Kealba is a suburb of Brimbank City Council, but prior to the Victorian Council amalgamations in 1994, Kealba was a suburb of City of Keilor. The Principal Mr. Leo Webb of the local St. Albans Park High School, requested a name change to the school to avoid confusion with the nearby St. Albans High School. A community group was formed to rename the school and the surrounding area. In 1970, the name Kealba was chosen. The following research was undertaken for the Coat of Arms in the foyer of Ballarat Civic Hall, painted by Angus Henderson. The Ballarat arms were granted on 10 May 1956. The shield is supported by a farmer and a miner and topped by a trident (referring to Britannia and aquatic sports) with sprigs of wattle and begonias either side. The crossed oars against the Eureka flag refer to rowing events in the 1956 Olympic Games. The importance of farming and industry are shown by the sheep and cogwheel while the lyre reflects the City’s commitment to the arts and Royal South Street Society, which contributed to the design of the Civic Hall. The name Ballaarat came from two Aboriginal words: balla and arat, meaning ‘resting place’. At the time of Council amalgamations, May 1994, Ballarat became the name of the new Council. City of Moorabbin was proclaimed 1934 and managed the areas of Cheltenham, Highett, Moorabbin, Bentleigh, East Bentleigh, East Brighton, McKinnon, Ormond until the Amalgamation of Councils in 1994. Beaumaris includes two early estates in the parish of Moorabbin developed by Josiah Holloway from 1852. Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. Cr. Mary Grant of Hurstbridge served as the North Riding Councillor for the Shire of Eltham. First elected in 1990 and required to retire by 1995. She was the Shire President at least 1992-1993. McLellan and family donated a Chain of Office to the Shire of Eltham to be worn by the Shire President on formal occasions. With the amalgamation of councils in 1994 this was transferred to the Shire of Nillumbik to be used during the mayoral year. Eltham had a Shire President whereas Nillumbik has a Mayor. Many municipalities have a collar or chain of office for ceremonial purposes. Traditionally these symbolise or denote the formal leadership role of office. This chain is part of the Visual Art Collection held by Nillumbik Shire Council and is now on display in the Council Chamber area in the Civic Centre at Greensborough. These oak and rattan high-backed armchairs were previously the old Warrnambool Council's furniture. The group of chairs was later held by the Warrnambool Art Gallery, then transferred to Flagstaff Hill Maritime Museum and Village in 1976, soon after it opened. Warrnambool became a municipality in 1855, with a population of 1500. In 1863, it became a borough, and the Shire of Warrnambool was constituted in the same year. In 1883, Warrnambool was proclaimed a Town, and in 1918, it became the City of Warrnambool. In 1994, the City of Warrnambool and part of the Shire of Warrnambool amalgamated, becoming the Warrnambool City Council. Chairs are significant to local history as they were originally purchased for use in the Warrnambool Council. A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. The City of Moorabbin existed from 1934 until 1994. Henry Dendy's Special Survey in 1841 of 5,120 acres in the Parish of Moorabbin , extended from Port Phillip Bay , then East to Boundary Road, South to South Road and North to North Road and became known as Brighton. 1859 Brighton became a Borough with its boundary Thomas Street ,and Bluff Road. In 1862 The Moorabbin Roads Board was formed and the extended area now included Cheltenham, Hampton, Sandringham, Black Rock, Beaumaris, Mentone and Mordialloc .and Little Brighton became known as Bentleigh. In 1871 the area became known as The Shire of Moorabbin. This portrait is of James Cameron who was the first president of the Croajingolong Shire ( later Orbost Shire). He was also an inaugural member for East Gippsland in the Legislative Assembly from 1902 until 1920. In 1882 Cameron was the first Orbost councillor of the newly constituted Tambo Shire. In the next twenty years he served as justice of the peace, shire councillor, guardian of St James's Anglican Church, Sunday school superintendent, and president of the local agricultural society and railway league Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council.This item is associated with James Cameron, a prominent early Orbost identity. The oldest of these business stamps (3368.1) was used by Orbost Shire Council which was based in Orbost from 1892 - 1994. East Gippsland Shire Council was created in 1994 as a merged shire, with Orbost Shire as part of this amalgamation. The Coat of Arms of the Shire of Orbost has been designed in the form of a cross in which five stars are set on a shield. This was typical of those used by many shires and cities throughout Victoria and the Commonwealth. A small crown above the cross indicates the loyalty of the President, Councillors and Ratepayers to the reigning King or Queen. The inner circle of the shield contains four figures, a sheaf of wheat, a factory, a cow, and a ship, which represents the activities of agriculture, fishing, industry and dairying undertaken in the district. Originally part of the Bairnsdale district, Orbost split away as part of the Shire of Tambo in 1882, and became a Shire in its own right as the Shire of Croajingolong on the 30th may 1892. The name changed to the Shire of Orbost on 17 February 1893. Orbost was divided into four ridings on 31st May 1895, they were the North, South, East and Central riding, which was represented by three elected councillors. The Shire coat of arms was on the wall on the right of the front entrance to the building and was removed from the current building when Orbost Shire Council was amalgamated into East Gippsland Shire in 1994.The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. In clothing, a collar is the part of a shirt, dress, coat or blouse that fastens around or frames the neck and may be permanently attached to the main body of the garment (e.g. by stitching) or detachable. Jabots survive in the present days as components of various official costumes, as are those worn by judges and counsel throughout Australian courts and town mayors. 2018 Kingston City Council Mayor Steve Staikos asked CMHS to loan the Former Moorabbin Mayoral Robes and Jabot for display at KCC Office Cheltenham. These Moorabbin Mayoral Robe with Jabot are now displayed along with those of the former City of Chelsea Robe and the former City of Mordialloc Robe at Cheltenham . KCC possesses the original Mayoral Chains of each former Council and they are displayed on each Robe for the annual Opening Meeting of KCC in February. This set of a 'Jabot' style collar and cuffs was part of the ceremonial Mayoral Robes c1960- 94 for the City of Moorabbin 1934-94. This is the last City of Moorabbin Mayoral Robe and was worn by Mayor Ron Brownlees, (prior to amalgamation with the City of Glen Eira and City of Kingston in 1994), and donated to the City of Moorabbin Historical Society in February 2007 by the City of Kingston. The City of Moorabbin developed from the Moorabbin Roads Board of 1862, becoming The Shire of Moorabbin in 1871 and the City of Moorabbin in 1934. In the 1852 Josiah Holloway, a developer, purchased 625 acres from the squatters Richard and John King and sectioned '2 acre allotments' south of Henry Dendy's Brighton Survey along the Arthur's Seat Road ( later Nepean Highway) for sale @ £10 It became known as The Two Acre Village as settlers took up the allotments and established market gardens, general stores, butchers, blacksmiths, post office and 2 hotels. Charles Whorral opened The Cheltenham Inn and it became so popular as a meeting place that the area was called Cheltenham. The early settlers, who were predominantly English and Scottish immigrants initially leased their allotments and, because the sandy soil was so fertile, they were soon able to purchase the land and increase their acreage. This ledger was used by the Shire of Orbost from 1911 - 1914. It was used to record fees paid for Dairy Registration, Dog Registration and Sheep dipping. At that time dairy farmers were required to register all milking cows. Dogs, too, were to be registered and there were strict laws on sheep dipping. Every sheep-owner was to dip all his sheep immediately after shearing and directly from the shearing-board in every year and also at the time of dipping his sheep dip all his lambs. In case the sheep couldn't be conveniently dipped directly from the shearing board they were to be placed and kept in a securely fenced paddock to be dipped within sixty days after shearing. Sheep-owner who neglected or failed to comply with any of these directives were liable to a penalty of not less than One pound nor more than Twenty pounds. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government.
