The Department of Crown Lands and Survey (1857-1983) was responsible for the administration of survey and mapping and the sale, occupation and management of crown land throughout its existence. This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. This Emergency Edition of the map of Panmure, Victoria, is part of the W.R. Angus Collection. It was printed in 1942 during World War II. It is one of two maps donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, who served as Surgeon Captain in the Australian Defence Department. The map was compiled for the Dept. of Army by the Dept. of Lands and Survey in Melbourne, prepared by the Australian Section of the Imperial General Staff, which was a British Government body created in 1907 to co-ordinate the defence of Britain and its Empire. It was printed by A.H.Q. Cartographic Company, Survey Corps, which was formed in 1941. The Corp changed its name to L.H.Q. Cartographic Company of Bendigo. In 1947 the name reverted back to the A.H.Q. Cartographic Company until 1955 when it became the A.H.Q. Survey Regiment. The W.R. Angus Collection includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus who began practice in 1924. Dr. Angus served with the Australian Department of Defence as a Surgeon Captain during the Second World Was from 1942 to 1945. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years and made monthly visits to Portland to perform eye surgery. Dr Angus and his wife Gladys were very involved in Warrnambool’s community with a strong interest in civic affairs. They were both involved in the creation of Flagstaff Hill Maritime Village, including the layout of the gardens. After his death on 28th March 1970 his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. The Melbourne & Metropolitan Board of Works was established in 1891 to oversee the introduction of a sewerage and water reticulation system in Melbourne and its suburbs. This complementary map was produced by the Department of Crown Lands & Survey [Victoria] in the same decade showing the distribution of water in Melbourne for use by fire brigades. A surveyor was employed to measure the land designated as Yangery, County of Villiers, in the Borough of Warrnambool. The area on the map is similar to the earlier Farnham Survey undertaken by William Rutledge in the 1850's. Warrnambool was a Borough between 1863-1883. Coutours, waterways, sea and other significant points are shown. The distances are accurately measured. This survey map was used for planning future land sales, recreation areas and roads. WILLIAM RUTLEDGE (1806-1876) William Rutledge surveyed the land known as Farnham in southwest Victoria in 1843. His tenants made him a profitable business from working the land there. In 1863 Rutledge moved from nearby Port Fairy to Farnham and became very successful in breeding sheep, which he imported from J.R. Kirkham of Lincolnshire, England. He also bred horses on his land. The survey map of Yangery is important for its connection with renowned surveyor William Rutledge. Students attended Sunday School classes at the Kergunyah Presbyterian Church. Sunday school was held in a little 16 foot square wooden building which came from Rocky Valley after it was no longer needed there. Ewen Wallace's father initiated and organised the move. C2011 the building was knocked down because of white ants. The Presbyterian Church will be 125 years old in 2015. This book was awarded to May Adelaide Anstis in 1895 for first prize in Bible. May entered Clarendon Ladies' College in 1891. On the original register father's name is listed as William and the residence as Neil St, Ballarat.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936. This photograph shows how (early to mid1900s), before the establishment of the Mount Beauty "gated" village, the Kiewa Valley was farmed and the scarce population was spread out over acres of productive land. This photograph catches a time before (what appeared to the local farmers as the invasion by a mass of construction workers) when this remote valley was part of a "lay back" rural landscape,occasionally visited by friends and some wayward tourists. The mountain ranges provided an adequate barrier against the way-would traveller. The immigration numbers coming into Australia was still quite small ( due to the "white" Australia policy) which was in force before World War II. After World War II a mass of displaced European refugees and migrants boosted the Australian population and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture is over and the impact of cheaper rural produce from Asian markets will see a shift of land useage and population activities. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land. Road access (unsealed dirt) was typical of that provided in rural regions in the 1950s.
