Gunpowder is very volatile and can be ignited by the smallest spark. Several horrific accidents resulted in NSW passing legislation to cover the safe storage of gunpowder but initially these laws did not apply to Victoria. this was rectified and the first Melbourne magazine was erected on Batman's Hill in 1845. The Victorian Gunpowder Act (1857) made local councils responsible for the safe storage of gunpowder. The Victorian government made L.909 available for a suitable building in Sandhurst. Built on Camp Hill it was finished in April 1857 and the first keeper, Mr J. F. Kerr was appointed in October 1857. This branch of the Independent Order of Rechabites was founded in September, 1882, when the following members were installed as the first officers by the district officers, viz. Chief Ruler, Bro. W. were appointed as trustees. It is interesting to 
note that three of the foundation members, Messrs. Bardwell, Eaton, and Richardson, and still members of the tent. The first meetings were held in the Mission Hall, but for many years the meeting place 
of the tent has been the Kew Town Hall. The funds of the tent have gradually accumulated until at the last audit they amounted to £2,097. For many years past the interest on the funds has been more than sufficient to meet all claims for sick pay. The

"METHODIST CHURCH. In 1881, during the ministry of Rev. W. H. Fitchett, B.A., at Hawthorn, a number of members of the denomination living at Kew considered that the time was opportune for founding a local Church. The Superintendent of the Circuit, the Rev. W. A. Quick of Richmond, met the members and formed them into a society class under the leadership of Mr. A. Brown and a Church was formally instituted at the house of Mr. T. J. Eaton, of Eglinton Street, in December, 1881. Services were regularly held for some time at the same place, and funds for purchasing a block of land were gradually collected, resulting in the present site in Highbury Grove being purchased for £350. Messrs. W. Cleverdon, A. Money, T. E. Serpell, and T. Vasey, of Hawthorn, and Messrs. A. Brown, R. Eyre, and T. J. Eaton of Kew, were appointed trustees. A public meeting was held a the Town Hall, when over £100 was raised. The Rev. John Harcourt, who had just been placed on the supernumerary list, was persuaded to undertake the charge, and commenced services in the Town Hall on 29th April, 1882, which were continued for eighteen months. A Sunday School was started, and altogether the effort progressed so satisfactorily that in October, 1882, the foundation and memorial stones of the present Church were laid by Mr James Huddart. At the tea meeting held in connection with this event nearly £200 was raised and a few months later £250 more was obtained by means of a bazaar. The contract for building Church was let for £1,200. The Sunday School celebrated its first anniversary in June, and the Church was opened on 7th October 1883, the preachers on the occasion being Revs. E. J. Watkin, S. Chapman, and John Harcourt, the collections amounting to £230. Towards raising these sums of money the ladies of the congregation helped very materially. In 1886 the foundation stone of a Sunday school, to cost about £900, was laid by Mrs. H Berry, the building being opened in April 1887. During the same year the Church was enlarged. In 1889 parsonage was erected, and again arrangements had to be made for a further enlargement of the Church, at a cost of nearly £2,000. The foundation stones of the tower were laid by Rev J. Harcourt, and of the transepts by Mrs. Job Smith and Mrs. John Watson. These additions were made during the ministry of Rev. P. R. C. Ussher, the first minister appointed to Kew by conference. He has been succeeded by Revs. Henry Howard, J. de Q. Robin, J. J. Brown, J. G. Wheen, A. E. Albiston, M.A., and F. J. Nance, M.A., who is at present ably filling the pulpit. For the musical portion of the services, the Church has been greatly indebted to the enthusiasm of Mr. C. Gardner, the leader of the choir, and Mr. C. E. Gardner, the organist. The Sunday School has had a number of excellent workers, among whom may be mentioned Messrs. Burchett, Allum, Hillard, Tonkin, Dent, Avery, McDonald, Green, and B. Hoadley, who have acted as Superintendents, and Messrs. Arnall and McCaghern as Secretaries. The present trustees are Messrs. H. Berry, Job Smith, A. Hoadley, F. Vial, C. Powers, H. L. Carnegie, C. Most were adapted from traditional lithographed models. This example, while created within a formal lithographed border has been transmuted into the equivalent of an illuminated document, hand-painted, and therefore rare. The use of flowers in the design emphasises the sentimental and spiritual aspects of the certificate. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. 'Wimba' is of significance as one of the key nineteenth century houses of Kew and for remaining in a substantially intact state. Although probably built some time earlier, the first mention in the Rate Books of the property later known as 'Wimba Lodge' appears in the entry for 1870 when the property, owned by John Sharpe Denbigh, a civil servant, was given an N.A.V. of £72 2. Denbigh did however occupy a house in Cotham Road in 1863, and it is possible that was the same premises'. The house was occupied by Denbigh until at least May 1876 when the 'family residence...' \ 'as auctioned to Carlington George Edmund Marston 5, a chemist of Smith Street, Collingwood. At the time of the auction the house was described thus: The residence and grounds of the late J.S. Dendigh, situate in the most elevated part of Cotham Road Kew. The grounds comprise an area of 4a Or29p or thereabouts, and have a frontage to Cotham-road of 4 chains. The house has two large rooms in front, with 6ft hall built of brick, bay and side windows (plate glass), four rooms of wood behind with slate roofs, bathroom and closets, detached kitchen and servant's room, large shed with washing boiler, pantry and cellar under, brick and cement tank, and the Yan Yean laid onto house and grounds, cowshed, pigstye, &c, the whole securely fenced. First class orchard and flower garden. The paddocks laid with English grasses and drained... .' The entrance is flanked by two polygonal bay windows, and a verandah with a concave corrugated iron roof returns around three facades, and accentuates the projections of the windows. The solid render parapet is very ornate and tall for the date of construction. It has panels of decoration along it and is surmounted by a number of render urns. Rate Book evidence records that by 1870 Charles Vickers, architect, was the occupier of this house, having an NA.V. at that date o f£1105, although it is apparent that the house was in fact built by 1864, from the dat; set in the brickwork above the main door. In 1873 the property was purchased by David Beath, a merchant, and it was in the following year that the house was first recorded as 'Ivy Grange'. Beath was a deeply religious man and was a foundation member of both the Congregational and the Presbyterian (the Church of Scotland) Churches of Kew . He added, probably the tower wing, to the house in 1877 when architects Crouch and Wilson called tenders in that year 'for the erection of bluestone additions to (a) villa at Kew, for Davis Beath Esq.' The house was again added to in 1885 by the leading firm Reed, Henderson and Smart. For a number of years in the 1920s 'Ivy Grange' was used as a private mental hospital and is currently a guest house. In 1921 a fete was held at Ivy Grange in aid of building a new church (Sacred Heart, Kew): "Garden Fete in Aid of New Church, Kew. A SUCCESSFUL FUNCTION. Beautiful weather favoured the opening of a garden fete at "Ivy Grange," the residence of Mr. and Mrs. J. Lawlor, Malmsbury and Princess streets, Kew, on last Saturday afternoon, in aid of the fine new Church of the Sacred Heart, Kew, which is now receiving its finishing touches. Not content to wait for the official opening, the lady stallholders did a good business on the previous evening. The ceremony was performed" by the Very Rev. Dean Hegarty, P.P., V.F. (Carlton), with whom were associated the Rev. J. Manly, P.P. (Kew), and the Rev. R. S. Benson, P.P. (South Yarra), Mr. and Mrs. J. Lawlor, and others. Fr. Manly, who was cordially received, said he desired to thank Mr. and Mrs. Lawlor for lending their charming grounds, and for the trouble, time and expense they had given to preparing for the fete. He wished to thank Dean Hegarty for coming to open the fete. The Dean had been a dear and lifelong friend of the late Fr. O'Donoghoe, the beloved pastor of the Kew parish. Next June the Dean would celebrate the golden jubilee of his priesthood, so they could see that he was not a young man. (Laughter.) He hoped that the fete would be a great success, and that when his Grace the Archbishop —: (applause) — should open the new church, he (the speaker) would be able to present a satisfactory financial statement. (Applause.) Dean Hegarty, who was very cordially received, said it was a source of great pleasure to him to come to Kew, of which he entertained many pleasant recollections. The new church would have delighted the heart of their late beloved pastor, but it had pleased God to take him to a holler temple. His mantle had fallen on worthy shoulders, in the person of Fr. Manly—(applause)—who was carrying on the work of the parish well and vigorously. (Applause.) Some wondered how these great works were successfully accomplished. The prime factor in the wonderful progress of the Church— the work of the people, priests and nuns—was their deep, abiding Catholic faith. (Applause.) Kew was not by any means a large parish, yet look at the magnificent church that Fr. Manly was building on the hill! He said to his people, "Come, follow me, and we shall win through." (Applause.) It gave him great pleasure to declare the fete open, and he wished it the highest measure of success. (Prolonged applause.) Mr. J. Lawlor, who was greeted with applause, in moving a hearty vote of thanks to Dean Hegarty for his presence and support, said he knew of the great work done by the Dean in Gippsland, where he (the speaker) lived when a young man. The Dean ministered to a parish at that time as large as was the diocese of Sale to-day. The Dean and Fr. Manly reflected credit on the pioneer priests, who had laid well and solidly the foundations, of religion in Victoria. (Applause.) He was glad that reference had been~made to the work of their late beloved pastor, Fr. O'Donoghoe. : Mr. Pierce Cody seconded the motion, which, was carried by acclamation. The Dean,* in acknowledging the compliment, paid a tribute to Mr. and Mrs. Lawlor for their great generosity in connection with the fete, and complimented them on their successful efforts. (Applause.). A cafe chantant, organised by Mr. John. Sullivan, was contributed to by Misses G. Hornal, M. O'Donnell, Ella Burke, Eileen Burke, Alice Marsh, and M. Carrucan, and Messrs. T. Hammond, J. 'The land on which 'Swinton'was later built was first purchased by John Bakewell in 1851 and later sold to Edmund Laskey Splatt in 1858. Splatt was a member of the first provisional committee of the National Bank of Australia in Melbourne and built the first house on the land naming it 'Laskey Villa'. By 1863 the house was occupied by Herbert Henty. The Johnson family connection with the property began with the marriage in 1858 of Annabella Johnson to David Syme, owner of the Áge' newspaper and owner of the adjacent property 'Blytheswood'. Annabella's brother, Francis Johnson, bought the villa in 1876 and renamed it 'Swinton' after his birthplace in Yorkshire. The property was later owned by the artistic Colquhoun family. The house is one of the earliest examples of the Italianate style in Victoria - the outstanding element being the tower with its cantilevered walkway and heavily bracketed pryamidal tower.' The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. A formal group photograph of the grand opening of the Victoria Street Bridge on March 31 1884. The Argus was to report that: ‘The ceremony of laying the memorial stone of the Victoria-bridge, which connects Kew and Hawthorn with Richmond and Collingwood, was performed yesterday afternoon by the mayor of Richmond (Mr John Adam) in the presence of a large assemblage. Among the gentlemen present at yesterday’s proceedings were the mayor of Collingwood (Mr. M. Dwyer), the Mayor of Melbourne (Councillor C. Smith, M.L. A.) the mayor of Kew (Mr. Barnard), Mr. J. A. B. Koch and Mr. W. W. Shelley (ex mayors of Richmond), Mr. Joseph Bosisto, M.L.A., the Hon. L. L. Smith, Councillor De Mole (ex mayor of Kew), Mr. Jas. Splatt was a member of the first provisional committee of the National Bank of Australia in Melbourne and built the first house on the land naming it Laskey Villa. By 1863 the house was occupied by Herbert Henty. The Johnson family connection with the property began with the marriage in 1858 of Annabella Johnson to David Sym - owner of The Age newspaper and owner of the adjacent property Blytheswood. Annabella's brother, Francis Johnson, bought the villa in 1876 and renamed it Swinton after his birthplace in Yorkshire. The property was later owned by the artistic Colquhoun family. The house is one of the earliest examples of the Italianate style in Victoria - the outstanding element being the tower with its cantilevered walkway and heavily bracketed pyramidal tower. The photograph is one of a pair donated to the Kew Historical Society by Frances Dorothea Van Brummelen (1931-2011) in 1994. Following her graduation as a social worker, Fran Van Brummelen joined the staff of Kew Cottages in 1969, and became senior social worker there in 1971. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: The World of Dolly Stainer, which was later commended in the Victorian Community History Awards. 1879 - The Argus, Friday 11 July 1879, page 4. The Kew Borough Council having decided to initiate a fire brigade, invited volunteers to send in their names. About 40 complied with the invitation and met at the Town-hall to choose 12 of their number to form the brigade. The 12 elected then chose their officers as follows :— Councillor Gray, captain ; Mr. Thomas Greenhill, foreman ; and Mr. H. Loxton, secretary. The brigade decided to apply to the council for uniforms and a bell; and after adopting rules for their guidance the meeting separated. The brigade now possesses a reel and 500ft. of hose, and a shed is being erected in Little Walpole-street for a station. The council have applied for six additional fireplugs in the Main-road, so that the brigade may now be considered fairly established. The Volunteer Fire Brigade was replaced in 1891 by a detachment of the Metropolitan Fire Brigade and a new Fire Station in Walton Street constructed in 1893; subsequently demolished in 1941.The certificate includes the only known image of the first fire station in Kew. It was donated by Mrs L. Bray. The donor's father, Mr. A. Wood, was a member at time of the Brigade's 'disbandment'.Kew Volunteer Fire Brigade: Certificate of Membership, 1886.
