After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Until 1960 there were no telephones in Falls Creek. The only access to a phone was at Rocky Valley Camp where the State Electricity Commission (SEC) had an extensive network to Mount Beauty, Bogong and the other camps such as Clover power station and Howman's Gap. There were test points with a phone beside the road where contact could be made to the office in Mount Beauty. The SEC was unconcerned about Falls Creek, so no power was connected until 1960 when Tom Mitchell aired the matter in parliament. Tom was a keen skier. He applied to the Post Master General who was then responsible for telephones as well as mail. The PMG staff came up from Bright and installed an exchange in Diana Lodge. There were only about 15 lines to a post across the road uphill about 20 metres. It was from here that you could put a line from the building into a box where connections were possible. You had to buy a cable from the disposal store. It needed to have an alloy of copper and steel in the wire similar to what the army had used during the war. If the phone failed the owner would have to find the break in the wire, not an easy task in the heavy snow. Then came the telephone itself. Falls Creek was given old-fashioned sets with a hand wound magneto to ring the bell at the exchange. When the operator answered she could then plug a line into another phone line or the exchange in Bright. In the phone were two dry cell batteries that carried the spoken word to the other phone connected. Trunk lines were expensive then, so each trunk call was timed by the minute. The operator would disconnect you after a minute if you did not reply to her question "are you extending?". These telephones were donated by Julian Newton Brown. Julian's Lodge Arundel was known as Falls Creek 11.These telephones are significant because they illustrate the earliest form of technology available to connect Falls Creek Village to other areas.Telephones constructed of polished wood, brass bell, handles and cabling. Designed to operate through a telephone exchange. In October 1947 construction was commenced on the erection of the workmen's camp at Rocky Valley. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. These photos of the Bogong High Plains were all taken by Ronald George Thorn who was a cadet engineer with the State Electricity Commission. He worked on the Kiewa scheme from 1948 to 1950 doing overhead line construction and maintenance plus electrical design and drawing work. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. These photos were taken in 1950 by Bill Peel who was appointed as a secondary teacher at the newly built Mt. Beauty School in January 1950. He was the entire secondary staff for an enrolment of 4 students in Form 3 (year 9), 9 in Form 2 and 25 in Form 1. There were also 4 primary teachers as the school combined both primary and secondary education. He was provided with accommodation at the staff hostel (Mt. Beauty Chalet). A autobiography is also enclosed describing his 12 months as a teacher in Mt. Beauty.These photographs give a clear picture of the stage of construction of housing in both Bogong Village and Mt. Beauty in 1950. Large workmen's camps are clearly visible at both sites. Construction at Rocky Valley Dam site has just begun. They are of historical significance. Students who attended Sunday School classes at the Kergunyah Presbyterian Church may have gone camping together. Sunday school was held in a little 16 foot square wooden building which came from Rocky Valley after it was no longer needed there. Ewen Wallace's father initiated and organised the move. C2011 the building was knocked down because of white ants. Work commenced at Rocky Valley Dam site in early 1947 and proceeded until May. Resumed work in October after the winter and a camp for the accommodation of workmen was commenced at this time. Work continued in 1948 with the establishment of work facilities, including the erection of two large excavators. At the dam site the river was diverted through a temporary pipeline. Work proceeded in the summer months with the placing of concrete in the foundations and earth and rock fill for the construction of the wall. Rocky Valley and associated spillway and outlet works were completed in March, 1959. Howman's Gap camp was erected in 1948. The proposed dam to be built at this site was postponed in 1954 because of financial restraints imposed by the government at this time. It was to have supplied water for No. 2 Power Station at the Junction of the Pretty Valley and Rocky Valley branches of the East Kiewa River. This power station was not constructed until 2008 - 2010 and now gets it water from McKay Creek Power Station. The site of this camp is now occupied by the Howman's Gap Alpine Centre. Some of the original buildings still remain. The Rocky Valley Dam is located on the Bogong High Plains, near Falls Creek, Victoria. The dam is man-made and has a capacity of 28,000 megalitres (990×106 cu ft). At an elevation of 1600m, Rocky Valley Dam is the highest significant body of water in Australia. The dam was created for the Kiewa Hydroelectric Scheme. Just a short distance from the heart of the village, the lake provides a playground for a range of aquatic activities. It is also utilised in snow making for the Falls Creek ski resort.
