These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. This badge has been produced and sold to raise funds to assist Australian soldiers returning from active service in World War One. At the end of the war the Wannon and Corangamite Territorial Repatriation Scheme was set up to assist returning soldiers to adapt to civilian life. It is presumed that similar schemes were established in other electorates in Australia. Wannon is the name of a Federal electorate in the south west of Victoria and includes Warrnambool and the name on the badge may be an abbreviation of the fuller name mentioned above or an offshoot of the above organization. The scheme included assistance to soldiers with loans to set up businesses and build homes. This badge is retained as an example of a local effort to assist Australian soldiers returning from active service in World War One. These scales came from the Nullawarre Post Office, Nullawarre being approximately 25 ks East of Warrnambool. It is a small centre for the local farming community and has some services including a store, school and hall. The Post Office has closed in more recent times and these scales are one of a number of items which came to the WDHS on its closure including a brass fire extinguisher and a 1969 telephone book. Charles Williams was a postmaster at one time and Vida Williams was post mistress. These scales are an interesting and common item with a strong connection to a local community area.These scales have a cast metal frame with a circular base and a circular vertical section which frames a brass measurement circular plate which is marked in increments up to 11 lbs and held in place with two screws. This letter book contains letters, sketch maps and plans and dates from1934 to 1936. It originally came from the office of John William Crawley Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the Shire Engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. The letter book was also used in the private practice of John Crawley’s son, Rolf who was the engineer for the Shire of Warrnambool from 1935 to 1968. The letter book then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the letter book, along with several other Crawley ledgers, from the estate of Michael Hand.This letter book is of considerable significance as it contains letters written by John Crawley and Rolf Crawley who were in an engineering, surveying and architects private practice in Warrnambool over the time covered in the book. It will be very useful to researchers. This is a hard cover book of 1000 pages but only 354 pages have been used. The cover is bound at the corners and on the spine with buff-coloured leather. This booklet is the 98th Annual Report (1952) for the Warrnambool & District Base Hospital. The Warrnambool Hospital was established in 1854 and was then also a Benevolent Asylum for elderly people. In 1952 the centre for elderly people was at Alveston in Cramer Street, Warrnambool and was part of the services of the Warrnambool Hospital. This booklet is of interest as it is an annual report for the Warrnambool Hospital (1952) and will be useful for researchers. This is a booklet of 25 pages. It has a buff-coloured cover with brown printing. The booklet contains information on the personnel, activities and financial accounts of the Warrnambool Hospital and the associated organizations and auxiliaries. This tin came from the Sunshine Biscuit Factory in Ballarat. James Long established a confectionery business in Ballarat in 1854 and in 1921 it was known as the Sunshine Biscuit Company. In 1923 the factory was destroyed by fire and rebuilt. During World War Two 80% of the factory products went to the armed services. In 1947 the company was known as Ballarat Products Ltd and in 1962 it was called Sunshine Biscuits Ltd. In 1977 the factory was used to produce dry pet food (Friskies). The building was closed in 1991 and the site developed to include a supermarket, shops and housing. Up till about the late 1950s biscuits were mostly not packaged but sold loose by the pound in grocery stores from tins such as this. Broken biscuits were also sold at a cheaper price. Some biscuits were also sold at that time in smaller tins. This tin is of interest as an example of the tins from which biscuits were sold in the first half of the 20th century. It will be useful for display.This is a rectangular-shaped biscuit tin which is much rusted. The tin has a multi-coloured paper label that has been pasted around the sides. Much of this label has been torn away. The label shows images of biscuits. THis collection of cuttings relates to the Warrnambool Steam Packet Company.The Warrnambool Steam Packet Company was established in 1868 when capital was raised with 2000 shares at a value of five pounds each.It was established to provide passenger, accommodation and a large stock and freight service between Warrnambool and Melbourne.. At the time Stephen Henty was operating three steamers along the coast and at the prospect of losing his Warrnambool trade with the establishment of the new Warrnambool company, he sold one of his steamers , the Edina in March 1868. The first five directors elected were F P Stevens, J G Crammond, WW Jamieson, R B Paterson and George Wood. Fares were from one to three pounds and freight was 17 shillings per ton.The steamers connected with coaches from the north of Warrnambool as far as Hamilton. The cuttings record the financial position of the company for the first ten years. This collection of cuttings is valuable as a research item as it documents the development and operation as well as many of the stake holders in one of Warrnambool's earliest shipping companies. Legacy is an Australian organisation which was founded in 1923 to assist the widows of servicemen who had not returned from active service in World War One. It now assists widows, widowers and their children whose parent died whilst serving during any conflict or subsequently. This badge was produced in 1997 as a souvenir of the 150th anniversary of the founding of Warrnambool. Warrnambool was a planned town, established in 1847 as a port to service the squatters who had taken up large tracts of land in the Warrnambool area in the 1840s.The town was surveyed by the Government surveyor William Pickering at the request of Superintendent La Trobe and the first town lots of the new town were sold in Melbourne in 1847, with some settlers arriving at the new settlement soon after.This badge is one of the many souvenirs of the 1997 celebrations in Warrnambool Circular concave metal badge with blue drawing of a sailing ship and text. This medallion, called a Memorial Plaque and popularly known as a Dead Man’s Penny, was one of those given to the family of an Australian soldier who died on active service in World War One. Memorial Plaques, such as this one, were given out in the early 1920s. This medallion was presented to the family of Robert Andrew Hose. Born in Warrnambool in 1892 to George and Janet Hose, Robert Hose was a regular soldier when he enlisted in World War One in August 1914. He served on Gallipoli at Cape Helles where he was wounded but returned to his post and was promoted to corporal. In Egypt he was promoted to Sergeant and then served in France where he was awarded the Military Medal for showing courage, resourcefulness and a fine example to his men in an encounter with the enemy near Beaumetz les Cambrai. In that incident he sustained severe wounds from which he died in May 1917. He is buried in France. As well as the Military Medal he was awarded the 1914-15 Star, the British War Medal and the Victory MedalThis item is of great importance as a significant memento of World War One that was given to the family of Robert Andrew Hose following his death on active service in World War One. The Victory medal was awarded to all Allied servicemen and women who served in World War One. Australians were issued with the medal made for British service personnel. The medal described above was awarded to Private Thomas Wickham. He was born in Port Fairy in 1886 and died in Warrnambool in 1955. Private Wickham enlisted in February 1916 and his next of kin was his wife Elizabeth, living at that time in Terang. Thomas Wickham was a member of the 58th Battalion, 2nd Reinforcement. He served overseas and returned to Australia in 1919 and was discharged as medically unfit because of rheumatism. This is a round bronze medal with the image of a winged female figure of Victory on the obverse side and engraved lettering surrounded by laurel leaves on the reverse side. These medals were awarded to Robert Andrew Hose, enlistment number 114 was born in Warrnambool in 1892 (parents George and Janet Hose). Prior to enlistment in World War One in 1914 Sergeant Robert Hose served with the permanent armed forces at Maribyrnong, Melbourne. He saw war service in Egypt, Gallipoli and the Western Front. In May 1917 he was awarded the Military Medal for his courage and resourcefulness and being a fine example to his men in an incident near Beaumetz les Cambrai in France. He died of his wounds a few days later. He is buried in France. These World War One medals are of high significance, particularly the Military Medal awarded for bravery to Robert Andrew Hose, a soldier born in Warrnambool. The coaster were produced to raise funds for Peters Project in Warrnambool, a charity organization dedicated to bringing improved cancer care services to Warrnambool. The organization was founded in 2008 by Vicki Jellie in memory of her husband Peter who died of cancer. The major aim of the organization was realized in 2016 when the South West Regional Cancer Care Centre was opened in a new building in Ryot Street and services to assist cancer patients in Warrnambool continue to be extended. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Movie One (1950s): 00:00 – 13:14 Black and white footage of Diamond Creek firemen practising in Diamond Street in the 1950s for forthcoming demonstrations of abilities. Mentions of Gordon Brandy and Joe Hislop Running out hoses from old hose reels along Diamond Street, Diamond Creek Displays from various brigades running out and connecting hoses. Also scenes from the 1950s of Diamond Creek Fire Brigade competing in various locations around Victoria and Tasmania. Mentions of Brigade members Dave Kidd, Bruce Hackett, Ron Kirkbride, Jack Marks, Graham Upton who are prominent in these events. Members of Kyneton Fire Brigade also present. Members competing in running out hose reels, connecting hoses togethers and to hydrants then climbing towers to direct water from hose or at a target hanging above the road. Diamond Creek members identified wearing a diamond on their chest and back. Includes scenes of Scottish pipe bands at the events and significant crowds of spectators. Film changes to colour at Diamond Creek oval for practice with fire engine entering oval. Members depicted include Bill May, Jack Sinclair, Jim Cox, Bob Beale, Dave Kidd, Bruce Hackett and Captain Clarrie Stone. Reverts to black and white in the 1950s where the Brigade joins forces with the Diamond Valley Community Hospital for a Gala Day on the Diamond Creek Oval. Changes to colour again, possibly same event and scenes of children on bikes and scooters or with prams and carts racing around the oval. Mention of young lad Brian Laurie who has his own fire truck. Dart throwing, pony rides. Scenes with Dr Don Cordner, Gus Lyons, Vic Cohn (?) and spinning wheel and Diamond Creek School children entertain a large crowd with Maypole dancing. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Movie Three (1969-1987): 19:14 – 34:34 Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. Scene of the 1986 Diamond Creek Town Fair which was the last time veteran Captain Clarrie Stone BEM marched with the brigade. Clarrie was awarded the British Empire Medal for his service to the Country Fire Authority. Also, scenes of vehicles in the parade. Recognising over 47 and a half years of service, a presentation is made by Mr Neil Marshall, Acting Chairman of the CFA to ex Captain Clarrie Stone with response by Clarrie. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway.
