Excavation of a diversion tunnel was commenced in 1939 to divert water from the East Kiewa River to allow construction of the dam wall. This was completed in February 1940 and excavation for the dam wall commenced in the same month, with the first batch of concrete placed in September. Lewis construction Company had the contract, but the S.E.C. took over construction in March 1942 and the dam was completed in March 1944. Falls Creek Ski Resort developed during the construction of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. The first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened in 1958. Tourism was growing and being encouraged by local businesses.The souvenir postcard was produced by Mr S. K. Pearce a Mt Beauty businessman. It was a memento for skiers and visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. Construction of Bogong Village was commenced in 1940 and was the Field Headquarters for the early part of the construction of the Kiewa Hydro Electric Scheme. In all, a total of 36 houses, medical centre, police station, trading store and primary school were built. As well, there was a hostel for staff personnel and prefabricated units, each 10 feet x 8 feet, with separate dining and recreational facilities for the worker's. This camp was closed in 1962.These photos show the type of accommodation, available in this period, as well as the benched layout of the village. The damage of the 1939 bushfires is still evident.1. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. The State Electricity Commission of Victoria built the Kiewa Hydro Electric Scheme and was keen to promote tourism in the area. The booklet includes Facilities, Falls Creek Ski Resort, the Kiewa Works Area, the Three Floras of Bogong, the Geology of the Kiewa area, the Bird and Animal life of Bogong and the Kiewa Hydro Electric Scheme. The colored photos and the map on the back appeal to the reader/tourist.The SECV promoted tourism in the Kiewa Valley especially the area of the Kiewa Hydro Electric Scheme. This booklet is attractive and informative with a lot of detail. Southern Hydro Ltd. was established in the late 1990s as a result of the disaggregation of the former State Electricity Commission of Victoria. It operates 10 power stations mainly in the north-east of VictoriaSouthern Hydro continued to encourage tourism as did the former State Electricity Commission of Victoria. This brochure is very similar to one previously published by the SECV "Victoria's Hydro Power" except only including those that it operates. Within the KHES the power stations were McKay Creek, Clover and West Kiewa. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. Mt Beauty was a construction town built from 1948. The houses were English Pre-cut Types - several of each type were erected with several variations. This house had 3 bedrooms and is dated as 'traced on 18 Dec. 1956'. Mt Beauty is a construction town built by the SECV during the Kiewa Hydro Electric Scheme for workers and their families. Houses were provided along with many other facilities eg. schools. Ronald G. Thorn was a cadet engineer with the SEC on the Kiewa Hydro Electric Scheme. The SEC employed young engineers as cadets to gain experience in their profession. As a cadet he took notes on his work for future reference. The metal plate machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine onto pay envelopes. The State Electricity Commission of Victoria produced and displayed safety signs for their employees during the construction of the Kiewa Hydro Electric Scheme.KHES was constructed from the late 1940s to early 1960s and included the construction of Mt Beauty and Bogong townships. With the onset of WWII, the Victorian State Emergency Council of Defence printed this book for the volunteers who kept watch for enemy aeroplanes flying in the skies during the day and night. For success, training was necessary.During WWII the SECV township of Bogong had an Air Observer's Hut used to monitor the skies overhead for enemy planes. Men and women working on the Kiewa Hydro Electric Scheme volunteered to be rostered on duty. This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment. This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap.
