In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. Guy was placed in charge of Hydro investigations in 1923 and became the resident engineer for the Kiewa Valley Hydro Scheme in 1938. Ron White was b. 1920. he received a Diploma of Mechanical Engineering at Footscray Technical School in 1946. He worked for the SECV from 1948 until 1985. In 1961 he was officially recognised as deputy for the General Superintendent, Kiewa. He was 'Principal Hydro Engineer, Hydro Division, Transmissions Operations Deparment - a position held until his retirement in 1985. Ron White studied engineering at Footscray Technical School. His books are part of his collection as he was principal Hydro Engineer from 1966 to 1985 with the SECV on the Kiewa Hydro Electric Scheme. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Photo No. 1 - Junction Dam wall was commenced in February, 1940 and completed in March 1944. Type - reinforced concrete slab and buttress. Height 25.9m, and crest length 121.9m. Lewis Construction company had the original contract, but was replaced by the State Electricity Commission in 1942. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer ( Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route let immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km.) had been surfaced. (see KVHS 0328)The purchase of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. This photo is an excellent reminder of how primitive the early machinery was compared to the present but also represents the forward thinking of the State Electricity Commissions engineers in purchasing such innovative equipment.A black and white photograph of road making near Mt. Ron White was born in 1920. He received a Diploma of Mechanical Engineering at Footscray Technical School in 1946. He started work as a laboratory assistant and after several promotions was appointed Senior Operator in 1948. In 1949, he was Engineer, Grade 1 (Hydro Areas). After further promotions he became Assistant Area Engineer, Rubicon at new Eildon Power Station and Area Engineer, Kiewa in commissioning Mt Beauty Terminal Station and West Kiewa Power Station.. By 1956, he was the Area Operations Engineer at Kiewa and four years later the Kiewa Electrical Superintendent (Operations and Maintenance) . In 1961, he was officially recognised as deputy for the General Superintendent, Kiewa. In 1966 he was appointed General Superintendent Kiewa and Kiewa became 'a branch of the Transmission Department'. In 1974, the Rubicon / Eildon Area was also under Ron's control. His title was "Principal Hydro Engineer, Hydro Division, Transmission Operations Department. He held this position until his retirement in 1985.Ron White was an important identity in his role as Principal Hydro Engineer from 1966 to 1985 after the completion of the Kiewa Hydro Electric Scheme. His long period of service involved him in the construction, operation and maintenance of the SECV's Hydro Electric Schemes and administration of related catchment areas. He had a close association with the local communities and care for the welfare of employees. He lived in Mt Beauty and was well respected in the community and beyond. The SECV constructed the Kiewa Hydro Electric Scheme which included the building of Rocky Valley Dam on the Bogong High Plains near Falls Creek. H.H.C. Williams, construction engineer, Kiewa wrote to the Ski Clubs at Falls Creek outlining the dangers arising with the filling of Rocky Valley Dam. He lists 5 warnings in the interest of safety.The plan and letter provide the dates for the completion of Rocky Valley dam and its effect on the people living and working in the area including miners and ski clubs. With the creation of the township of Mount Beauty in 1946 the SECV made every effort to provide wholesome activities for the 3000+ people suddenly living in the remote new community. GRA-Y was an American system of Gymnastics for men and boys under the umbrella of the YMCA. The Gra-Y club continued on to the 1980s.This book is the manual used to train leaders and was used continually through the years.
