The Athletics Club under the guidance of a committee of workers, which included Mr Stan Hemmings and Mr Alec McCullough, sponsored a Junior Athletics Club which became the Gray-Y Club for young boys and HY-Y for older lads. Mr A E Clark (YMCA) had the idea of adopting the American Gray-Y System which was to instill in the boys good principles and values similar to those of the service clubs i.e. YMCA, the Masons and Buffalo Lodge. Story has it that the town was virtually crime free for many years. The Athletics Club became a very powerful force in Mount Beauty and assisted other fledgling groups to get started. 1947 The SEC created an Arboretum and Nursery on the bank of the West Kiewa River. Householder could collect free plants, trees and topsoil for their gardens. It was not long before there was very keen competition amongst the families to create the best garden. 1948 A Mount Beauty Garden competition started with a first prize of 15 pounds, second 7 pounds and third 3 pounds. As the oldest garden in the competition was only 25 months old and most were younger a handicap system of 4 points per month was devised. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. This bag was used by the Timekeeper at Pretty Valley camp to carry timesheets to the administration building at Bogong and later at Mt Beauty. This is the 1st minute book for the Mount Beauty Progress Association Ladies Auxilary. The first meeting was held on 25th February 1960. At this time the construction of the Kiewa Hydro Electric Scheme was coming to a close and the town of Mount Beauty and its infrastructure was being handed over by the State Electricity Commission of Victoria (SECV) to the Bright Shire. Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. These albums were put together by Allen Clarke, who worked for the State Electricity Commission of Victoria for over 40 years. He was also a member of the Senior Citizens Club. Edmondson's Hut is a cattleman's hut on the Bogong High Plains. Jim Edmondson obtained Run 33 (near Mt Nelse) in the early 1930s. He pre cut the timber at his property in Tawonga and along with iron for the walls, chimney and roof took it up to the Bogong High Plains on pack horse. The hut's wall and ceiling were lined and the hut had a 'fairly good floor and bunks'. In 1971 the hut was donated to the Education Department and was approved for transfer by the Lands Department in 1974. Bogong Outdoor School camp has been using the hut for students to camp in as well as National Fitness parties when walking in the area. The upper Kiewa Valley was settled from the mid 1860s and from its earliest days cattle were taken on to the Bogong High Plains to graze during summer. Jim Edmondson took his cattle from the Kiewa Valley to Mt Fainter and later to Run 33, near Mt Nelse. The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery & cutlery for use by personnel. there was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. 1921 signified the year the SECV was formed.This dinner plate was used at one of the sites on the Kiewa Hydro Electric Scheme which began construction in 1938 and concluded in 1961. Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort. 11 of the 13 photos were taken by Tor Holth and used in his book "Cattlemen of the High Country" first published in 1980. Co writer was Jane Holth (Barnaby). Of the other two photos, one was taken by C. Roper (2 old gentlemen of the High Plains) and the other (Fred Roper, Tom Hollonds, Kyran Marum - early cattlemen) unknown photographer. The book tells the story of the lives of the mountain cattlemen of Victoria's high country, the harsh conditions and challenges they faced when they mustered their cattle before winter to bring them down to lower pastures. Huts were built of any materials available and were scattered about the high plains to provide shelter from the elements. Some are still standing despite the many bushfires that have ravaged the area.The photographs are of historic significance as they are of early pioneers in the cattle industry in the Kiewa Valley. The huts are of significant interest as they show different types of construction and materials as does the cattle yard at Bogong Jack's. The copy of a letter written by Harry H. Simmonds of Huon notes that "the church existed in 1905. It was built by Hill and McCormack with timber donated by Mr Ned Dunstan on ground donated by Mr James Thomas probably in the late 1800s. It was possibly called a Methodist Church because the donor of the land was a Methodist. It was used by the three Protestant Groups and maintenance was paid for by an annual area collection.The house on the west side was a Presbyterian Manse for many years and the block of ground on the north side was known as the Manse paddock in which the minister grazed his cow and horse." In 1936 there was a fence between the Kiewa Methodist Church was the Presbyterian Church in Kiewa. Its Certificate of Title is Volume 5134 Folio 1026783 (Sept. 1942.) In 1952, the church was made of wood with an iron roof. In 1954. Request to Yackandandah Shire re a fence from Kiewa Consolidated School entrance to the unused hedge adjacent to the Church. In 1958 there was correspondence re 'the strip of land on each side of the Church.' Churches were an important part of life during the late 19th century and early to mid 20th century and were built in the centre of town as was this one. These papers give an understanding of the work involved in maintaining a church. The letters and 'book' give a lot of names of local families involved with the Methodist Church at Kiewa. Of particular interest is a black cardboard cover book dated 1917 re collection of donations from listed people. The ink rolls were used in an addressograph machine. The addressograph machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine stamped in ink onto pay envelopes.
