formed his own troop of players and toured around Victoria, Tasmania and New Zealand. This consisted of two females (Tilly Aston and Maggie Mulvogue) and three males (Charles Bartlett, John Irwin and himself). In 1896, Annie Drummond, Nellie Andrew and William Snell replaced the Aston, Mulvogue and Bartlett, and W.W. Spicer was appointed as manager with his wife acting as an assistant to the ladies of the group. In 1897-1898, H Forder replaced William Snell. On a return tour to New Zealand in late 1898, Thomas Andrews - brother to Nellie - joined the troop and Fred Hunter replaced H Forder. This was the first time the troop numbered eight people, who were also present when Annie Drummond married Aaron Solomon in Hamilton, New Zealand on Feb 3, 1899. Watson, said yesterday. A reader in 50-50 yesterday complained of farmers’ hawthorn hedges obscuring drivers’ views at bad corners on busy roads in the Kangaroo Ground district. Mr Watson said the roadworks were deviations to remove the sharp turns, and the road would cut back into paddocks. The hedges would go at the same time.
