During winter skiers skied on the Bogong High Plains. During the 1940's the State Electricity Commission of Victoria was constructing the Kiewa Hydro Electric Scheme and skiing was part of their employees recreation. Skippy St Elmo won ski races during the 1940's practising on the High Plains where she and her husband lived. Her husband worked for the S.E.C.V..Employees of the State Electricity Commission of Victoria were early skiers on the Bogong High Plains. This photograph was taken during construction of the Rocky Valley Dam and wall. Work was commenced in early 1947 but had to be suspended during winter and then resumed in October. Work continued in 1948 with the establishment of work facilities and, at the dam site, the river was diverted through a temporary pipeline. This photo is of the very newly constructed State Electricity Commission town of Mt. Beauty. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950 which places this photograph about 1950/51. There is no evidence of work being commenced on the regulating pondage but the tail race canal can be seen on the centre right of photo. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. There are a number of dwellings on Simmonds Creek and the road to Falls Creek can clearly be seen. Snow capped Mt. Bogong is in the upper left of the photo with Mt. Beauty behind the township rising to Big Hill beyond that.Shows the newly constructed town of Mt. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. These albums were put together by Allen Clarke, who worked for the State Electricity Commission of Victoria for over 40 years. He was also a member of the Senior Citizens Club. He collected theses press cuttings, put them in these albums and donated them to the Mt Beauty Senior's Club.1. The ink rolls were used in an addressograph machine. The addressograph machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine stamped in ink onto pay envelopes. The SECV constructed the KHES from 1939 to 1961 on the Bogong High Plains. It included work on Power Stations, Dams, Tunnels, Race-lines and transmission lines as well as camps, towns, roads, telecommunications and infra structure. These papers give an understanding of where the project was up to in late 1953. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. A shock of different voltages was delivered to a person using the two metal handles or two heavy soft wire combs (missing but known of) were moved across the skin. Perhaps this was an early TENS Unit. The unit came to the donor's grandfather (Roy F. Leibig - Chief Electrical Inspector of the Brunswick (Melbourne) Electric Supply) for repair and returned to his keeping once it had become obsolete (upgraded by newer machine). Donor often helped his Pa repair electrical equipment.Historical: The Resuscitator or Electric Therapy Unit was used in hospitals, possibly Mental hospitals. Provenance: The donor worked at Mt Beauty in the Kiewa Hydro Electric Scheme with the State Electric Commission of Victoria as an electrician. Black wooden smooth box with clip fastener which is screwed on - 3 screws for the base and 2 for the lid. On top of the box is a leather strap for the handle fastened by steel screwed into the box. Inside: A mask with attached strap. Tap fitting loosely into steel box. Metal cylinders and a Cardboard box. A wooden lockable case, housing electrical equipment suitable for issuing high voltage shocks.In red, middle of the side with fastener - "SPARKLETS RESUSCITATOR" Scruff marks inside the lid. Used from the mid 1920s to mark timber so that it could be cut with a saw. Wooden screw on the side allows the square wooden block to slide along the length of wood which is almost square at the end but with 2 flat sides and 2 rounded sides.
