The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. The Murray Tribes written by Cliff Chamberlain a general history of the Aborigines possibly as reported in previous newspapers. The Back to Beauty article was a report of the 50th anniversary of public education in Mt Beauty.The Murray Tribes visited the Alpine areas in pursuit of the Bogong Moth. Bogong Village was built by the SECV in 1940 for the workers of the Kiewa Hydro Electric Scheme. In 1971, 30 houses were furnished for use as holiday homes for SEC personnel throughout the State. From 1989 to 1993 the houses were restored & renovated.During the 1990s the buildings in the village had been leased to private owners. Many of them rented their houses for tourists. The Commissioner's lodge was on the other side of the Mt Beauty - Falls Creek road, above Bogong Village. Wally Baldwin ran it in the 1960's.It was destroyed by the 2003 bushfires.These papers present a history of 'the Commissioner's lodge' and Bogong Village in the 1990's. Falls Creek Ski Resort developed during the construction of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. The first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened in 1958. Tourism was growing and being encouraged by local businesses.The souvenir postcard was produced by Mr S. K. Pearce a Mt Beauty businessman. It was a memento for skiers and visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. : Hume and Hovell discovered the area in 1824 and by the end of the 19th century the Kiewa Valley was transformed by logging, dairy and beef cattle properties and tobacco farms. The logs could have been milled for timber at the State Electricity Commission's mill at Howman's Gap which provided a much needed source of timber for construction of McKay Creek Power Station which began construction in 1951 and also the camps and houses for the workers and their families There was a need for housing and infrastructure for an increasing population of workers for the hydro-electric scheme as there was a general shortage of this commodity. A timber mill was started in Tawonga by Mates, of Albury, in 1945, and electricity became available in 1946 the S.E.C. bought the mill, and enlarged it. In 1960 it was purchase by a local family, they also started a timber mill in Mt Beauty worked both until 1980 when they closed the Tawonga mill and enlarged the mill called Mt. Beauty Timbers Pty Ltd which employed approximately 50 people. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. The State Electricity Commission of Victoria supplied First Aid Kits to its employees and 'ran' an ambulance during the construction of the Kiewa Hydro Electric Scheme (KHES). The KHES was constructed at the upper end of the Kiewa Valley in the Victorian mountains on the Bogong High Plains. This area is remote with difficult terrain requiring people working and enjoying recreational activities to carry a first aid kit in case of emergency. This First Aid kit is light and portable enabling the user to 'fix' minor injuries and wait for access to medical assistance.This portable first aid kit was owned by a local Mt Beauty resident, Allan S. Clarke who was a long term staff employee for the State Electricity Commission of Victoria.First Aid Outfit (Kit), No.20 by "Sanax". This is the 1st minute book for the Mount Beauty Progress Association Ladies Auxilary. The first meeting was held on 25th February 1960. At this time the construction of the Kiewa Hydro Electric Scheme was coming to a close and the town of Mount Beauty and its infrastructure was being handed over by the State Electricity Commission of Victoria (SECV) to the Bright Shire. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery & cutlery for use by personnel. there was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. 1921 signified the year the SECV was formed.This dinner plate was used at one of the sites on the Kiewa Hydro Electric Scheme which began construction in 1938 and concluded in 1961. The Kiewa Valley has been a farming district from early settlement of white people. This has continued until the present although the nature of farming has varied over the years. Access to information has improved with transport and technology. The journals kept the farmers informed and up to date.These booklets and journals were one of the few sources of information during the 1950s for the isolated farmers of the Kiewa Valley. The Kiewa Hydro Electric Scheme improved both transport and technology during the scheme's construction from the 1940s. The ink rolls were used in an addressograph machine. The addressograph machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine stamped in ink onto pay envelopes. The Mount Beauty Chalet was built by the State Electricity Commission as accommodation for single staff working on the Kiewa Hydro Electric Scheme. Towards the end of the completion of the Scheme the chalet was used for accommodating tourists. This brochure advertises the attractions in the area and includes tariffs - the Weekly rate and Casual rate.The chalet was built for accommodating employees working on the Kiewa Hydro Electric Scheme and then became a centre of accommodation for tourists in Mt Beauty. The SECV constructed the KHES from 1939 to 1961 on the Bogong High Plains. It included work on Power Stations, Dams, Tunnels, Race-lines and transmission lines as well as camps, towns, roads, telecommunications and infra structure.
