Before metric measurement was introduced land was measured in chains and links. The chain was a precision part of a surveyor's equipment. It required frequent calibration, yet needed to be sturdy enough to be dragged through rough terrain for years. A standard survey chain is 66 feet (or 20.117m) long and made up of 100 links. Each link is 7.92 inches (approximately 201mm) long, measured from the inside of the loop. The handles are for tensioning the chain in use, they are not part of the length of the chain. In pre-metric units, there were 80 chains to 1 mile (equals 1.609km) This surveyor’s chain has an 8-inch link pitch, with markers at 10 link intervals. This is a set of 1photographs of surveyors in the field measuring distances using chains, taking observations using theodolites and operating electric distance measurement equipment. They were probably employed in establishing mapping and geodetic control operations or the surveyors may have been in training. The photos were most likely taken in the 1950s and 1960s. Photos .1P to .6P feature personnel setting up geodetic survey chaining equipment to measure distances. The surveyor in Photo .5P is LTCOL Howard Angus Johnson MBE who served from 1936 to 1954. The RA Svy surveyor in photos .7P to .12P were using a theodolite to take angular measurements. They were usually supported by an observer who recording their readings on a booking form. The surveyor in Photo .10P and .11P is LTCOL Jorge Gruszka, who served from 1955 to 1985. He was CO of the Army Survey Regiment from 1982 to 1985. The surveyor in photo .13P is cutting an identification blaze on a tree using a hammer and chisel. The tellurometer in Photos .14P to .16P was a MRA1 microwave Electronic Distance Measuring instrument (EDM) introduced in 1958. It and later models were man-portable systems that improved geodetic survey efficiencies for rapid network extension and densification replacing triangulation with EDM and theodolite traverse sometimes using Bilby Towers to extend line lengths. The surveyor with the slouch hat is Colonel James ‘Jim’ Leslie Stedman, who served from 1941 to 1978. He was Director of Military Survey from 1975 to 1978 and was appointed as Colonel Commandant (honorary appointment, Retd) of the Royal Australian Survey Corps from 1978 to 1983. He came from a family who were early pioneers of Ringwood. he was born in Collingwood but schooled in Ringwood, married and brought up his family in Ringwood. He lived at 18, Wantirna Road .The article was contributed by J.K.McCaskill, JP. a mayor of Ringwood in the years between 1924-1951.Transcript: "The death occurred of Joseph Richard Sanders, 18 Wantirna Rd, Ringwood, on Wednesday, 21st October 1959, in his 87th year, marks the passing of another of Ringwood’s early pioneers. He was born in Collingwood in August 1873 and came to Ringwood with his parents when 15 months old. They made their home on land on what is now known as Jubilee Park (Fuller particulars of this Park will appear in ‘The Mail’ at a later date, also reference will be made to Wantirna Rd, in the early days it was known as West Prussia Rd). Joe went to the school held in the old homestead and orchard of Mr. Mills, just through the Heatherdale Road railway gates. He remembered many of the scholars, some of the boys and girls had to walk three and four miles to school through rough scrub paddocks in all kinds of weather. During the lunch hour a few of the boys generally went to the creek to fish for eels and would be late in getting back to school, greatly to the annoyance of the teacher. One day the fishing was good, and the boys rather reluctantly returned to the school late as usual. The teacher was furious and made them stand in front of the class but before inflicting punishment she called out to one of the boys to throw out that dirty bag he was holding. The lad gave the bag a shake and out wriggled a snake. There was immediately a general stampede from the classroom, led by the teacher. The school was closed for the rest of the afternoon. Another incident related to a few tramps who after the scholars had all gone home, generally camped for the night in an old back room in the homestead. One of the boys put a little gunpowder in this old fireplace and when the tramps lit the fire to boil their billies the old chimney and part of the old wall just collapsed. Joe, after leaving school, worked around the district for some time and later left Ringwood to live in other suburbs. He at one time was employed at the Aust Glass Works, and later as a carpenter worked on building the dome of the Railway Station at Flinders St. He married a Miss E. M. Wood in 1901 at Richmond and a few years afterwards returned to Ringwood and resided at No. 18 Wantirna Rd., where he reared a family' of three girls (Alice, Ethel, Joyce) and two boys (Robert and Joe). Joe recalled many interesting events of earlier years, such as the duplication of the railway line, and the cutting back of the embankment at the Goods Shed, the earth being used to heighten up the railway bridge over Wantirna Rd. The brickworks at Ringwood East and reference to early land surveys, the using of the heavy chain links before the use of the theodolite became general, and the many neighbours and friends whom he knew. He was interested in local public affairs and was fond of fishing. The tool has 100 links and is 66 feet or one chain long. The links are marked off in groups of ten by metal rings or tags. A quarter chain (25 links) is called a rod or pole and ten chains make a furlong and 80 chains make a mile. The traditional cricket pitch is 22 yards or one chain long. This Gunter’s Chain is of considerable significance because: 1. It is an early land measuring tool that was used for over 250 years and has great historical and mathematical significance. A Gunter’s Chain would have been used when forming and building local roads from the earliest days of settlement. 2. It has a possible local connection as it was given to the Historical Society by a local person in 1965 and possibly came from the property of ‘Rosehill’ This is a metal tool which consists of 100 metal pieces or links joined together by loops at each end with two metal loops in between each link. The links joined together form a chain. The two ends of the chain have small metal handles attached At intervals along the chain there are additional rings or metal pieces attached. By 1881 Bunguluke was a small settlement as recorded, December 5, in the Charlton "Mercury". It reports that in that year Draper's Store, Hotel and Post Office and residence at Bunguluke North was totally destroyed by fire. For years now there has been little sign of community life with houses few and far between and acreages have gone into larger holdings. The logging saws used in the early 1900's for the clearing of forests required constant sharpening of their "cutting teeth". The logging of forested areas during these times was very much a "hands on" method of either one or two men by the use of saw or hand axe. Chain saws, chain and ball(clearing) and bulldozing methods came in the mid 1900's.This particular saw sharpening method was used by surveyors laying down boundaries for the S.E.C. Victoria Hydro Electricity Scheme (1920's). This item was given to a local Kiewa Valley lad who accompanied the initial surveyors. The lad was responsible for the tendering and feeding of the surveyors "pack horses". Surveys during this period and in the dense mountainous terrain of the Victorian Alps was both exhausting and hazardous. Overnight accommodation at various log cabins was not always possible and swag/tent alternative was the "fall back" This raker/jointer saw sharpener was made in the USA (DISSTON) from cast and flat iron. The main body has been painted in orange. It has three adjustment screws on the top horizontal bar and one bolt on(adjusting) leveling platform on the bottom. The small size and weight of this saw sharpener was ideal for the travelling/mobile logger or surveyor(as in this case). The main frame resembles two towers connected by two horizontal bars and the top of the towers has a horizontal bar with adjustment screws. Victoria Hydro Electricity Scheme (1920's). This item was given to a local Kiewa Valley lad who accompanied the initial surveyors. The lad was responsible for the tendering and feeding of the surveyors "pack horses". Surveys work during this period and in these dense mountainous terrain of the Victorian Alps was both exhausting and hazardous. Overnight accommodation at various log cabins was not always possible and swag/tent alternative was the "fall back".This cast iron Spring Setting tool has a main body of angle iron contours with one end tappered into a flat circular extension with a slit (3/32" wide) running from the top to nearly the centre(15mm). This slit is to allow the bending of each "cutter tooth" of the cross cut saw. The "bottom of this slit has a semi circular ending. Protruding from one side of the bar body, and close to the "slit" is a tounge like extension (wedge) to fasten the spring set tool into a tree stump. In Australia most building lots in the past were a quarter of an acre, measuring one chain by two and a half chains. Also street frontages, roads, laneways. The chain also survives as the length of a cricket pitch, being the distance between the stumps. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973.
